回歸“三農”:新形勢下瑞安市供銷合作社的職能定位及對策研究

【摘要】:新世紀以來,中共中央、國務院的“一號文件”連續(xù)十年以“農業(yè)”為主題,這充分表明了“三農”問題的重要性。當前供銷合作社正處于加快改革發(fā)展的關鍵時期,面臨著改革和發(fā)展的任務。根據(jù)瑞安市供銷合作社的實際情況,對瑞安市供銷合作社的職能定位進行研究,有助于供銷合作社在新形勢下找準定位,提高“三農”服務水平,打造全新供銷合作社,也為我國解決“三農”問題提供了新的路徑。 本文在充分調研瑞安市供銷合作社職能現(xiàn)狀的基礎上,結合公共管理理論、經(jīng)濟學理論,通過文獻研究法、訪談研究法和調查研究法等研究方法,對制約瑞安市供銷合作社發(fā)展的本級機關定位問題、社有資產(chǎn)問題及基層供銷社問題等三個方面進行分析研究,從職能的增加與調整、本級供銷社職能的“突破口”、基層供銷社的轉型發(fā)展和社有資產(chǎn)的營運與管理等四個角度對新形勢下瑞安市供銷合作社職能定位的思路及對策進行了初步探討。
[Abstract]:Since the new century, the "No. 1 document" of the CPC Central Committee and the State Council has taken "agriculture" as the theme for ten consecutive years, which fully shows the importance of the "three rural issues". At present, supply and marketing cooperatives are in the critical period of accelerating reform and development, facing the task of reform and development. According to the actual situation of supply and marketing cooperatives in Ruian city, the function orientation of supply and marketing cooperatives in Ruian city is studied, which will help supply and marketing cooperatives to find the correct position under the new situation, to improve the service level of "three rural areas" and to create new supply and marketing cooperatives. It also provides a new way to solve the problem of "agriculture, countryside and farmers" in our country. Based on the investigation of the function of supply and marketing cooperatives in Ruian city, combining with the theory of public management and economic theory, this paper adopts the method of literature research. With the methods of interview and investigation, this paper analyzes and studies the problems of the orientation of the corresponding organs, the problems of the assets of the cooperatives and the problems of the supply and marketing cooperatives at the grass-roots level, which restrict the development of the supply and marketing cooperatives in Ruian City, so as to increase and adjust their functions. This paper makes a preliminary discussion on the ideas and countermeasures of the function orientation of supply and marketing cooperatives in Ruian city under the new situation from the "breakthrough" of the functions of the supply and marketing cooperatives at this level, the transformation and development of the supply and marketing cooperatives at the grass-roots level and the operation and management of the assets owned by the cooperatives.
