【摘要】：開發(fā)區(qū)是我國(guó)改革開放、經(jīng)濟(jì)發(fā)展、國(guó)際接軌的歷史產(chǎn)物,形態(tài)上是一個(gè)經(jīng)濟(jì)區(qū)域,也是一個(gè)行政區(qū)域,是一種獨(dú)立于行政區(qū)的特定區(qū)域。主要體現(xiàn)其區(qū)域內(nèi)的發(fā)展政策特殊,同時(shí)也體現(xiàn)其管理體制的特殊。開發(fā)區(qū)發(fā)展經(jīng)歷了起步、發(fā)展、分化、穩(wěn)定、轉(zhuǎn)型五個(gè)階段,在組織架構(gòu)、機(jī)構(gòu)設(shè)置、職能效能、管理機(jī)制、功能發(fā)展等方面創(chuàng)造了成功經(jīng)驗(yàn),起到了示范引領(lǐng)作用。隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制改革的深化,開發(fā)區(qū)受區(qū)域擴(kuò)張、功能拓展、政策變化、資源減少和競(jìng)爭(zhēng)加劇的影響,同時(shí)也出現(xiàn)了管理體制跟不上建設(shè)發(fā)展需要的矛盾。因而需要以科學(xué)發(fā)展觀為指導(dǎo),著眼于推動(dòng)和促進(jìn)社會(huì)和諧,大膽進(jìn)行改革創(chuàng)新,因地制宜,轉(zhuǎn)型發(fā)展,構(gòu)建科學(xué)合理的開發(fā)區(qū)管理體制。本文對(duì)我國(guó)開發(fā)區(qū)的管理體制進(jìn)行了探討,以新公共管理理論、制度變遷理論、治理理論為理論基礎(chǔ),以無錫LY開發(fā)區(qū)的管理為例,系統(tǒng)研究了開發(fā)區(qū)管理體制的創(chuàng)新問題。本文首先對(duì)國(guó)內(nèi)外開發(fā)區(qū)管理體制的現(xiàn)狀進(jìn)行了分析總結(jié)；繼而分析了國(guó)內(nèi)外開發(fā)區(qū)的產(chǎn)生、發(fā)展以及國(guó)內(nèi)外開發(fā)區(qū)管理體制的類型和特點(diǎn)；然后重點(diǎn)以無錫LY開發(fā)區(qū)為例,闡述了無錫LY開發(fā)區(qū)發(fā)展的歷史階段,全面分析了無錫開發(fā)區(qū)管理體制現(xiàn)狀、困境及其產(chǎn)生原因；最后將新公共管理和公共服務(wù)理念引入開發(fā)區(qū)管理體制研究,論文提出從管理理念、管理體制、管理模式、運(yùn)作機(jī)制四個(gè)層面進(jìn)行全方位改革創(chuàng)新,以建設(shè)法治型、服務(wù)型、效能型和創(chuàng)新型開發(fā)區(qū)。
[Abstract]:The development zone is a historical product of China's reform and opening up, economic development and international integration. It is an economic region, an administrative region, and a special region independent of the administrative region. It mainly embodies the special development policy in the region and the special management system at the same time. The development of the development zone has experienced five stages: starting, developing, differentiating, stabilizing and transforming. It has created successful experience in the aspects of organization structure, organization setting, function efficiency, management mechanism, function development and so on, and has played a leading role in demonstration. With the deepening of the reform of the socialist market economy system in our country, the development zone is affected by regional expansion, function expansion, policy change, reduction of resources and intensification of competition. At the same time, there is a contradiction that the management system can not keep up with the needs of construction and development. Therefore, it is necessary to take the scientific development view as the guidance, focus on promoting and promoting social harmony, boldly carry out reform and innovation, adapt measures to local conditions, transform and develop, and construct a scientific and reasonable management system of the development zone. Based on the new public management theory, institutional change theory and governance theory, and taking the management of Wuxi LY development zone as an example, this paper systematically studies the innovation of the management system of the development zone. This paper firstly analyzes the present situation of the management system of the development zones at home and abroad, then analyzes the emergence, development, types and characteristics of the management system of the development zones at home and abroad, and then takes Wuxi LY Development Zone as an example. This paper expounds the historical stage of the development of Wuxi LY Development Zone, analyzes the present situation, difficulties and causes of the management system of Wuxi Development Zone, and finally introduces the new public management and public service concepts into the management system of the development zone. This paper puts forward four levels of management concept, management system, management mode and operation mechanism to carry out all-round reform and innovation in order to build the development zone of rule of law, service, efficiency and innovation.
