【摘要】:20世紀末我國開始了對政府績效評估的研究,當前的政府績效評估尚處在發(fā)展階段,在理論和實踐兩個方面都存在許多不完善的地方。隨著服務(wù)型政府建設(shè)的推進,使得原本就不完善的政府績效評估機制更加無法適應(yīng)服務(wù)型政府建設(shè)的步伐。這就迫切需要總結(jié)一套能夠正確反映和體現(xiàn)政府服務(wù)意識的績效評估機制。 當前在我國服務(wù)型政府建設(shè)中績效評估機制還存在著缺乏科學而系統(tǒng)的理論指導(dǎo),缺少法律保障,評估主體缺乏民主存在政府壟斷,缺乏相對科學的指標體系架構(gòu),績效評估機制的執(zhí)行不到位等諸多問題。 本文致力于探索出能夠體現(xiàn)中國特色的服務(wù)型政府績效評估機制為目的,首先從服務(wù)型政府績效評估機制的相關(guān)背景,以及完善這種評估機制的目標和意義為切入點;其次從服務(wù)型政府和政府績效評估機制的基本理論入手,深入分析了服務(wù)型政府的內(nèi)涵、特征、以及完善績效評估機制的必要性;然后總結(jié)我國政府績效評估現(xiàn)狀,揭示了現(xiàn)階段存在的主要問題及其背后深層的原因;同時借鑒了西方國家政府績效評估的實踐及經(jīng)驗;并以此經(jīng)驗為基礎(chǔ)進行再次的深入創(chuàng)新,對服務(wù)型政府績效評估機制進行完善。其中評估框架與指標選取則通過數(shù)學公式的量化方式來表現(xiàn),通過對模型的多層次分析,總結(jié)出適合國情且能夠正確反映服務(wù)型政府內(nèi)在要求的績效評估機制,為服務(wù)型政府績效評估機制提供一套相對科學的實踐方法。
[Abstract]:At the end of the 20th century, our country began to study the government performance evaluation. At present, the government performance evaluation is still in the development stage, and there are many imperfections in both theory and practice. With the development of service-oriented government, the government performance evaluation mechanism, which is not perfect, can not adapt to the construction of service-oriented government. Therefore, it is urgent to summarize a set of performance evaluation mechanism which can reflect and reflect the government service consciousness correctly. At present, in the construction of service-oriented government, there is still a lack of scientific and systematic theoretical guidance, lack of legal protection, lack of democratic government monopoly, lack of a relatively scientific index system framework. The implementation of performance evaluation mechanism is not in place and many other problems. The purpose of this paper is to explore the performance evaluation mechanism of service-oriented government with Chinese characteristics. Firstly, from the relevant background of service-oriented government performance evaluation mechanism, as well as the goal and significance of perfecting the evaluation mechanism as the breakthrough point; Secondly, starting with the basic theory of service-oriented government and government performance evaluation mechanism, this paper deeply analyzes the connotation and characteristics of service-oriented government, as well as the necessity of perfecting the performance evaluation mechanism, and then summarizes the current situation of government performance evaluation in China. It reveals the main problems existing in the present stage and the deep reasons behind them; at the same time, it draws lessons from the practice and experience of western governments' performance evaluation, and takes this experience as the basis for further innovation. Improve the performance evaluation mechanism of service-oriented government. The evaluation framework and index selection are expressed by the quantitative way of mathematical formula. Through the multi-level analysis of the model, the performance evaluation mechanism which is suitable for the national conditions and can correctly reflect the internal requirements of the service-oriented government is summarized. To provide a set of relatively scientific practical methods for service-oriented government performance evaluation mechanism.
