【摘要】：都市區(qū)是一種典型的城市功能地域,都市區(qū)內(nèi)的城市經(jīng)濟(jì)社會要素活動范圍往往會跨越原有的行政區(qū),城市中心與周邊地區(qū)、行政區(qū)之間聯(lián)系密切。都市區(qū)治理則是與這種跨行政區(qū)的聯(lián)系特征需求相符的多方參與、共同協(xié)調(diào)管理的方式。以國外典型都市區(qū)為例,從都市區(qū)治理中的參與者和合作關(guān)系入手,分析都市區(qū)治理的合作模式及演變特征。國外大都市區(qū)的發(fā)展和治理經(jīng)驗(yàn)表明,大都市區(qū)往往在國家經(jīng)濟(jì)社會發(fā)展中占據(jù)舉足輕重的地位,大都市區(qū)治理的參與方主要包括中央政府、地方政府和私人機(jī)構(gòu),但三者在合作治理結(jié)構(gòu)中的力量對比關(guān)系在都市區(qū)之間并不相同,并且在不同的發(fā)展階段,合作模式也在發(fā)生變化。
[Abstract]:Urban area is a typical city function region. The urban economic and social elements of urban economic and social elements often span the original administrative area, the city center is closely connected with the surrounding area and the administrative region. Taking the typical urban areas abroad as an example, starting with the participants and cooperative relations in urban district governance, this paper analyzes the cooperation mode and evolution characteristics of urban district governance. The development and governance experience of the metropolitan area abroad shows that the metropolitan area often occupies the position of the weight in the national economic and social development, and the participation of the metropolitan governance is the main part of the metropolitan area. The central government, local government and private institutions should be included, but the strength contrast relationship between the three in the cooperative governance structure is not the same among the metropolitan areas, and the mode of cooperation is also changing at different stages of development.
