公共管理視角下的網(wǎng)絡(luò)輿論引導(dǎo)研究

【摘要】:以網(wǎng)絡(luò)為代表的新興媒體日漸成為當(dāng)今社會(huì)輿論的重要陣地,由此產(chǎn)生的網(wǎng)絡(luò)輿論也正逐漸取代傳統(tǒng)的輿論方式,它新穎開放,充滿活力,在社會(huì)輿論形成和傳播格局中發(fā)揮著越來越重要的作用。然而我們也看到,新興媒體下的公共傳播及其核心價(jià)值存在逐步缺失的傾向,所以使得這些網(wǎng)絡(luò)輿論在體現(xiàn)積極社會(huì)效應(yīng)的同時(shí),消極社會(huì)效應(yīng)也顯而易見。因此重新認(rèn)識(shí)并強(qiáng)調(diào)新興媒體對(duì)公共傳播的責(zé)任,強(qiáng)調(diào)公共利益作為網(wǎng)絡(luò)輿論核心價(jià)值導(dǎo)向,以及如何引導(dǎo)和控制網(wǎng)絡(luò)輿論,始終掌握好輿論引導(dǎo)的主動(dòng)權(quán),這是需要我們不斷去關(guān)注和研究的課題。 本文在分析新興媒體環(huán)境下中國網(wǎng)絡(luò)輿論發(fā)展特點(diǎn)的基礎(chǔ)上,通過網(wǎng)絡(luò)輿論與傳統(tǒng)媒體輿論的比較,對(duì)網(wǎng)絡(luò)輿論的特性進(jìn)行全新的界定,提出了我國網(wǎng)絡(luò)輿論的社會(huì)效應(yīng)分析和輿論引導(dǎo)的必要性。接著分析了網(wǎng)絡(luò)輿論帶來的機(jī)遇和挑戰(zhàn)以及我國網(wǎng)絡(luò)輿論引導(dǎo)中的主要問題及其成因,繼而從經(jīng)驗(yàn)借鑒和案例研究等方面來探討更符合網(wǎng)絡(luò)輿論引導(dǎo)規(guī)律的方法,探索通過政府、媒體和網(wǎng)民自身三個(gè)方面建立多元網(wǎng)絡(luò)輿論引導(dǎo)的新格局,以期在不斷更新的信息技術(shù)環(huán)境下,既保持網(wǎng)絡(luò)輿論互動(dòng)性、開放性和民主性的積極功能,又始終掌握好網(wǎng)絡(luò)輿論引導(dǎo)的主動(dòng)權(quán),,讓積極正面的網(wǎng)絡(luò)輿論服務(wù)好當(dāng)今中國的持續(xù)發(fā)展。
[Abstract]:The emerging media, represented by the network, are becoming an important position of public opinion. The resulting public opinion is gradually replacing the traditional way of public opinion. It is new, open and full of vitality. It plays a more and more important role in the formation and dissemination of public opinion. However, we also see that the public communication and its core values under the new media tend to be gradually missing, which makes these network public opinion reflect the positive social effects, but also the negative social effects are obvious. Therefore, we should re-recognize and emphasize the responsibility of the new media to the public communication, emphasize the public interest as the core value orientation of the network public opinion, and how to guide and control the network public opinion, and always grasp the initiative power of the public opinion guidance. This is a subject that needs our constant attention and research. Based on the analysis of the characteristics of the development of China's network public opinion under the new media environment, this paper defines the characteristics of the network public opinion through the comparison between the network public opinion and the traditional media public opinion. This paper puts forward the necessity of social effect analysis and public opinion guidance of network public opinion in our country. Then it analyzes the opportunities and challenges brought by network public opinion, the main problems and their causes in our country's network public opinion guidance, and then discusses the methods more in line with the law of network public opinion guidance from the aspects of experience and case study. To explore the establishment of a new pattern of pluralistic network public opinion guidance through three aspects of government, media and Internet users themselves, in order to maintain the positive functions of interactive, open and democratic network public opinion under the constantly updated information technology environment. And always master the initiative of the network public opinion guide, let the positive network public opinion serve the sustainable development of China.
