【摘要】：濟(jì)南的暴雨內(nèi)澇、市區(qū)河流排污、區(qū)域間排水排污不暢,這些問(wèn)題不僅僅是城市地理環(huán)境、管道設(shè)備的基礎(chǔ)問(wèn)題,更是濟(jì)南市排水管理體制內(nèi)部的問(wèn)題所在。新公共管理的思想很多方面已經(jīng)并不適用于當(dāng)今城市水務(wù)管理的發(fā)展要求,以協(xié)調(diào)與整合為主要方法的整體性治理的出現(xiàn)很好的適應(yīng)了城市排水管理的改進(jìn)方向。本文結(jié)合濟(jì)南市的排水管理體制案例,采用文獻(xiàn)研究、實(shí)地考察等分析方式剖析中國(guó)當(dāng)代城市排水管理體制所面臨的困境與挑戰(zhàn),在整體性治理理論的指導(dǎo)下,梳理相關(guān)文獻(xiàn)資料及排水管理體制歷程。文章對(duì)整體性治理的理論生成、特點(diǎn)及治理手段與作用進(jìn)行了梳理,同時(shí)將研究案例濟(jì)南市排水管理體制的現(xiàn)今狀況進(jìn)行了深入分析；并在吸收借鑒國(guó)內(nèi)外英國(guó)、北京排水管理相關(guān)經(jīng)典案例的思考下,由國(guó)內(nèi)外案例的經(jīng)驗(yàn)對(duì)濟(jì)南城市排水管理的啟示與借鑒,探究我國(guó)當(dāng)代城市排水管理的困境及原因分析。通過(guò)分析濟(jì)南市各排水管理單位的職責(zé)與關(guān)系,觀測(cè)出排水政策整體化制定協(xié)同問(wèn)題、排水跨部門(mén)政策執(zhí)行協(xié)同問(wèn)題、政府公共預(yù)算管理的協(xié)同問(wèn)題、排水公共服務(wù)協(xié)同提供問(wèn)題等表象,挖掘出孤島現(xiàn)象、部門(mén)職責(zé)同構(gòu)且權(quán)責(zé)不明以及協(xié)同互信的缺失等深層次原因,提出解決管理碎片化、資源稀缺性以及信息不對(duì)稱(chēng)等核心問(wèn)題的思路。在此基礎(chǔ)上,提出針對(duì)破解孤島現(xiàn)象等排水管理問(wèn)題所形成的解決策略,提出整合性排水管理體制的構(gòu)建思路,塑造整合性排水管理體制的理念及其價(jià)值,建議出多條實(shí)際的整合性排水管理體制的構(gòu)建措施。通過(guò)資料整理與分析研究,發(fā)現(xiàn)了整體性治理論對(duì)于當(dāng)代我國(guó)城市排水管理體制改善的適用性。在整體性治理理論的視角下,本文重點(diǎn)提出了用協(xié)調(diào)、整合的方式對(duì)城市排水管理實(shí)行各層面整體性協(xié)調(diào)機(jī)制的構(gòu)建,有利于走出排水管理實(shí)踐中出現(xiàn)的各種困境。以整體性組織工具的視角,可以將這些整合性構(gòu)建劃分為四種角度進(jìn)行管理體制措施優(yōu)化,分別是破除碎片化的構(gòu)建措施、解決資源稀缺的治理措施、公私關(guān)系的整體性構(gòu)建以及信任溝通協(xié)調(diào)機(jī)制的整合性構(gòu)建。這些整體性視角下四個(gè)角度的整合治理,展開(kāi)來(lái)說(shuō)即包括排水管理組織的整體性層級(jí)構(gòu)建、管理組織的整體性功能構(gòu)建、管理整體性公私合作伙伴關(guān)系的構(gòu)建、管理整體性政府組織間關(guān)系的構(gòu)建、整體性信息系統(tǒng)的構(gòu)建、管理整體性預(yù)算制度協(xié)調(diào)機(jī)制的構(gòu)建、管理整體性法律制度協(xié)調(diào)機(jī)制的構(gòu)建、管理整體性信任溝通協(xié)調(diào)機(jī)制的構(gòu)建、排水管理流程的整合：海綿城市的應(yīng)用研究等九個(gè)維度的整體性管理體制構(gòu)建。以上整體性協(xié)調(diào)機(jī)制的構(gòu)建可以在各方面對(duì)排水的管理的碎片化等問(wèn)題及部門(mén)條塊割裂等具體困境具有現(xiàn)實(shí)的治理效果,這同時(shí)也是本文的著重創(chuàng)新之處。
[Abstract]:Ji'nan's rainstorm waterlogging, urban rivers discharge, and interregional drainage are not smooth. These problems are not only the urban geographical environment, the basic problems of the pipeline equipment, but also the internal problems of the drainage management system in Ji'nan. The overall governance of the main method is well adapted to the improvement direction of urban drainage management. This paper combines the case of the drainage management system in Ji'nan, and analyzes the difficulties and challenges facing the modern urban drainage management system in China by means of literature research and field investigation, and in the holistic governance theory. Under the guidance, combing related documents and the process of drainage management system. This article combs the theory generation, characteristics and management means and functions of holistic governance, and analyzes the current situation of the drainage management system in Ji'nan, and draws on the classics of drainage management in the UK and Beijing at home and abroad. In the case of the case, from the experience of domestic and foreign cases to Ji'nan city drainage management enlightenment and reference, to explore the predicament and cause analysis of the contemporary urban drainage management in China. Through the analysis of the responsibilities and relations of the drainage management units in Ji'nan, the author finds out the coordination problem of the drainage policy as a whole, and the coordination of the implementation of the drainage cross department policy. On the basis of the problems, the problems such as the coordination of government public budget management, the cooperation of drainage public services, and other deep reasons, such as the phenomenon of isolated island, the isomorphism of the Department, the unidentified power and responsibility and the lack of cooperation and mutual trust, are put forward to solve the core problems of management fragmentation, resource scarcity and unsymmetry of information and interest. In order to solve the problem of solving the problem of drainage management in isolated island, this paper puts forward the idea of constructing an integrated drainage management system, and shapes the concept and value of the integrated drainage management system, and proposes several practical and integrated drainage management system construction measures. Through data arrangement and analysis, the integrated treatment is found. The theory is applicable to the improvement of urban drainage management system in our country. Under the perspective of holistic governance theory, this paper puts forward a coordinated and integrated approach to the construction of the overall coordination mechanism of urban drainage management in various levels, which is beneficial to the various difficulties that appear in the practice of drainage management. From the angle of view, these integration constructs can be divided into four angles to optimize the management system measures, namely, to break down the fragmented construction measures, to solve the management measures of the scarce resources, to build the integrity of the public and private relations and to build the integration of the coordination mechanism of the trust communication. The integrated governance of the four angles from these holistic perspectives. It includes the overall level construction of the drainage management organization, the overall function construction of the management organization, the construction of the overall public private partnership, the construction of the overall relationship between the government and the government, the construction of the integrated information system, the construction of the coordination mechanism of the overall management system and the management of the holistic law. The construction of the system coordination mechanism, the construction of managing the overall trust and communication coordination mechanism, the integration of the drainage management process, the construction of the overall management system of the nine dimensions of the application and research of the sponge city. The specific predicament has realistic governance effect, which is also the emphasis of this article.
