【摘要】：食品質(zhì)量安全與人的身體健康密不可分,是日常生活中最不能忽視的問(wèn)題。我國(guó)經(jīng)濟(jì)發(fā)展越來(lái)越好,人民生活水平得到了顯著提高,越來(lái)越多的人民開(kāi)始追求飲食的質(zhì)量,對(duì)食品安全的關(guān)注熱情越來(lái)越高。但是,國(guó)內(nèi)的一些企業(yè)和商家,盲目追求經(jīng)濟(jì)效益,不將國(guó)民生命安全放在第一位,致使很多不符合食品安全標(biāo)準(zhǔn)的食品流入市場(chǎng),嚴(yán)重威脅到了國(guó)民身體健康。食品安全監(jiān)督的研究一直是公共管理理論領(lǐng)域非常受歡迎的一個(gè)項(xiàng)目,因其與政治學(xué)、經(jīng)濟(jì)學(xué)和食品安全學(xué)密不可分。所以,我們可以運(yùn)用經(jīng)濟(jì)學(xué)、食品安全學(xué)和政治學(xué)等學(xué)科的理論基礎(chǔ)知識(shí)進(jìn)行分析,系統(tǒng)性地進(jìn)行理論研究,探討現(xiàn)階段浙江省食品安全監(jiān)督中存在的問(wèn)題,完善發(fā)展對(duì)策,以資站在造福人類身體健康的角度實(shí)施新的食品安全監(jiān)督政策。這一課題研究有利于有效整合浙江省食品安全監(jiān)督管理體制改革的戰(zhàn)略部署方案,為完善浙江省食品安全監(jiān)督提供現(xiàn)實(shí)依據(jù)和思路,是保證我國(guó)人民身體健康的重要事件。本文首先介紹了課題的研究背景,分析了研究浙江省食品安全監(jiān)督發(fā)展對(duì)策的理論意義和實(shí)際意義,說(shuō)明本論文的研究思路和研究方法等。接著從國(guó)際國(guó)內(nèi)食品安全監(jiān)督的機(jī)制體制入手調(diào)查和研究,具體深入分析食品安全的監(jiān)督管理,又對(duì)現(xiàn)有浙江省食品安全法律制度進(jìn)行了評(píng)析,從而了解到浙江省食品安全監(jiān)督中存在的根本性問(wèn)題和不足之處。然后學(xué)習(xí)合理有效的食品安全監(jiān)督管理模式并合理應(yīng)用到浙江省具體的監(jiān)督機(jī)制中,為浙江省食品安全監(jiān)督發(fā)展提出建議與思考,包括建立何種體制、完善哪些制度,破解哪些迷題等。
[Abstract]:Food quality and safety are closely related to human health, which is the most important problem in daily life. The economic development of our country is getting better and better, the people's living standard has been improved remarkably, more and more people begin to pursue the quality of diet and pay more and more attention to the food safety. However, some domestic enterprises and businesses blindly pursue economic benefits and do not put the safety of national life first. As a result, many food products that do not meet the food safety standards flow into the market, which seriously threaten the health of the people. The research of food safety supervision has been a very popular project in the field of public administration theory, because it is closely related to politics, economics and food safety. Therefore, we can use the basic theoretical knowledge of economics, food safety and political science to analyze, systematically carry out theoretical research, discuss the problems existing in food safety supervision in Zhejiang Province at the present stage, and perfect the development countermeasures. To implement the new food safety monitoring policy from the perspective of health benefits. This research is conducive to the effective integration of Zhejiang Province food safety supervision and management system reform of the strategic plan, for the improvement of Zhejiang Province food safety supervision to provide practical basis and ideas, is an important event to ensure the health of the people in China. This paper first introduces the research background of the subject, analyzes the theoretical and practical significance of the research on the development of food safety supervision in Zhejiang Province, and explains the research ideas and research methods of this paper. Then from the international and domestic food safety supervision mechanism system investigation and research, the specific in-depth analysis of food safety supervision and management, and the existing Zhejiang Province food safety legal system was evaluated. In order to understand the food safety supervision in Zhejiang Province, there are fundamental problems and deficiencies. Then we learn a reasonable and effective food safety supervision and management model and apply it to the specific supervision mechanism of Zhejiang Province, and put forward some suggestions and considerations for the development of food safety supervision in Zhejiang Province, including what system to establish and which system to perfect. Which puzzles to solve, etc.
