【摘要】：摘要：農(nóng)村飲水對(duì)我國(guó)社會(huì)的穩(wěn)定和經(jīng)濟(jì)發(fā)展的可持續(xù)有著重大影響,改善農(nóng)村飲水供給水平、加大農(nóng)村飲水工程建設(shè)力度,不僅是社會(huì)主義新農(nóng)村建設(shè)的需要、也是和諧社會(huì)的必然要求。為促進(jìn)農(nóng)村飲水供給工程規(guī)范化、科學(xué)化、發(fā)揮工程最大效益,決策和管理方法的科學(xué)化、合理化迫在眉睫,要進(jìn)一步建立適合農(nóng)村供水工程特點(diǎn)的科學(xué)評(píng)價(jià)體系,優(yōu)化決策方案。 本研究的研究對(duì)象為湖南省常德市的農(nóng)村飲水現(xiàn)狀,首先通過(guò)新公共管理、新制度經(jīng)濟(jì)學(xué)、多中心治理以及外部性等理論的介紹為解決湖南農(nóng)村飲水供給問(wèn)題提供理論支持。再運(yùn)用文獻(xiàn)資料和實(shí)地調(diào)研相結(jié)合的方法,較為詳細(xì)的對(duì)湖南農(nóng)村飲水供給現(xiàn)狀進(jìn)行了分析。湖南地區(qū)的地理?xiàng)l件所帶來(lái)的需求差異、供給資金不足以及低效的管理機(jī)制是供給效率低下的主要原因。有鑒于此,通過(guò)具體問(wèn)題具體分析,實(shí)行差異化供給、拓展籌資渠道和供給主體來(lái)提高湖南省農(nóng)村飲水供給效率。同時(shí),扮演主導(dǎo)角色的政府要做好相應(yīng)政策改革,并引進(jìn)競(jìng)爭(zhēng)機(jī)制,為湖南省農(nóng)村飲水供給提供借鑒。 本研究共分五個(gè)章節(jié)。第一部分緒論,簡(jiǎn)單對(duì)文章的選題意義和研究方法進(jìn)行了闡述。同時(shí),對(duì)農(nóng)村飲水供給在內(nèi)的農(nóng)村公共物品供給的文獻(xiàn)綜述,首先是對(duì)近年來(lái)國(guó)內(nèi)外學(xué)者在農(nóng)村飲水供給領(lǐng)域的部分研究成果和觀點(diǎn)進(jìn)行了概括；第二部分主要對(duì)其概念以及農(nóng)村公共物品供給的相關(guān)理論進(jìn)行闡述,通過(guò)分析整理農(nóng)村飲水供給方面的理論和背景,為后文的決策提供理論支撐；第三部分主要對(duì)湖南常德農(nóng)村集中供水管理現(xiàn)狀分析,主要是從實(shí)地走訪統(tǒng)計(jì)出的數(shù)據(jù)和官方文件資料兩方面來(lái)分析常德市農(nóng)村地區(qū)的飲水供給現(xiàn)狀,找出問(wèn)題和原因,并進(jìn)行深入剖析；第四部分為解決常德市農(nóng)村飲水供給問(wèn)題的原則和具體措施；第五部分為研究結(jié)論和展望,是對(duì)整篇文章的總結(jié)。
[Abstract]:Abstract: rural drinking water has great influence on the social stability and the sustainable economic development of our country. It is not only the need of the construction of new socialist countryside to improve the level of drinking water supply in rural areas, but also to strengthen the construction of rural drinking water projects. It is also the inevitable requirement of a harmonious society. In order to promote the standardization and scientization of rural drinking water supply project, give full play to the maximum benefit of the project, make decisions and management methods scientific and rational, it is urgent to further establish a scientific evaluation system suitable for the characteristics of rural water supply projects. Optimize the decision scheme. The research object of this study is the current situation of rural drinking water in Changde City of Hunan Province. Firstly, through the introduction of the theories of new public management, new institutional economics, multi-center governance and externality, it provides theoretical support for solving the problem of drinking water supply in rural areas of Hunan Province. Using the method of literature and field investigation, the present situation of drinking water supply in rural areas of Hunan was analyzed in detail. The main reasons for the inefficiency of supply are the difference of demand brought by geographical conditions in Hunan province, the shortage of supply funds and the inefficient management mechanism. In view of this, through the concrete analysis of the specific problems, we should carry out differentiated supply, expand the financing channels and supply main body to improve the efficiency of drinking water supply in rural areas of Hunan Province. At the same time, the government that plays the leading role should make the corresponding policy reform and introduce the competition mechanism to provide reference for the rural drinking water supply in Hunan Province. This study is divided into five chapters. The first part of the introduction, a brief introduction to the significance of the topic and research methods. At the same time, the literature review of rural public goods supply, including rural drinking water supply, firstly summarizes some research achievements and viewpoints of domestic and foreign scholars in the field of rural drinking water supply in recent years. The second part mainly explains the concept of rural public goods supply theory, through the analysis of the rural drinking water supply theory and background, for later decision-making to provide theoretical support; The third part mainly analyzes the current situation of rural centralized water supply management in Changde, Hunan Province. It mainly analyzes the current situation of drinking water supply in rural areas of Changde City from the two aspects of the data collected from field visits and official documents, and finds out the problems and causes. The fourth part is the principles and concrete measures to solve the problem of rural drinking water supply in Changde. The fifth part is the conclusion and prospect of the research, which is the summary of the whole article.
