【摘要】：公共安全,是人類社會(huì)秩序的重要標(biāo)志,也是社會(huì)管理的基本職能。對(duì)于如何加強(qiáng)和改進(jìn)公共安全管理,世界各國(guó)政府部門及其警方一直在進(jìn)行著不斷思考和研究,謀劃發(fā)展與創(chuàng)新,力爭(zhēng)營(yíng)造更加和諧、穩(wěn)定的社會(huì)治安環(huán)境。當(dāng)前社會(huì)的公共安全問題,隨著經(jīng)濟(jì)社會(huì)的飛速發(fā)展日趨顯現(xiàn),面臨嚴(yán)峻挑戰(zhàn)的公共安全不容忽視,亟待解決。大數(shù)據(jù)如因特網(wǎng)的發(fā)明,正在業(yè)內(nèi)的普遍關(guān)注下迅速崛起,人類工作、生活以及理解世界的思維方式不斷被改變,整個(gè)時(shí)代也隨之發(fā)生著深刻變革。與計(jì)算機(jī)、互聯(lián)網(wǎng)等技術(shù)領(lǐng)域相比,大數(shù)據(jù)結(jié)合公共管理理論,尤其是公共安全領(lǐng)域研究尚處于起步階段,研究成果也較少,未形成系統(tǒng)的理論框架。順應(yīng)當(dāng)前時(shí)代發(fā)展,選擇大數(shù)據(jù)的發(fā)展要求作為研究切入點(diǎn),密切結(jié)合公共安全管理與信息技術(shù),對(duì)信息化時(shí)代下警務(wù)工作存在的問題進(jìn)行深入剖析,分析其中原因,創(chuàng)新發(fā)展態(tài)勢(shì),以及探索解決對(duì)策,現(xiàn)實(shí)意義十分重大。本研究共分六部分。第一章緒論,對(duì)研究背景、理論與現(xiàn)實(shí)意義、國(guó)內(nèi)外研究現(xiàn)狀作以簡(jiǎn)要說明;第二章是立足信息化背景下,剖析公共安全管理相關(guān)理論,歸納警務(wù)大數(shù)據(jù)與公共安全管理的內(nèi)在聯(lián)系,以及國(guó)內(nèi)外經(jīng)典的公共安全管理理論;第三章分析信息化時(shí)代下山東省公共安全管理的總體現(xiàn)狀,進(jìn)一步提出工作中存在的問題與原因;第四章是舉例說明當(dāng)前大數(shù)據(jù)環(huán)境下,國(guó)外發(fā)達(dá)國(guó)家、國(guó)內(nèi)其他省市應(yīng)用大數(shù)據(jù)開展警務(wù)工作的成果經(jīng)驗(yàn)及案例,結(jié)合山東省實(shí)際情況,總結(jié)出對(duì)山東公共安全管理的啟示;第五章從六個(gè)方面論述基于警務(wù)大數(shù)據(jù)山東公共安全管理實(shí)現(xiàn)創(chuàng)新的路徑探析,進(jìn)一步提出對(duì)策建議;第六章進(jìn)行系統(tǒng)綜述,指出尚有待完善之處,并寄予希望后續(xù)改進(jìn)。本文的寫作目的是通過詳細(xì)地分析,探究警務(wù)工作中大數(shù)據(jù)實(shí)踐運(yùn)用的創(chuàng)新路徑和解決方案,為推進(jìn)警務(wù)云數(shù)據(jù)的深入建設(shè)和進(jìn)一步完善提供參考,最終促進(jìn)信息化背景下的社會(huì)公共安全管理效能與機(jī)制的優(yōu)化。
[Abstract]:Public security is an important symbol of human social order and a basic function of social management. As to how to strengthen and improve the management of public security, government departments and their police all over the world have been constantly thinking and studying, planning development and innovation, and striving to create a more harmonious and stable social security environment. With the rapid development of economy and society, the public safety problem in the current society can not be ignored and solved urgently. The invention of big data, such as the Internet, is rising rapidly under the general concern of the industry. The way of thinking about human work, life and understanding of the world is constantly changing, and the whole era is undergoing profound changes. Compared with computer, Internet and other technical fields, big data combined with public management theory, especially in the field of public security is still in its infancy, the research results are also less, and no systematic theoretical framework has been formed. Following the development of the current era, choosing the development requirement of big data as the starting point of research, combining closely with the public security management and information technology, the problems existing in the police work in the information age are deeply analyzed, and the reasons are analyzed. It is of great practical significance to innovate and develop the situation and explore solutions. This study is divided into six parts. The first chapter is introduction to the research background, theoretical and practical significance, domestic and foreign research status; the second chapter is based on the background of information, analysis of public security management theory, Induces the internal relation between police big data and public security management, as well as the classical public safety management theory at home and abroad. Chapter three analyzes the general situation of Shandong Province public security management in the information age. The fourth chapter is to illustrate the experience and cases of the application of big data in police work in developed countries and other provinces and cities in foreign countries under the current big data environment, combined with the actual situation in Shandong Province. The fifth chapter discusses the ways to realize the innovation of Shandong public security management based on police big data from six aspects, and puts forward the countermeasures and suggestions. Points out that there is still room for improvement, and hopes for further improvement. The purpose of this paper is to explore the innovative ways and solutions of big data in police work through detailed analysis, and to provide a reference for the further construction and further improvement of police cloud data. Finally, it promotes the optimization of the efficiency and mechanism of social public security management under the background of information technology.
