【摘要】:政府績(jī)效評(píng)估特別是地方政府績(jī)效評(píng)估的研究屬于當(dāng)前學(xué)術(shù)界公共管理研究的重要研究課題,F(xiàn)階段,我國(guó)政府處于由管理型政府向服務(wù)型政府轉(zhuǎn)型的過(guò)程中,政府績(jī)效評(píng)估成為地方政府管理方面亟待解決的現(xiàn)實(shí)問(wèn)題。當(dāng)然,在取得一定成績(jī)的同時(shí),也面臨著一定的困境。政府績(jī)效評(píng)估過(guò)程中,評(píng)估的誤差影響績(jī)效評(píng)估的作用和價(jià)值的實(shí)現(xiàn),也在一定程度上影響了我國(guó)政府績(jī)效體制改革的進(jìn)程。 本文以朝陽(yáng)市政府績(jī)效評(píng)估結(jié)果誤差為研究主題,從轉(zhuǎn)型期政府績(jī)效評(píng)估管理者的角度出發(fā),運(yùn)用文獻(xiàn)研究法,在相關(guān)理論的基礎(chǔ)上,通過(guò)對(duì)已有的政府績(jī)效評(píng)估方面的文獻(xiàn)進(jìn)行梳理,總結(jié)歸納我國(guó)地方政府績(jī)效評(píng)估所面臨的問(wèn)題,又通過(guò)比較研究法,對(duì)比分析國(guó)內(nèi)外政府績(jī)效評(píng)估的實(shí)踐情況及經(jīng)驗(yàn),分析當(dāng)前我國(guó)地方政府乃至朝陽(yáng)市政府績(jī)效評(píng)估工作的現(xiàn)狀及面臨的困境,為分析影響朝陽(yáng)市政府績(jī)效評(píng)估結(jié)果誤差找到了事實(shí)依據(jù)。最后通過(guò)調(diào)查問(wèn)卷法,發(fā)現(xiàn)朝陽(yáng)市政府績(jī)效評(píng)估結(jié)果誤差的來(lái)源,確保了數(shù)據(jù)的真實(shí)有效。 結(jié)合國(guó)內(nèi)外政府績(jī)效評(píng)估的理論研究理論框架和實(shí)踐模式,比照朝陽(yáng)市政府績(jī)效評(píng)估誤差的實(shí)證分析,從信息維度、社會(huì)維度、政治維度找到地方政府績(jī)效評(píng)估誤差的來(lái)源,從而提出朝陽(yáng)市政府績(jī)效評(píng)估結(jié)果誤差的矯正對(duì)策。以此論文希望引起學(xué)界對(duì)我國(guó)政府績(jī)效評(píng)估結(jié)果誤差的重視,并希望能夠進(jìn)行深入研究,從而有效推進(jìn)我國(guó)政府績(jī)效評(píng)估工作。
[Abstract]:Government performance evaluation, especially the study of local government performance evaluation, is an important research topic in the current academic research on public management. At present, our government is in the process of transition from management-oriented government to service-oriented government, and government performance evaluation has become a practical problem to be solved urgently in local government management. Of course, in making certain achievements, but also facing certain difficulties. In the process of government performance evaluation, the error of evaluation affects the function and value of performance evaluation, and also affects the process of government performance system reform to some extent. This paper takes the error of government performance evaluation in Chaoyang City as the research topic, from the perspective of government performance evaluation managers in the transitional period, using literature research method, on the basis of relevant theories. By combing the existing literature on government performance evaluation, this paper summarizes and summarizes the problems faced by local government performance evaluation in China, and through comparative research, compares and analyzes the practice and experience of government performance evaluation at home and abroad. This paper analyzes the current situation and difficulties of the performance evaluation of local governments and even Chaoyang City, which provides a factual basis for the analysis of the errors affecting the results of Chaoyang Municipal Government performance Appraisal. Finally, through the questionnaire method, we find the source of the error of the Chaoyang government performance evaluation results, to ensure the validity of the data. Combined with the theoretical framework and practice model of government performance evaluation at home and abroad, this paper analyzes the error of government performance evaluation in Chaoyang city, and finds out the source of the error from information dimension, social dimension and political dimension. Therefore, the paper puts forward the corrective measures for the error of the government performance evaluation in Chaoyang city. This paper hopes to arouse the academic attention to the error of the results of government performance evaluation, and hope to carry out in-depth research, so as to effectively promote the performance evaluation of our government.
