【摘要】:珠海市橫琴新區(qū)是國家級新區(qū),其定位是粵港澳緊密合作示范區(qū),具有比傳統(tǒng)經濟特區(qū)更加開放的經濟環(huán)境,更大的制度創(chuàng)新空間,更為靈活的體制機制,被稱為“特區(qū)中的特區(qū)”。 橫琴新區(qū)在人才管理方面承擔著改革創(chuàng)新,先行先試的重任。它與廣州市的南沙新區(qū)和深圳市的前海新區(qū)同時被國家定位為全國人才管理改革試驗區(qū)。橫琴新區(qū)將利用自身毗鄰港澳的地緣優(yōu)勢,宜居宜業(yè)的環(huán)境優(yōu)勢,靈活開放的創(chuàng)新優(yōu)勢,推進全國人才管理改革試驗區(qū)建設。當前,橫琴新區(qū)正處于推進全國人才管理改革試驗區(qū)建設的起步階段。橫琴新區(qū)人才工作的定位和目標是明確的,但如何能夠結合橫琴實際,探索推動全國人才管理改革試驗區(qū)建設的獨特路徑、有效路徑,尚待深化理論研究,提出解決對策。 本論文從橫琴新區(qū)推進全國人才管理改革試驗區(qū)建設的背景和現(xiàn)實意義出發(fā),對橫琴新區(qū)作為全國人才管理改革試驗區(qū)的定位進行研究,在此基礎上,重點探討橫琴推進全國人才管理改革試驗區(qū)建設的現(xiàn)實基礎、區(qū)位優(yōu)勢和所面臨的機遇和挑戰(zhàn),,運用公共管理、人力資源管理、區(qū)域經濟學等學科基本理論,結合橫琴實際,提出橫琴新區(qū)加快全國人才管理改革試驗區(qū)建設的對策。
[Abstract]:The Hengqin New District of Zhuhai is a state-level new district, with a more open economic environment, greater room for institutional innovation and a more flexible institutional mechanism than the traditional SEZs, with its positioning as a demonstration area of close cooperation between Guangdong, Hong Kong and Macao. It is called the Special Zone in the Special Zone. Hengqin New District is undertaking the task of reform and innovation in the field of talent management. Along with Nansha New District of Guangzhou City and Qianhai New District of Shenzhen City, it has been designated as the national experimental area of talent management reform. Hengqin New area will take advantage of its geographical advantages adjacent to Hong Kong and Macao, suitable for industrial environment, flexible and open to innovation, and promote the construction of national talent management reform pilot area. At present, Hengqin New District is in the initial stage of promoting the construction of national talent management reform pilot area. The orientation and goal of the talent work in Hengqin New area is clear, but how to explore the unique path and effective path to promote the construction of the national talent management reform experimental area by combining the Hengqin reality, we still need to deepen the theoretical research and put forward the countermeasures to solve the problem. Based on the background and practical significance of promoting the construction of the national talent management reform experimental area in Hengqin New area, this paper studies the orientation of Hengqin New area as the national talent management reform experimental area, and on this basis, Focus on Hengqin to promote the national talent management reform experimental area construction of the realistic basis, location advantages and opportunities and challenges faced, the use of public management, human resources management, regional economics and other disciplines of basic theory, combined with Hengqin reality, The countermeasures of speeding up the construction of the national talent management reform experimental area in Hengqin New District are put forward.
