【摘要】：互聯(lián)網(wǎng)信息技術(shù)的發(fā)展，深刻地改變了我國社會(huì)信息傳播的結(jié)構(gòu)形態(tài)和發(fā)展模式，同時(shí)也深刻地影響著我國社會(huì)的進(jìn)步與改革。在互聯(lián)網(wǎng)技術(shù)所構(gòu)建的新的公共領(lǐng)域中，公眾知情范圍不斷擴(kuò)大，公眾監(jiān)督權(quán)利不斷加強(qiáng)，公共協(xié)商機(jī)制不斷完善，這為我國公民權(quán)利的實(shí)現(xiàn)和公民社會(huì)的建造贏得了新的空間。在這樣的現(xiàn)實(shí)背景下，公民通過網(wǎng)絡(luò)行使自己的參與權(quán)利也逐漸成長為互聯(lián)網(wǎng)信息時(shí)代一種新的參與形式。這一嶄新的民主參與手段，激活了民主的元素，重塑了民主的形式，使得長期受到壓抑的公民參與熱情得到了釋放，掀起了一股民主改革的浪潮。但是由于我國網(wǎng)絡(luò)參與的發(fā)展才剛剛起步，再加上互聯(lián)網(wǎng)本身存在的一些難以克服的缺陷，我們在樂觀地看待這一嶄新的民主參與形式的同時(shí)，也要理性的面對它在發(fā)展過程中所面臨的諸多問題，如網(wǎng)民素質(zhì)較低造成的公民非理性參與、相關(guān)法律法規(guī)的缺失引起的公民參與的不規(guī)范性等等，這都為公民網(wǎng)絡(luò)參與的良性發(fā)展蒙上了一層揮之不去的陰影。因此，全面分析我國公民網(wǎng)絡(luò)參與的現(xiàn)實(shí)問題和原因，找出使其良性發(fā)展的對策，使公民有序地進(jìn)行網(wǎng)絡(luò)參與，并形成政府與公民的良性互動(dòng)，這對提升我國的公共管理水平，推進(jìn)我國的民主化進(jìn)程，具有重要的理論及現(xiàn)實(shí)意義，，也是本文的研究目的和價(jià)值性所在。 本文的研究內(nèi)容主要分為以下幾個(gè)部分：第一部分，對本論文的研究的背景、意義進(jìn)行闡述，并對國內(nèi)外的相關(guān)研究現(xiàn)狀進(jìn)行分析，最后闡明本文研究的主要內(nèi)容和研究方法，并點(diǎn)明本文的創(chuàng)新點(diǎn)和不足之處。第二部分，回顧國內(nèi)外協(xié)商民主理論的興起與發(fā)展，對協(xié)商民主的相關(guān)理論進(jìn)行總體上的概述，隨后對公民網(wǎng)絡(luò)參與的概念進(jìn)行界定，并進(jìn)一步分析了公民網(wǎng)絡(luò)參與的特點(diǎn)。最后對協(xié)商民主理論和公民網(wǎng)絡(luò)參與的內(nèi)在聯(lián)系進(jìn)行深入探討。第三部分，全面分析我國公民網(wǎng)絡(luò)參與的現(xiàn)狀，總結(jié)當(dāng)前我國公民網(wǎng)絡(luò)參與的主體和主要參與形式，并闡明了公民網(wǎng)絡(luò)參與對我國的積極影響。第四部分，對當(dāng)前我國公民網(wǎng)絡(luò)參與所面臨的困境進(jìn)行剖析，并試圖找出問題的根源所在。第五部分，從協(xié)商民主理論視角出發(fā)，并根據(jù)之前分析得出困境和問題根源，提出我國公民網(wǎng)絡(luò)參與良性發(fā)展的思路與對策，并對此進(jìn)行詳細(xì)闡述，為我國公民網(wǎng)絡(luò)參與的改進(jìn)提供參考和借鑒。
[Abstract]:The development of Internet information technology has profoundly changed the structure and development mode of social information dissemination in China, and has also profoundly affected the progress and reform of our society. In the new public domain constructed by Internet technology, the scope of public knowledge is expanding, the right of public supervision is being strengthened, and the mechanism of public consultation has been improved. This has won a new space for the realization of civil rights and the construction of civil society. In such a realistic background, citizens exercise their right to participate through the network and gradually grow into a new form of participation in the Internet information age. This new means of democratic participation activates the elements of democracy, reshapes the form of democracy, releases the long-suppressed enthusiasm for citizen participation and sets off a wave of democratic reform. However, since the development of network participation in our country is only just beginning, coupled with some insurmountable shortcomings of the Internet itself, we are optimistic about this new form of democratic participation at the same time. We should also face the many problems it faces in the process of development, such as the irrational participation of citizens caused by the low quality of Internet users, the irregularity of citizen participation caused by the lack of relevant laws and regulations, and so on. This is the citizen network to participate in the benign development of a layer of lingering shadow. Therefore, by comprehensively analyzing the practical problems and reasons of citizen network participation in our country, we should find out the countermeasures for its benign development, so that citizens can participate in the network in an orderly manner and form a benign interaction between government and citizens, which will promote the level of public administration in our country. It is of great theoretical and practical significance to promote the process of democratization in China, and it is also the purpose and value of this paper. The research content of this paper is divided into the following parts: the first part, the research background, significance of this paper, and domestic and foreign related research situation are analyzed, and finally the main content and research methods of this paper are expounded. And points out the innovation and deficiency of this paper. In the second part, the author reviews the rise and development of the theory of deliberative democracy at home and abroad, gives a general overview of the related theories of deliberative democracy, then defines the concept of citizen network participation, and further analyzes the characteristics of citizen network participation. Finally, the internal relationship between the theory of deliberative democracy and the participation of civil network is discussed in depth. In the third part, the present situation of citizen network participation in our country is analyzed, the main body and main form of citizen network participation are summarized, and the positive influence of citizen network participation on our country is clarified. In the fourth part, we analyze the plight of citizen network participation in our country and try to find out the root of the problem. In the fifth part, from the perspective of the theory of deliberative democracy, and according to the previous analysis of the predicament and the root causes of the problems, put forward the ideas and countermeasures of civil network participation in the benign development of our country, and elaborate on this in detail. It provides reference and reference for the improvement of citizen network participation in our country.
