【摘要】：我國(guó)食品生產(chǎn)和銷售領(lǐng)域大量出現(xiàn)的食品違法行為對(duì)我國(guó)現(xiàn)行的食品安全監(jiān)管體制和規(guī)則提出了巨大挑戰(zhàn),但也不可否認(rèn),科學(xué)技術(shù)對(duì)食品產(chǎn)業(yè)的進(jìn)步起到了很大的推動(dòng)作用。針對(duì)運(yùn)用于食品領(lǐng)域的新型科學(xué)技術(shù),社會(huì)應(yīng)該有一個(gè)正確的態(tài)度,監(jiān)管者也應(yīng)該科學(xué)監(jiān)管。新《食品安全法》確立了社會(huì)共治基本原則。在此原則下,通過(guò)社會(huì)各方面的共同參與,克服過(guò)去在單一行政監(jiān)管、分頭監(jiān)管、分散監(jiān)管等模式下的弊端,建立起有效的社會(huì)協(xié)同監(jiān)管體系,具有重大的理論價(jià)值和實(shí)踐意義。實(shí)現(xiàn)社會(huì)共治理念下的食品安全監(jiān)管,必須完善我國(guó)的食品安全監(jiān)管法律體系,理順食品安全監(jiān)管體制,科學(xué)制定食品安全標(biāo)準(zhǔn)和風(fēng)險(xiǎn)評(píng)估制度。只有這樣,方可最終形成政府和社會(huì)共同參與、能夠?yàn)樯鐣?huì)民眾普遍接受的食品安全社會(huì)共治局面,保護(hù)民眾的食品安全利益和國(guó)家公共利益也才能成為現(xiàn)實(shí)。
[Abstract]:A large number of illegal food activities in the field of food production and marketing in China have posed a great challenge to the current food safety regulatory system and regulations in China, but it is undeniable that science and technology have played a great role in promoting the progress of the food industry. In view of the new science and technology applied in the field of food, the society should have a correct attitude, and the supervisor should also supervise scientifically. The new Food Safety Law establishes the basic principle of social co-management. Under this principle, through the joint participation of all sectors of society, to overcome the shortcomings of the past in the mode of single administrative supervision, separate supervision and decentralized supervision, and to establish an effective social cooperative supervision system. It has great theoretical value and practical significance. In order to realize the supervision of food safety under the concept of social co-governance, we must perfect the legal system of food safety supervision in our country, straighten out the supervision system of food safety, scientifically formulate food safety standards and risk assessment system. Only in this way can the government and the society participate together, which can be accepted by the general public, and the food safety interests and the national public interests can be realized.
