【摘要】：2001年,《軍隊(duì)轉(zhuǎn)業(yè)干部安置暫行辦法》(中發(fā)〔2001〕3號(hào))頒布實(shí)施,軍隊(duì)轉(zhuǎn)業(yè)干部的安置開(kāi)始實(shí)行計(jì)劃分配和自主擇業(yè)兩種方式。13年來(lái),全國(guó)已有十二萬(wàn)人選擇了自主擇業(yè),其中河北省接收了5500余名自主擇業(yè)軍轉(zhuǎn)干部。隨著國(guó)家人事制度改革和經(jīng)濟(jì)社會(huì)發(fā)展的不斷深入,由于促進(jìn)自主擇業(yè)軍轉(zhuǎn)干部就業(yè)創(chuàng)業(yè)優(yōu)惠相關(guān)政策不完善、不系統(tǒng),各類(lèi)社會(huì)保障待遇的規(guī)范以及政策參照系過(guò)多不易執(zhí)行等也產(chǎn)生了一系列問(wèn)題,致使自主擇業(yè)安置方式在運(yùn)行中暴露出越來(lái)越多的矛盾。論文以公共管理理論為指導(dǎo),在搜集和分析國(guó)內(nèi)外有關(guān)自主擇業(yè)軍轉(zhuǎn)干部管理制度文獻(xiàn)的基礎(chǔ)上,以河北省自主擇業(yè)軍轉(zhuǎn)干部自主擇業(yè)的實(shí)踐和管理制度作為研究對(duì)象,探討了軍轉(zhuǎn)干部自主擇業(yè)的合理性和現(xiàn)實(shí)性。通過(guò)問(wèn)卷調(diào)查的形式,系統(tǒng)分析了2001年以來(lái)軍轉(zhuǎn)干部自主擇業(yè)遇到的困難,并進(jìn)一步分析了影響自主擇業(yè)的各種因素。提出了如何通過(guò)軍轉(zhuǎn)干部擇業(yè)觀念轉(zhuǎn)變、政府優(yōu)惠政策鼓勵(lì)以及社會(huì)人力資源管理機(jī)制建設(shè)等措施,促進(jìn)軍轉(zhuǎn)干部自主擇業(yè)工作健康發(fā)展的建議。
[Abstract]:In 2001, the interim measures for the Placement of demobilized military cadres (Zhongfa No. 2001) were promulgated and implemented, and the resettlement of demobilized military cadres began to be carried out in two ways, namely, planned distribution and self-employment. In the past 13 years, 120000 people in the country have chosen their own jobs. Among them, Hebei Province received more than 5500 independent selection of military cadres. With the reform of the national personnel system and the deepening of economic and social development, the policies related to the promotion of preferential employment and entrepreneurship for self-employed military transition cadres are not perfect and systematic. The various kinds of social security treatment standard and the policy reference frame too many not easy to carry out have also produced a series of problems, resulting in the independent employment placement way in the movement exposed more and more contradictions. Under the guidance of the theory of public management, based on the collection and analysis of domestic and foreign documents on the management system of self-employed cadres, the paper takes the practice and management system of self-employed cadres of military transition in Hebei Province as the research object. This paper discusses the rationality and reality of military cadres choosing jobs independently. Through the form of questionnaire, this paper systematically analyzes the difficulties encountered by military cadres in choosing their own jobs since 2001, and further analyzes the various factors that affect the independent choice of jobs. This paper puts forward some suggestions on how to promote the healthy development of military cadres' self-employment selection by means of changing their concept of choosing jobs, encouraging the preferential policies of the government and constructing the management mechanism of social human resources.
