浙江地方政府公共服務(wù)創(chuàng)新研究

【摘要】:十六屆六中全會以來,公共服務(wù)職能成為與經(jīng)濟(jì)調(diào)節(jié)、市場監(jiān)管、社會管理并駕齊驅(qū)的政府職能之一。地方政府作為國家機(jī)構(gòu)的重要組成部門,直接承載著公共服務(wù)職能,為了適應(yīng)社會轉(zhuǎn)型下不斷增長的公共服務(wù)需求,地方政府的公共服務(wù)職必須由傳統(tǒng)政府壟斷式逐漸轉(zhuǎn)變以實(shí)現(xiàn)供給主體多元化、供給方式靈活快捷、供給機(jī)制完整、基本公共服務(wù)均等化等,因此,地方政府公共服務(wù)創(chuàng)新就成為當(dāng)務(wù)之急,也是適應(yīng)我國國際化、市場化、社會化和信息化等社會發(fā)展需求的時(shí)代之措。 浙江是我國經(jīng)濟(jì)發(fā)達(dá)的沿海省份,它在改革開放政策的指引下,較早的投身于社會主義市場經(jīng)濟(jì)的發(fā)展中。浙江人民秉承吃苦耐勞、勤儉節(jié)約和經(jīng)商供家的傳統(tǒng)習(xí)俗,乘風(fēng)破浪積極探索,揮起改革開放這把“雙刃劍”開辟出“浙江模式”。浙江伴隨著社會主義市場經(jīng)濟(jì)的發(fā)展,社會利益主體、社會利益結(jié)構(gòu)等發(fā)生了重大變化,由此公眾的公共服務(wù)需求不斷多元化、層次化。浙江地方政府立足于建設(shè)公共服務(wù)型政府,以滿足公眾日益增長的公共服務(wù)需求。浙江地方政府在政治因素、社會因素、經(jīng)濟(jì)因素和文化因素的驅(qū)動(dòng)影響下,通過創(chuàng)新完善公共服務(wù)職能、創(chuàng)新公共服務(wù)方式、創(chuàng)新公共服務(wù)機(jī)制、創(chuàng)新公共文化服務(wù)等形成浙江地方政府公共服務(wù)創(chuàng)新區(qū)域特色。浙江地方政府的公共服務(wù)創(chuàng)新不僅得到了廣大公眾的認(rèn)可,也成為全國的典范。 本文以新公共管理理論、新公共服務(wù)理論、治理理論和“為人民服務(wù)”及科學(xué)發(fā)展觀等為理論指導(dǎo),立足于浙江地方政府公共服務(wù)創(chuàng)新實(shí)踐進(jìn)行寫作。文章主要分為六大部分,第一大部分主要分析該篇論文所涉及的概念,厘清概念是掌握論文論文寫作的基礎(chǔ)。重點(diǎn)闡述公共服務(wù)創(chuàng)新以及地方政府在公共服務(wù)創(chuàng)新中的作用。第二大部分主要分析浙江杭州、義烏、上虞、湖州和金華等在建設(shè)公共服務(wù)政府的總體目標(biāo)的指導(dǎo)下開展的公共服務(wù)創(chuàng)新的經(jīng)典探索;第三大部分主要以浙江地方政府公共服務(wù)創(chuàng)新探索為基礎(chǔ),總結(jié)浙江地方政府公共服務(wù)創(chuàng)新形成的區(qū)域特色,主要包括創(chuàng)新性完善公共服務(wù)職能、創(chuàng)新公共服務(wù)供給方式、創(chuàng)新公共服務(wù)運(yùn)作機(jī)制、創(chuàng)新公共服務(wù)形式,推進(jìn)基本公共服務(wù)均等化、創(chuàng)新公共文化服務(wù)等方面;第四大部分為浙江地方政府形成公共服創(chuàng)新區(qū)域特色的生成因素,主要從政治因素、社會因素、經(jīng)濟(jì)因素和文化因素等四個(gè)方面結(jié)合浙江發(fā)展實(shí)際進(jìn)行分析;第五大部分主要進(jìn)行浙江地方政府公共服務(wù)創(chuàng)新問題分析;第六大部分主要是在以第五大部分問題分析的基礎(chǔ)上對于如何提出地方政府公共服務(wù)創(chuàng)新進(jìn)一步完善的建議。
[Abstract]:Since the sixth Plenary session of the 16th CPC Central Committee, the public service function has become one of the government functions, which keeps pace with economic regulation, market supervision and social management. As an important component of national institutions, local governments directly carry the functions of public services, in order to adapt to the growing demand for public services under the social transformation. The public service position of local government must be gradually changed from the traditional government monopoly mode to realize the diversification of supply main body, flexible and fast supply mode, complete supply mechanism, equalization of basic public service, and so on. The innovation of local government's public service becomes an urgent matter, and it is also the time to adapt to the social development needs such as internationalization, marketization, socialization and information. Zhejiang is a coastal province with developed economy in our country. Under the guidance of reform and opening up policy, Zhejiang threw itself into the development of socialist market economy earlier. The people of Zhejiang, adhering to the traditional customs of hard work, thrift, and doing business and supplying their families, take advantage of the wind and make waves to actively explore, and open up the "Zhejiang model" by waving the "double-edged sword" of reform and opening up. With the development of the socialist market economy, the main body of social interests and the structure of social interests have undergone great changes, thus the public demand for public services has been diversified and hierarchical. Zhejiang local government is based on the construction of public service-oriented government to meet the increasing demand for public services. Under the influence of political factors, social factors, economic factors and cultural factors, the local government of Zhejiang Province innovates and consummates the public service function, innovates the public service mode, and innovates the public service mechanism. The innovation of public cultural service forms the regional characteristics of Zhejiang local government's public service innovation. Zhejiang local government public service innovation has not only been recognized by the public, but also become a national model. Under the guidance of new public management theory, new public service theory, governance theory, "serving the people" and scientific development view, this paper is based on the innovation practice of local government public service in Zhejiang Province. This paper is divided into six parts. The first part mainly analyzes the concepts involved in the paper, and clarifies the concept is the basis for mastering the thesis writing. Focus on public service innovation and the role of local governments in public service innovation. The second part mainly analyzes Zhejiang Hangzhou, Yiwu, Shangyu, Huzhou and Jinhua in the construction of public service government under the guidance of the overall goal of public service innovation classic exploration; The third part is mainly based on the exploration of Zhejiang local government public service innovation, summarizes the regional characteristics of Zhejiang local government public service innovation, mainly including innovative improvement of public service function, innovation of public service supply mode. Innovation of public service operation mechanism, innovation of public service forms, promotion of equalization of basic public services, innovation of public cultural services, etc. Mainly from the political factor, the social factor, the economic factor and the cultural factor four aspects unifies the Zhejiang development reality to carry on the analysis, the fifth part mainly carries on the Zhejiang local government public service innovation question analysis; The sixth part is mainly based on the analysis of the fifth part of the question on how to put forward the local government public service innovation and further improvement of suggestions.
