【摘要】:部隊(duì)在訓(xùn)練中發(fā)生的問(wèn)題,大多是由于組訓(xùn)不精細(xì)、操作不精細(xì)、把關(guān)不精細(xì)等引起的。特別是當(dāng)前部隊(duì)正處于按新大綱施訓(xùn)及轉(zhuǎn)型發(fā)展的關(guān)鍵階段,隨著武器裝備更新?lián)Q代,信息化建設(shè)快速發(fā)展,粗放式的管理方式已不適應(yīng)戰(zhàn)備訓(xùn)練“零差錯(cuò)”、“零失誤”和裝備管理“零缺陷”要求。推進(jìn)部隊(duì)精細(xì)化管理的目的,就是要改變部隊(duì)以往存在的粗放式的管理。強(qiáng)化官兵的號(hào)令意識(shí)和職責(zé)意識(shí),提高規(guī)章制度和各類(lèi)法規(guī)執(zhí)行的貫徹力、執(zhí)行力,把落實(shí)過(guò)程作為從嚴(yán)治軍的過(guò)程。 本文以部隊(duì)精細(xì)化管理問(wèn)題為研究對(duì)象進(jìn)行理論探討,通過(guò)對(duì)其現(xiàn)狀的分析找出在部隊(duì)精細(xì)化管理過(guò)程中存在的突出問(wèn)題,運(yùn)用精細(xì)化管理學(xué)的原理,根據(jù)精細(xì)化管理的基本理念,從而進(jìn)行較為深入的研究,找出科學(xué)的對(duì)策完善部隊(duì)管理機(jī)制。 文章分別從部隊(duì)精細(xì)化管理的重要性與緊迫性、管理的現(xiàn)狀以及存在的問(wèn)題等方面,作了較為細(xì)致的分析。論文針對(duì)傳統(tǒng)的部隊(duì)管理體系中的缺陷,在精細(xì)化的理論指導(dǎo)下,從提高人員素質(zhì)、克服惰性、控制滴漏、強(qiáng)化鏈接、協(xié)作管理,從而提高整體效益的管理角度,提出采用數(shù)量化、細(xì)節(jié)化、標(biāo)準(zhǔn)化、精益化、信息化五種方法手段解決部隊(duì)精細(xì)化管理存在的問(wèn)題,從而實(shí)現(xiàn)部隊(duì)的精細(xì)化管理。 實(shí)行精細(xì)化管理改革后,部隊(duì)精細(xì)化管理實(shí)施取得了初步的成效,其圍繞軍隊(duì)的發(fā)展目標(biāo),以集約嚴(yán)細(xì)為基本原則,以挖潛、降耗、增效為重點(diǎn),通過(guò)分析、分解工作流程,細(xì)化、量化工作量,實(shí)現(xiàn)管理流程再造,實(shí)現(xiàn)各項(xiàng)管理工作更加標(biāo)準(zhǔn)化、數(shù)量化、流程化、規(guī)范化,進(jìn)一步提升部隊(duì)管理水平和整體實(shí)力,從而加快部隊(duì)的健康、持續(xù)、和諧發(fā)展。

This paper makes a detailed analysis of the importance and urgency of the fine management of the troops, the current situation of management and the existing problems. The paper, in view of the defects in the traditional army management system, will improve the quality of the personnel, take the inertia, control the drip leakage, strengthen the link and cooperate management under the guidance of the traditional military management system. In order to improve the management angle of the overall benefit, we put forward five methods, such as quantified, detailed, standardized, lean, and information-based, to solve the problems in the fine management of troops, so as to realize the fine management of the troops.
After the implementation of the fine management reform, the implementation of the fine management of the army has achieved preliminary results. It focuses on the development goal of the army, focusing on the basic principle of intensive and meticulous, taking the potential, reducing consumption and increasing efficiency as the key point.
