我國地方政府回應的公共機制建設研究

【摘要】:社會公眾對中央政府的態(tài)度直接取決于公眾對地方政府所持的態(tài)度。地方政府直接面對群眾,為本行政區(qū)域內(nèi)公眾提供公共服務。政府回應是還政于民的過程,也是當今的一種簡政放權(quán)的措施。在政民之間的這種互動過程中,“為民決策”變成了“互動決策”。政府回應的更深層意義是政府對公眾在政策上的接納和采取措施處理好問題。政府的回應性是現(xiàn)代公共行政的重要特征,高效的政府回應才能加速社會主義的民主進程,創(chuàng)建社會主義和諧社會。其意義在于政府需要快速有效地回應民眾,提供優(yōu)良的公共服務。一個回應性不強的政府最終將會被公眾所拋棄。構(gòu)建政府回應機制作為公共管理實踐過程的重要內(nèi)容不但是政府管理模式轉(zhuǎn)變的一項目標,也是公民參與政治的重要形式。加強政府回應已成為一種必然的趨勢,與構(gòu)建民主社會、推行公民參與相契合。近年來,政府回應問題已日益成為公共行政學關(guān)注的焦點。地方政府回應機制不足導致了一系列突發(fā)事件。政府回應標志著社會主義民主的進步,也體現(xiàn)了政府向善治的轉(zhuǎn)變。同時,它也是當前各國行政改革的價值取向之一。 面對公眾的多樣化需求,政府需要提供迅速的回復,這就對政府的回應提出了更高的要求。當前,從整體來看,遲緩、低效的回應現(xiàn)象并不少見,,政府回應公眾能力是十分有限。低水平的政府回應加劇了社會矛盾沖突的產(chǎn)生,例如一系列的群體性事件,突發(fā)事件。政府在人民心目中形象和政府的公信力下降,群眾上訪量激增等問題由然而生。這些事件嚴重影響了社會的穩(wěn)定和可持續(xù)發(fā)展,F(xiàn)階段我國地方政府回應機制建設情況在低水平徘徊。我們需要通過多種方式和途徑來增強地方政府的回應力。 本文先后研究了我國地方政府回應機制的相關(guān)概念、歷史和制度,通過個案對構(gòu)建過程中存在的不足之處及原因作了詳細的闡述,最后提出了建設我國地方政府回應機制的幾點建議。
[Abstract]:The public's attitude towards the central government depends directly on the public's attitude towards the local government. Local governments directly face the masses and provide public services to the public in their administrative areas. Government response is the process of returning government to the people, and it is also a measure of decentralization. In the process of interaction between government and people, decision-making for the people becomes interactive decision-making. The deeper significance of the government's response is its acceptance of public policy and the adoption of measures to deal with the problem. The responsiveness of the government is an important feature of modern public administration. A highly effective government response can accelerate the democratic process of socialism and create a harmonious socialist society. The point is that the government needs to respond quickly and effectively to provide good public services. A less responsive government will eventually be abandoned by the public. As an important part of the process of public management practice, the construction of government response mechanism is not only a goal of the transformation of government management mode, but also an important form of citizen participation in politics. Strengthening government response has become an inevitable trend, which is in line with the construction of a democratic society and the promotion of citizen participation. In recent years, government response has increasingly become the focus of public administration. Inadequate local government response mechanisms have led to a series of emergencies. The government's response marks the progress of socialist democracy and the government's transition to good governance. At the same time, it is also one of the value orientations of administrative reform in various countries. In the face of the diverse demands of the public, the government needs to provide a quick response, which puts higher demands on the government's response. At present, slow and inefficient response is not uncommon, and the ability of government to respond to the public is very limited. A low level of government response exacerbates social conflicts, such as a series of group incidents and emergencies. The image of the government in the people's mind and the credibility of the government have declined, and the number of complaints has soared. These events have seriously affected social stability and sustainable development. At present our country local government response mechanism construction situation is hovering in the low level. We need a variety of ways and means to enhance the responsiveness of local governments. This article has studied the related concept, history and system of the local government response mechanism in our country successively, has made the detailed elaboration through the individual case to the insufficiency and the reason in the construction process, Finally, some suggestions are put forward to construct the local government response mechanism in our country.
