【摘要】:自20世紀80年代改革開放以來,我國的公共管理在實踐中和理論上都得到了快速的發(fā)展。公共管理的發(fā)展在取得巨大成就的同時,也面臨著很多挑戰(zhàn),產生一些問題。就目前來說,中國公共管理繼續(xù)向前發(fā)展面臨的重大挑戰(zhàn)之一是必須突出中國特色,高度重視邊界因素,引入邊界分析,解決邊界問題,尤其要解決好政府管理的缺位、越位、錯位問題。 從邊界管理的角度來研究公共管理發(fā)展問題,最早起源于西方。西方首先提出了組織邊界管理這一管理的新的理論和方法。當然,最初有關邊界的研究主要針對企業(yè)組織內部,而后又擴展到公共管理中來。而就我國而言,有關邊界的研究卻少之又少,國內邊界管理研究才剛剛起步。因此,確立邊界因素在管理學中的地位以及用邊界因素來分析我國公共管理中存在的問題,從而指導和推動公共管理實踐向前發(fā)展,無疑具有重大的理論意義和實踐意義。 理論上對邊界管理研究可以總結為兩條主線,一是經濟學邊界研究路線,二是管理學邊界研究路線。其代表理論分別為經濟學上如亞當·斯密的分工理論、羅納德·哈里·科斯的交易成本理論、以杰文斯為代表的交易費用理論及以薩繆爾森為代表的公共物品理論等。管理學上如泰勒的科學管理理論、韋伯的官僚制理論、行為科學理論和新公共管理理論等。邊界管理理論上的繁榮也直接推進了實踐上的發(fā)展,現實中以西方邊界管理為代表,西方公共管理邊界先后經歷了早期發(fā)展階段邊界的逐步確立和之后對邊界的優(yōu)化調整兩個階段,可以說,用邊界進行管理的思想在西方公共管理界業(yè)已成熟。而我國的邊界管理無論是理論上還是實踐中都起步比較晚,公共管理邊界呈現出的問題更為繁雜、多樣。具體來說,我國公共管理邊界問題表現為五個方面:邊界劃定的單方性,邊界由強勢一方劃定;邊界模糊不確定,缺乏明確性、固定性;缺乏邊界,存在法律、制度真空;邊界調整和解釋隨意性嚴重,缺乏剛性約束力;缺乏邊界監(jiān)督、邊界維護和越界糾偏手段。 導致我國公共管理邊界問題多樣的因素很多,概括來講可包括文化因素、法律因素、市場和社會制約因素、歷史因素和其他社會因素等。認識和了解我國公共管理存在的邊界問題和原因并不是目的,更為重要的是要找到解決問題的路徑。針對此,解決我國公共管理邊界問題可嘗試從以下方面著手:培養(yǎng)邊界思維和邊界意識;健全法制邊界;形成公民社會制約邊界;強化市場運作邊界;加強日常邊界管理。
[Abstract]:Since the reform and opening to the outside world in 1980's, China's public management has developed rapidly in practice and theory. The development of public management has made great achievements, but it also faces many challenges and problems. At present, one of the major challenges facing the continued development of Chinese public administration is that it is necessary to highlight Chinese characteristics, attach great importance to border factors, introduce boundary analysis, and solve border problems, especially in the absence and offside of government management. The problem of dislocation. The study of the development of public management from the perspective of border management originated in the West. Western countries first put forward a new theory and method of organizational border management. Of course, the initial research on boundaries is mainly focused on the internal organization of enterprises, and then extended to public management. But in our country, the research about the boundary is very few, the domestic boundary management research has just started. Therefore, it is undoubtedly of great theoretical and practical significance to establish the position of boundary factors in management and to analyze the problems existing in our country's public management by using boundary factors to guide and promote the development of public management practice. Theoretically, the research on boundary management can be summed up into two main lines, one is the economic boundary research route, the other is the management boundary research route. The representative theories include Adam Smith's division of labor theory, Ronald Harry Coase's transaction cost theory, Javens' transaction cost theory and Samuelson's theory of public goods. In management, such as Taylor's scientific management theory, Weber's bureaucratic theory, behavioral science theory and new public management theory. The prosperity of border management theory also directly promotes the development of practice. In reality, the western border management is the representative. The boundary of western public administration has experienced two stages: the gradual establishment of the boundary in the early stage of development and the optimization and adjustment of the boundary after that. It can be said that the idea of using the boundary to manage the boundary has matured in the western public management circles. However, the boundary management of our country starts relatively late in theory and practice, and the problems of public management boundary are more complicated and diverse. Specifically, the boundary of public administration in China is characterized by five aspects: the unilateral nature of the boundary demarcation, the boundary delimited by the strong side, the vague and uncertain boundary, the lack of clarity and fixation, the lack of the boundary, the existence of a legal and institutional vacuum, and the lack of a legal and institutional vacuum. Boundary adjustment and interpretation are arbitrary, lack of rigid binding force, lack of border supervision, border maintenance and border correction means. There are many factors leading to the boundary problems of public administration in China, which can be summarized as cultural factors, legal factors, market and social constraints, historical factors and other social factors. It is not the purpose to understand and understand the boundary problems and causes of public administration in our country, but to find the way to solve them. In view of this, we can try to solve the boundary problem of our country's public administration from the following aspects: to cultivate the boundary thinking and the consciousness of the boundary, to perfect the legal boundary, to form the boundary restricted by civil society, to strengthen the boundary of market operation, and to strengthen the daily boundary management.
