【摘要】:開(kāi)發(fā)區(qū)是我國(guó)改革開(kāi)放的試驗(yàn)田,也是我國(guó)經(jīng)濟(jì)騰飛的領(lǐng)頭雁,近三十年內(nèi)在吸引跨國(guó)公司和引進(jìn)外資等方面,為中國(guó)經(jīng)濟(jì)的增長(zhǎng)做出相當(dāng)大的貢獻(xiàn),甚至可以說(shuō)直接推動(dòng)了中國(guó)工業(yè)現(xiàn)代化的進(jìn)程。但是,在中國(guó)經(jīng)濟(jì)發(fā)展新常態(tài)的背景下,開(kāi)發(fā)區(qū)的歷史使命也悄然發(fā)生了轉(zhuǎn)變,原有的粗放式發(fā)展路徑已經(jīng)越來(lái)越走不通,大多數(shù)開(kāi)發(fā)區(qū)普遍面臨著債務(wù)高企、產(chǎn)能過(guò)剩、空城鬼城等窘境,到處是同質(zhì)化發(fā)展,都在喊產(chǎn)業(yè)升級(jí),都在說(shuō)城市轉(zhuǎn)型,然而離開(kāi)依靠廉價(jià)土地和勞動(dòng)力為發(fā)展動(dòng)力的老路,許多開(kāi)發(fā)區(qū)開(kāi)始迷茫,不知道該怎樣尋找轉(zhuǎn)型升級(jí)的出路,不知道如何在產(chǎn)業(yè)衰退、“城市病”等頑疾出現(xiàn)之前走出原有的發(fā)展路徑以進(jìn)入更高層次的發(fā)展周期。因此,對(duì)開(kāi)發(fā)區(qū)的發(fā)展歷程進(jìn)行系統(tǒng)地回顧和梳理是很有必要的。 本文運(yùn)用經(jīng)濟(jì)學(xué)、公共管理、公共政策分析等學(xué)科領(lǐng)域的相關(guān)理論,采用實(shí)證分析和案例分析的方法,通過(guò)系統(tǒng)回顧我國(guó)開(kāi)發(fā)區(qū)發(fā)展歷程和全面梳理開(kāi)發(fā)區(qū)政策變遷歷程,對(duì)我國(guó)開(kāi)發(fā)區(qū)實(shí)現(xiàn)轉(zhuǎn)型升級(jí)的制約性因素進(jìn)行深入探討,,并以A開(kāi)發(fā)區(qū)為實(shí)例對(duì)開(kāi)發(fā)區(qū)轉(zhuǎn)型升級(jí)的政策過(guò)程進(jìn)行分析與評(píng)價(jià),并在此基礎(chǔ)之上,對(duì)我國(guó)開(kāi)發(fā)區(qū)轉(zhuǎn)型升級(jí)的政策支持路徑優(yōu)化提出對(duì)策建議。 本文的重點(diǎn)部分將放在我國(guó)開(kāi)發(fā)區(qū)轉(zhuǎn)型升級(jí)中的制約性因素的分析上。以公共政策過(guò)程為線索分別對(duì)政策制定、政策執(zhí)行、政策評(píng)估等環(huán)節(jié)中制約開(kāi)發(fā)區(qū)發(fā)展和轉(zhuǎn)型升級(jí)的因素加以論述和說(shuō)明,并以開(kāi)發(fā)區(qū)房地產(chǎn)開(kāi)發(fā)亂像為主要例子,來(lái)說(shuō)明公共政策的各個(gè)環(huán)節(jié)是如何或獨(dú)立或相互地影響著政策實(shí)施效果的,以期在此基礎(chǔ)上能夠?yàn)楦玫闹贫ê蛨?zhí)行公共政策提出一些對(duì)策和建議。
[Abstract]:The development zone is an experimental field for China's reform and opening up, and also a leader in China's economic take-off. In the past three decades, it has made considerable contributions to China's economic growth in terms of attracting transnational corporations and introducing foreign capital. It can even be said that directly promoted the process of China's industrial modernization. However, in the context of the new normal economic development in China, the historical mission of the development zones has quietly changed. The original extensive development path has become more and more impassable. Most development zones are generally faced with high debts and overcapacity. In the quandary of empty cities, ghost cities, and so on, there are homogenization and development everywhere. They are all calling for industrial upgrading. They are all talking about urban transformation. However, leaving the old road of relying on cheap land and labor for development, many development zones are beginning to be confused. I do not know how to find a way out of the transformation and upgrading, do not know how to go out of the original development path to enter a higher level of development cycle before the industrial recession, "urban disease" and other stubborn diseases appear. Therefore, it is necessary to systematically review and comb the development course of the development zone. Based on the relevant theories of economics, public administration, public policy analysis and the methods of empirical analysis and case analysis, this paper systematically reviews the development course of development zones in China and combs the changes of development zones' policies in an all-round way. This paper probes into the restrictive factors of the transformation and upgrading of the development zones in China, and takes the A development zone as an example to analyze and evaluate the policy process of the transformation and upgrading of the development zones, and on the basis of this, The countermeasures and suggestions on the policy support path optimization of the transformation and upgrading of China's development zones are put forward. The emphasis of this paper will be on the analysis of restrictive factors in the transformation and upgrading of China's development zones. Taking the process of public policy as the clue, the paper discusses and explains the factors that restrict the development and transformation of the development zone in the process of policy making, policy implementation, policy evaluation and so on, and takes the chaos of real estate development in the development zone as the main example. To explain how each link of public policy affects the effect of policy implementation independently or mutually, in the hope that on this basis, some countermeasures and suggestions can be put forward for better formulation and implementation of public policy.
