【摘要】:公務(wù)員既是政府公共管理的領(lǐng)導(dǎo)者,同時(shí)也是組織者和推動(dòng)者,因此公務(wù)員能力素質(zhì)高低對(duì)推進(jìn)國(guó)家治理體系建設(shè)和治理能力提高具有重要作用。公務(wù)員培訓(xùn)是加強(qiáng)公務(wù)員能力建設(shè)、提高公務(wù)員素質(zhì)的重要途徑。隨著我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展和行政體制改革的不斷深入,尤其是東營(yíng)市伴隨黃藍(lán)兩大國(guó)家戰(zhàn)略的不斷推進(jìn),,這就要求東營(yíng)市公務(wù)員培訓(xùn)問題研究應(yīng)結(jié)合新的形勢(shì)變化進(jìn)行統(tǒng)籌考慮。因此,了解東營(yíng)市公務(wù)員培訓(xùn)現(xiàn)狀、掌握各級(jí)公務(wù)員的培訓(xùn)需求,針對(duì)培訓(xùn)工作中存在的問題提出相應(yīng)的解決措施,有利于東營(yíng)市建立科學(xué)合理的公務(wù)員培訓(xùn)體系,提高公務(wù)員培訓(xùn)的針對(duì)性和實(shí)效性,達(dá)到提升公務(wù)員素質(zhì)和快速提高行政效率的目的。 本文從工作實(shí)際出發(fā)深入調(diào)研當(dāng)?shù)毓珓?wù)員培訓(xùn)需求,找出培訓(xùn)工作中存在的問題,并結(jié)合國(guó)外公務(wù)員培訓(xùn)的先進(jìn)經(jīng)驗(yàn),提出能夠改進(jìn)東營(yíng)市公務(wù)員培訓(xùn)工作的有效措施,為東營(yíng)市公務(wù)員培訓(xùn)工作提供理論支撐、模式優(yōu)化和方向指引。共分五個(gè)部分。第一部分闡述選題意義、國(guó)內(nèi)外研究現(xiàn)狀、研究?jī)?nèi)容和方法;第二部分界定公務(wù)員培訓(xùn)的相關(guān)概念、理論的內(nèi)涵,為整個(gè)研究做好理論準(zhǔn)備;第三部分對(duì)東營(yíng)市公務(wù)員培訓(xùn)的現(xiàn)狀進(jìn)行調(diào)查,探求當(dāng)前東營(yíng)市公務(wù)員培訓(xùn)需求與培訓(xùn)現(xiàn)狀之間的差異,找出當(dāng)前東營(yíng)市公務(wù)員培訓(xùn)存在的問題;第四部分先通過對(duì)英國(guó)、美國(guó)、德國(guó)的公務(wù)員培訓(xùn)制度與情況的簡(jiǎn)介,以期借鑒國(guó)外公務(wù)員培訓(xùn)工作的先進(jìn)經(jīng)驗(yàn)為我所用;第五部分針對(duì)前面所提出的問題,提出完善東營(yíng)市公務(wù)員培訓(xùn)的對(duì)策建議。
[Abstract]:Civil servants are not only leaders of government public management, but also organizers and promoters. Therefore, the competence of civil servants plays an important role in the construction of national governance system and the improvement of governance ability. The training of civil servants is an important way to strengthen the ability construction of civil servants and improve the quality of civil servants. With the deepening of economic and social development and the reform of administrative system in China, especially Dongying City is accompanied by the continuous promotion of the national strategy of Huang Lan, which requires that the study on the training of civil servants in Dongying City should be considered as a whole in the light of the new situation changes. Therefore, understanding the current situation of the training of civil servants in Dongying City, mastering the training needs of civil servants at all levels, and putting forward corresponding solutions to the problems existing in the training work are conducive to the establishment of a scientific and reasonable training system for civil servants in Dongying City. Improve the pertinence and effectiveness of the training of civil servants, achieve the purpose of improving the quality of civil servants and improving the administrative efficiency quickly. This paper investigates the training needs of local civil servants, finds out the problems existing in the training work, and puts forward some effective measures to improve the training of civil servants in Dongying city, combining with the advanced experience of foreign civil servants training. To provide theoretical support, model optimization and direction guidance for the training of Dongying city civil servants. It is divided into five parts. The first part describes the significance of the topic, domestic and foreign research status, research content and methods; the second part defines the relevant concepts of civil servants training, the connotation of the theory, for the whole study to prepare for the theory; The third part investigates the current situation of the training of Dongying city's civil servants, explores the difference between the current training needs and the training situation of Dongying city's civil servants, and finds out the problems existing in the current training of Dongying's civil servants. A brief introduction to the training system and situation of civil servants in the United States and Germany, with a view to drawing lessons from the advanced experience of foreign civil servants training. The fifth part puts forward countermeasures and suggestions to improve the training of civil servants in Dongying City in view of the problems raised above.
