【摘要】：本文在大量文獻(xiàn)研究和分析的基礎(chǔ)上,展開調(diào)研,分析了天津團(tuán)屬事業(yè)單位的特點(diǎn)和青年干部隊(duì)伍結(jié)構(gòu)、特點(diǎn)及現(xiàn)狀,發(fā)現(xiàn)天津團(tuán)屬事業(yè)單位青年干部隊(duì)伍建設(shè)和管理中存在著一些問題,主要是青年干部教育培訓(xùn)體系不完善、考核評(píng)價(jià)工作不到位、選拔任用機(jī)制不規(guī)范和監(jiān)督管理制度不健全。同時(shí)分析了產(chǎn)生問題的主要原因包括青年干部教育培訓(xùn)不被重視、考核評(píng)價(jià)流于形式、選拔任用制約因素多和監(jiān)督管理缺乏力度。 本文結(jié)合公共管理相關(guān)理論,對(duì)天津團(tuán)屬事業(yè)單位青年干部隊(duì)伍管理提出了一些新構(gòu)想和解決問題的對(duì)策、建議。本人認(rèn)為,完善天津團(tuán)屬事業(yè)青年單位干部隊(duì)伍的管理,需要完善青年干部教育培訓(xùn)體系、科學(xué)考核評(píng)價(jià)青年干部、規(guī)范青年干部選拔任用機(jī)制和健全青年干部監(jiān)督管理制度,多措并舉,為青年團(tuán)干部的成長(zhǎng)和發(fā)展提供更有利的條件和環(huán)境。
[Abstract]:On the basis of a lot of literature research and analysis, this paper analyzes the characteristics, structure, characteristics and present situation of the youth cadres in Tianjin regiment. It is found that there are some problems in the construction and management of the contingent of young cadres in the institutions of Tianjin regiment, mainly because the system of education and training of young cadres is not perfect, the work of assessment and evaluation is not in place, the mechanism of selection and appointment is not standardized and the system of supervision and management is not perfect. At the same time, the main reasons for the problems are analyzed, such as the lack of attention to the education and training of young cadres, the mere formality of assessment and evaluation, the many restrictive factors of selection and appointment, and the lack of supervision and management. Based on the theory of public management, this paper puts forward some new ideas and countermeasures to solve the problems in the management of young cadres in the institutions affiliated to Tianjin regiment. In my opinion, in order to improve the management of the contingent of cadres of youth units belonging to the Tianjin regiment, it is necessary to perfect the system of education and training of young cadres, to scientifically assess and evaluate young cadres, to standardize the mechanism for selecting and appointing young cadres, and to improve the system of supervision and management of young cadres. More measures should be taken at the same time to provide more favorable conditions and environment for the growth and development of youth league cadres.
