西安市社會(huì)組織參與應(yīng)急管理研究

【摘要】:隨著全能型政府向有限政府的轉(zhuǎn)變,社會(huì)組織在應(yīng)急管理中扮演著越來(lái)越重要的角色。由于公共危機(jī)事件的應(yīng)對(duì)是一項(xiàng)系統(tǒng)工程,社會(huì)組織在公共危機(jī)事件的應(yīng)對(duì)過(guò)程中以其獨(dú)特的優(yōu)勢(shì)承擔(dān)政府不能做、不愿做、做不好的大量工作,使災(zāi)害事件應(yīng)對(duì)工作收到事半功倍的效果,有效彌補(bǔ)政府在公共行政與公共管理中的不足。 從長(zhǎng)期建設(shè)和國(guó)際比較的角度看,,市場(chǎng)和民間力量的有序引入可以有效彌補(bǔ)政府作用的空隙,并推動(dòng)重建形成基于市場(chǎng)自發(fā)運(yùn)行的內(nèi)生機(jī)制。本文首先對(duì)選題背景及意義、國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行論述,進(jìn)一步了解和分析應(yīng)急管理體系以及社會(huì)組織的內(nèi)涵,并著重闡述和分析危機(jī)管理理論和協(xié)同治理理論以及運(yùn)用該理論的積極意義。在此基礎(chǔ)上,分析了西安市在建設(shè)應(yīng)急管理社會(huì)組織體系的現(xiàn)狀及原因。并借鑒國(guó)內(nèi)外各典型城市建設(shè)社會(huì)組織參與應(yīng)急管理的經(jīng)驗(yàn),得出對(duì)于西安市建設(shè)應(yīng)急管理社會(huì)組織體系的有益啟示。然后緊密結(jié)合西安市實(shí)際,得出西安市社會(huì)組織參與應(yīng)急管理的三大方面的建議,即參與主體、組織職能分配以及運(yùn)行機(jī)制。參與主體方面,上層建筑為政府,由其主導(dǎo)體系;中介橋梁為“樞紐型”社會(huì)組織,由其溝通政府及社會(huì)組織;支撐基礎(chǔ)為社會(huì)組織,主要對(duì)其登記制度以及自身能力提升提出了建議。社會(huì)組織職能分為提供資源、提供救助、以及提供信息維護(hù)三方面職能。運(yùn)行機(jī)制包括評(píng)估機(jī)制、籌資機(jī)制、責(zé)任共擔(dān)機(jī)制以及監(jiān)督機(jī)制。并為西安市建設(shè)社會(huì)組織參與應(yīng)急管理提出具體合理的建議。
[Abstract]:With the transformation of omnipotent government to limited government, social organization plays a more and more important role in emergency management. Because the response to public crisis is a systematic project, social organizations take on a great deal of work that the government cannot do, is unwilling to do, and does not do well in the process of responding to public crisis events with its unique advantages. So that the disaster response to receive twice the result with half the effort, effectively make up for the lack of government in public administration and public management. From the perspective of long-term construction and international comparison, the orderly introduction of market and folk forces can effectively fill the gap between the role of the government and promote the reconstruction to form an endogenous mechanism based on the spontaneous operation of the market. In this paper, the background and significance of the topic, the current research situation at home and abroad are discussed, and the connotation of emergency management system and social organization are further understood and analyzed. The theory of crisis management and the theory of synergetic governance and the positive significance of applying the theory are expounded and analyzed emphatically. On this basis, the paper analyzes the present situation and reasons of the construction of emergency management social organization system in Xi'an. And draw lessons from the experience of participating in emergency management of typical urban construction social organizations at home and abroad, and draw some useful inspiration for the construction of emergency management social organization system in Xi'an. Then combining closely with the reality of Xi'an City, the author draws three suggestions on the participation of social organizations in emergency management in Xi'an, that is, the main body of participation, the distribution of organizational functions and the operational mechanism. In the main body of participation, the superstructure is the government with its leading system; the intermediary bridge is the "pivot" social organization, which communicates the government and the social organization; the supporting foundation is the social organization, It mainly puts forward suggestions to its registration system and its own ability enhancement. Social organization functions are divided into three functions: providing resources, providing assistance and providing information maintenance. The operating mechanism includes the evaluation mechanism, the financing mechanism, the responsibility sharing mechanism and the supervision mechanism. And put forward concrete and reasonable suggestions for the construction of social organizations in Xi'an to participate in emergency management.
