【摘要】：“學習型組織”理論最早起源于上世紀西方管理科學領域。我國黨和政府在吸收借鑒當今世界“學習型組織”理論基礎上，于2001年提出了構(gòu)建學習型社會的命題。此后學習型組織理論在我國進一步得到發(fā)展和實踐，形成了學習型組織理論、學習型政黨、馬克思主義學習型執(zhí)政黨等一系列的理論體系。自從中共十七屆四中全會提出了建設馬克思主義學習型政黨，直到中共十八大提出建設學習型、服務型、創(chuàng)新型的馬克思主義政黨，學習型黨組織構(gòu)建理論進一步得到豐富和發(fā)展，這是我國執(zhí)政黨在黨組織建設和管理理論方面的一大創(chuàng)新，是現(xiàn)代教育理論、公共組織學習理論在黨建理論上的應用。本文在認真研究國內(nèi)外有關公共管理理論、學習型組織理論的基礎上，通過考察新中國成立以來有關的經(jīng)典文獻和學習型黨組織建設的最新研究成果，利用公共組織理論和相關概念模型，，以漳州市學習型黨組織構(gòu)建狀況為例開展實證研究，在調(diào)查、分析16個學習型黨組織建設示范點有關統(tǒng)計分析資料基礎上，通過理論系統(tǒng)研究與實際問題的現(xiàn)實分析，實現(xiàn)理論與實踐的緊密結(jié)合，探討構(gòu)建黨組織學習在自我超越、改善心智模式、建立共同的愿景、團隊學習、系統(tǒng)思考等方面的障礙，提出構(gòu)建學習型黨組織的對策思路，希望在提升理論對現(xiàn)實的解釋力，對政策的智力支撐和價值引導，完善公共組織學習理論，有一定的理論意義和實踐應用價值。
[Abstract]:The theory of "learning organization" originated from the field of western management science in the last century. Our party and government put forward the proposition of constructing a learning society in 2001 on the basis of absorbing and drawing lessons from the theory of "learning organization" in today's world. Since then, the theory of learning organization has been further developed and put into practice in our country, and has formed a series of theoretical systems, such as learning organization theory, learning political party, Marxist learning ruling party and so on. Since the fourth Plenary session of the 17th CPC Central Committee proposed the construction of a learning Marxist political party, until the 18th CPC National Congress proposed the establishment of a learning-oriented, service-oriented and innovative Marxist political party, The construction theory of learning-type Party organization is further enriched and developed, which is a major innovation in the theory of party organization construction and management in our country. It is also the application of modern education theory and public organization learning theory in party building theory. On the basis of studying the theories of public management and learning organization at home and abroad, this paper reviews the classical literature and the latest research results of the construction of learning-type party organizations since the founding of New China. By using the theory of public organization and relevant conceptual models, taking Zhangzhou City as an example to carry out an empirical study on the construction of learning-type Party organizations, this paper analyzes the statistical and analytical data of 16 demonstration sites for the construction of learning-type Party organizations. Through the theory systematic research and the practical analysis, realizes the theory and the practice close union, discusses the construction party organization learning in the self-surpassing, the improvement mental model, establishes the common vision, the team study, In order to improve the theoretical interpretation of reality, the intellectual support and value guidance of the policy, and improve the learning theory of public organization, the paper puts forward the countermeasures of constructing the learning party organization, such as the obstacles of systematic thinking, and so on. It has certain theoretical significance and practical application value.
