【摘要】:隨著信息科技的快速發(fā)展,對(duì)稅務(wù)工作的要求越來(lái)越嚴(yán)格,以信息化、網(wǎng)絡(luò)化的科技手段實(shí)現(xiàn)稅務(wù)工作的全面信息化是必然趨勢(shì)。依據(jù)國(guó)家稅務(wù)征收管理的需要,應(yīng)用現(xiàn)代信息技術(shù),依托現(xiàn)代管理理念,逐步改進(jìn)落后的管理方式,將傳統(tǒng)的征收管理模式加以數(shù)字化、信息化、網(wǎng)絡(luò)化,充分利用公共管理資源,提高征收管理效率,加強(qiáng)稅源管理,促進(jìn)稅收收入穩(wěn)步增長(zhǎng),是稅務(wù)機(jī)關(guān)信息化建設(shè)的工作重點(diǎn)。稅收征管檔案是征收管理過(guò)程中形成的以紙張為載體,以文件、報(bào)表、票據(jù)、法律文書等為形式的各種文字、圖表書面材料,具有法律效力。稅收征管檔案記錄了征收、納稅過(guò)程中的各個(gè)環(huán)節(jié),反映了稅收征管工作的進(jìn)程,標(biāo)記了地稅事業(yè)發(fā)展的軌跡,是一種寶貴的稅收信息資源。在稅務(wù)日常工作中,每個(gè)征期都形成大量的檔案原件,需要進(jìn)行手工歸集、分類整理、裝訂、建檔查閱、統(tǒng)計(jì)和檢索檔案等十分煩瑣的工作,檔案的管理和存放需要大量的人力、物力和空間。廣大稅務(wù)人員被這種繁瑣的事務(wù)性工作纏住,耗費(fèi)了大量精力,沒(méi)有更多的時(shí)間投入到稅收征管檢查中去。針對(duì)上述征管檔案紙質(zhì)材料存儲(chǔ)壓力大、共享度差、查詢困難、利用率低等問(wèn)題,本文設(shè)計(jì)實(shí)現(xiàn)了一個(gè)符合地稅系統(tǒng)實(shí)際業(yè)務(wù)需求的征管檔案電子化管理系統(tǒng),旨在規(guī)范征管檔案的信息化管理,減輕稅務(wù)管理人員負(fù)擔(dān),提高納稅服務(wù)工作效率。本文以西安市地方稅務(wù)局征管檔案電子化系統(tǒng)實(shí)際業(yè)務(wù)需求出發(fā),通過(guò)分析日常工作中征管檔案產(chǎn)生、流轉(zhuǎn)、歸檔、存儲(chǔ)、銷毀等各個(gè)業(yè)務(wù)流程環(huán)節(jié)中存在的問(wèn)題形成完整的需求分析。依據(jù)分析結(jié)果,本文采用了相對(duì)較新和比較穩(wěn)定成熟的MVC設(shè)計(jì)模式,利用Struts+Spring+Hibernate組合框架,完成系統(tǒng)架構(gòu)設(shè)計(jì)。通過(guò)對(duì)現(xiàn)實(shí)業(yè)務(wù)中征管檔案管理存在的問(wèn)題,制定針對(duì)性解決辦法,運(yùn)用需求建模手段,對(duì)系統(tǒng)模塊進(jìn)行了劃分,設(shè)計(jì)并實(shí)現(xiàn)功能模塊包括:辦稅大廳檔案電子化,征管日常類檔案電子化、稅票檔案電子化、“一戶式”檔案查詢、綜合檔案查詢、檔案統(tǒng)計(jì)、系統(tǒng)管理等。另外,本文完成了系統(tǒng)數(shù)據(jù)建模給出了系統(tǒng)數(shù)據(jù)庫(kù)邏輯模型,并列出了部分關(guān)鍵表數(shù)據(jù)字典;依據(jù)西安市地方稅務(wù)局及各級(jí)分局、稅務(wù)所網(wǎng)絡(luò)實(shí)際情況完成了系統(tǒng)網(wǎng)絡(luò)結(jié)構(gòu)設(shè)計(jì)。本文引入條碼技術(shù)、OCR識(shí)別技術(shù)解決紙質(zhì)檔案數(shù)量巨大,難以分類識(shí)別、不便采集檢索的問(wèn)題;對(duì)現(xiàn)有實(shí)物征管檔案“一戶式”存儲(chǔ)方式提出改進(jìn)方案,完善實(shí)物征管檔案報(bào)送、歸檔制度,解決實(shí)際管理中存在的漏洞,最終完成了一個(gè)符合當(dāng)前地稅系統(tǒng)實(shí)際業(yè)務(wù)需求及業(yè)務(wù)流程的征管檔案電子化系統(tǒng)。本文給出了系統(tǒng)功能測(cè)試及性能測(cè)試的測(cè)試方法、測(cè)試用例、測(cè)試過(guò)程,并對(duì)測(cè)試結(jié)果進(jìn)行了詳細(xì)分析、總結(jié)。最后,本文對(duì)系統(tǒng)設(shè)計(jì)開(kāi)發(fā)中遇到的問(wèn)題進(jìn)行了總結(jié),并指出了系統(tǒng)中的不足和改進(jìn)方向。
[Abstract]:With the rapid development of information technology, the requirements of tax work are becoming more and more strict. It is an inevitable trend to realize the overall informatization of tax work by means of information technology and networking. According to the need of national tax collection and management, applying modern information technology, relying on modern management concept, gradually improving the backward management mode, the traditional collection management mode is digitized, informationized and networked. To make full use of the resources of public administration, to improve the efficiency of collection and management, to strengthen the management of tax sources and to promote the steady growth of tax revenue are the key points of the informatization construction of tax authorities. The file of tax collection and management is a kind of written and graphic materials in the form of documents, statements, bills, legal documents and so on, which is formed in the process of collection and management, and has legal effect. The archives of tax collection and management record each link in the process of collecting and paying taxes, which reflects the process of tax collection and management, marks the track of the development of local tax, and is a valuable tax information resource. In the daily work of taxation, a large number of original files are formed in each period of levy, which requires manual collection, sorting, binding, filing and consulting, statistics and retrieval of files, etc. The management and storage of archives require a great deal of manpower, material resources and space. The vast number of tax officials are beset by such tedious routine work and have spent a lot of energy and no more time on tax collection and management inspection. In view of the problems such as large storage pressure, poor sharing degree, difficult query and low utilization rate, the paper designs and implements an electronic management system of collection and management archives, which meets the actual business needs of local tax system. The aim of this paper is to standardize the information management of the collection and management files, lighten the burden of tax administrators and improve the efficiency of tax service. Based on the actual business needs of the electronic archives collection and management system of Xi'an Local Taxation Bureau, this paper analyzes the generation, circulation, archiving and storage of the collection and management files in daily work. The existing problems in various business processes, such as destruction, form a complete requirement analysis. Based on the analysis results, this paper adopts the relatively new and relatively stable MVC design pattern, and uses the Struts Spring Hibernate combination framework to complete the system architecture design. Through the problems existing in the management of the collection and management archives in the real business, the paper formulates the targeted solution, uses the demand modeling method, divides the system module, designs and realizes the function module, including: the electronic file of the tax hall, Daily collection and management of files electronic, tax-ticket files electronic, "one-door" file inquiry, comprehensive file inquiry, file statistics, system management, and so on. In addition, this paper completes the system data modeling and gives the logical model of the system database, and lists some key table data dictionaries, according to the Xi'an Local Taxation Bureau and the sub-bureaus at all levels, The system network structure design is completed in the actual situation of the tax office network. This paper introduces bar code technology to solve the problem that the number of paper files is huge, it is difficult to classify and identify, and it is difficult to collect and retrieve the paper files. The archiving system solves the loophole in the actual management and finally completes an electronic file collection and management system which conforms to the actual business demand and business process of the current local tax system. In this paper, the test methods, test cases, test process of the system function test and performance test are given, and the test results are analyzed and summarized in detail. Finally, this paper summarizes the problems encountered in the system design and development, and points out the shortcomings and improvement direction of the system.
