【摘要】：2002年中共中央辦公廳國(guó)務(wù)院辦公廳《轉(zhuǎn)發(fā)〈國(guó)家信息化領(lǐng)導(dǎo)小組關(guān)于我國(guó)電子政務(wù)建設(shè)指導(dǎo)意見〉的通知》(中辦發(fā)[2002]17號(hào))之后,為我國(guó)在電子信息時(shí)代采用新型電子政務(wù)手段進(jìn)行公共管理提供了良好的政策環(huán)境,有助于我國(guó)行政機(jī)構(gòu)提升電子政務(wù)水平。2006年,我國(guó)公布《國(guó)民經(jīng)濟(jì)社會(huì)發(fā)展“十一五”規(guī)劃需要》,提到應(yīng)加快建設(shè)服務(wù)政府。在十七大報(bào)告中,胡錦濤總書記強(qiáng)調(diào)要“加快行政管理體制改革,建設(shè)服務(wù)型政府”。2008年十七屆二中全會(huì)上,對(duì)于建設(shè)服務(wù)型政府提出了具體要求。政務(wù)微博、微信是信息化時(shí)代與公共管理相結(jié)合的新型行政方式,是目前政府轉(zhuǎn)變?yōu)榉⻊?wù)型政府的重要舉措。本研究在查閱大量的相關(guān)文獻(xiàn)資料的基礎(chǔ)上,采用了文獻(xiàn)資料分析法以及定性分析的方法,在網(wǎng)絡(luò)收集福建省一定的政務(wù)微博、微信的發(fā)展動(dòng)態(tài),探討政務(wù)微博、微信與公共管理之間的關(guān)系和規(guī)律,注重規(guī)范研究與適當(dāng)?shù)膶?shí)證研究相結(jié)合,理論與案例相結(jié)合,力求策略提出的可行性和實(shí)用性。本研究通過收集、整理福建省政務(wù)微博、微信有關(guān)資料,得出福建省政務(wù)微博、微信參與公共管理的現(xiàn)狀,包括福建省政務(wù)微博、微信分布情況及主要應(yīng)用部門,發(fā)現(xiàn)福建省政務(wù)微博、微信在2011年后得到了較快的發(fā)展,在地方公共管理過程中發(fā)揮了積極意義,但由于屬于新生事物,政府推出周期短,導(dǎo)致存在一些問題,福建省政務(wù)微博、微信參與公共管理制約因素較多,比如政務(wù)微博、微信主體問政觀念和意識(shí)較為淡薄,缺乏經(jīng)營(yíng)理念;政務(wù)微信、微博內(nèi)容脫離公共管理的內(nèi)容實(shí)質(zhì);政務(wù)微博、微信主體和客體之間缺乏良性互動(dòng);政務(wù)微博、微信的管理缺乏規(guī)范操作。最后,提出了對(duì)應(yīng)性的措施,即培育主體問政理念,加強(qiáng)參與公共管理的角色性;提升主體問政素質(zhì)和經(jīng)營(yíng)技巧,加強(qiáng)政務(wù)微博、微信對(duì)于社會(huì)輿論導(dǎo)向性;加強(qiáng)電子問政操作的規(guī)范性,加強(qiáng)政務(wù)微博、微信運(yùn)作的科學(xué)性、主動(dòng)性;不斷豐富電子政務(wù)內(nèi)容,加強(qiáng)參與公共管理的實(shí)踐性。希望借此提高福建省政務(wù)微博、微信參與公共管理的效果。
[Abstract]:After the General Office of the State Council of the General Office of the Central Committee of the Communist Party of China (CPC Central Committee General Office) in 2002 forwarded the notice of the "National Information leading Group on the Construction of E-government in China" (Central Office [2002] 17), It provides a good policy environment for our country to adopt the new electronic government means to carry on the public administration in the electronic information age, and helps our country's administrative organization to raise the level of the electronic government affairs. Our country promulgates "the national economy social development" the 11th five-year plan needs, mentioned that should speed up the construction service government. In the report of the 17th National Congress of the CPC, General Secretary Hu Jintao stressed the need to "speed up the reform of the administrative system and build a service-oriented government." at the second Plenary session of the 17th CPC Central Committee in 2008, specific requirements were put forward for the construction of a service-oriented government. The government affairs Weibo, WeChat is the information age and the public management unifies the new administrative way, is at present the government transforms into the service government important measure. On the basis of consulting a lot of related documents, this study adopts the method of literature analysis and qualitative analysis, collects the development trends of Weibo, WeChat, a certain government affairs in Fujian Province, and probes into the development trend of the government affairs Weibo. The relationship and law between WeChat and public administration, focusing on the combination of normative research and appropriate empirical research, theory and case studies, in order to put forward the feasibility and practicality of the strategy. By collecting and sorting out the relevant data of Weibo and WeChat in Fujian Province, this study concludes the current situation of the participation in public management of the government of Fujian Province, including the state of the affairs of Fujian Province, the distribution of the WeChat and its main application departments, and the current situation of its participation in public management. It is found that Weibo, the government affairs of Fujian Province, developed rapidly after 2011 and played a positive role in the process of local public management. However, due to being a new thing and the short period of government launch, there are some problems. Fujian government affairs Weibo, WeChat participate in the public management restriction factor is many, for example, the government affairs Weibo, the WeChat main body asks the political idea and the consciousness is relatively weak, lacks the management idea, the government affairs WeChat, Weibo content is divorced from the public management content essence; Government affairs Weibo, the lack of benign interaction between subject and object of WeChat, and the lack of standard operation of government administration. Finally, the corresponding measures are put forward, that is, cultivating the idea of subject asking for politics, strengthening the role of participating in public management, enhancing the quality of subject and management, strengthening the political affairs Weibo and WeChat leading the public opinion. We should strengthen the standardization of the operation of electronic governance, strengthen the scientific and active operation of Weibo and WeChat, enrich the contents of e-government and strengthen the practicality of participating in public management. Hope to improve Fujian Province government Weibo, WeChat participation in public management effect.
