【摘要】：創(chuàng)新公共服務(wù)的提供方式,為社會(huì)公眾提供更好的公共服務(wù),是深化社會(huì)領(lǐng)域改革和惠及人民群眾的重大措施,是加快服務(wù)業(yè)發(fā)展的重要抓手,是有效推動(dòng)政府職能轉(zhuǎn)變、加快服務(wù)型政府建設(shè)的關(guān)鍵之舉。近年來(lái),發(fā)源于西方福利國(guó)家,以契約關(guān)系為本質(zhì)的政府購(gòu)買(mǎi)公共服務(wù)作為一種創(chuàng)新的公共服務(wù)提供方式開(kāi)始進(jìn)入我國(guó),并得到大力推廣。目前,政府購(gòu)買(mǎi)公共服務(wù)在全國(guó)呈現(xiàn)蓬勃發(fā)展的勢(shì)頭,各地地方政府都進(jìn)行了形式多樣的探索和實(shí)踐,積累了不少好的經(jīng)驗(yàn)和做法,正在向縱深推進(jìn)。街道辦事處是與社會(huì)公眾關(guān)系最為密切的一級(jí)政府派出機(jī)構(gòu),直接與群眾面對(duì)面,是公共服務(wù)的主要供應(yīng)者。同時(shí),街道辦事處也面臨著各項(xiàng)事務(wù)繁雜,但人力、物力相對(duì)匱乏的窘境。因此,進(jìn)一步研究街道辦事處購(gòu)買(mǎi)公共服務(wù)的范圍、路徑等方面的內(nèi)容,對(duì)于如何更好地滿足社會(huì)公眾日趨個(gè)性化、多元化的公共服務(wù)要求有著現(xiàn)實(shí)的意義。論文主要以揚(yáng)州市邗江區(qū)街道辦事處為例,運(yùn)用市場(chǎng)與政府失靈理論、新公共管理理論、公共服務(wù)民營(yíng)化理論等工具,在立足購(gòu)買(mǎi)公共服務(wù)現(xiàn)狀的基礎(chǔ)上,找出存在的問(wèn)題,結(jié)合部分國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),對(duì)街道辦事處如何更好地開(kāi)展購(gòu)買(mǎi)公共服務(wù)提出了一些對(duì)策建議,主要有：進(jìn)一步探索街道社會(huì)管理職能、建立完善的街道辦事處購(gòu)買(mǎi)公共服務(wù)的標(biāo)準(zhǔn)化流程、培育社會(huì)組織發(fā)展、提高街道辦事處購(gòu)買(mǎi)公共服務(wù)的競(jìng)爭(zhēng)性、根據(jù)公眾需求拓展購(gòu)買(mǎi)服務(wù)領(lǐng)域、建立街道辦事處與社區(qū)的良性互動(dòng)關(guān)系、建立健全購(gòu)買(mǎi)公共服務(wù)的績(jī)效評(píng)估機(jī)制等。期望能夠促使街道辦事處進(jìn)一步加快職能轉(zhuǎn)型,提供更加優(yōu)質(zhì)的公共服務(wù),進(jìn)而讓改革的紅利惠及更多群眾。
[Abstract]:Innovating the way of providing public services and providing better public services to the public is an important measure to deepen the reform in social fields and to benefit the masses of the people, is an important grasp to accelerate the development of the service industry, and is an effective way to promote the transformation of government functions.The key to speeding up the construction of a service-oriented government.In recent years, the government purchase of public service, which originated in the western welfare state, which is essentially contractual relationship, as an innovative way of providing public service, has been introduced into our country, and has been popularized greatly.At present, government purchase of public services in the country presents a momentum of vigorous development, local governments have carried out various forms of exploration and practice, accumulated a lot of good experience and practice, is moving in depth.Sub-district office is the most closely related government agency, directly face to face with the public, is the main provider of public services.At the same time, the street office is also faced with complex affairs, but relatively scarce manpower and material resources.Therefore, it is of practical significance to further study the scope and path of purchasing public services by street offices for how to better meet the increasingly personalized and diversified public service requirements of the public.Taking the street office of Hanjiang District of Yangzhou City as an example, the paper uses the theory of market and government failure, the theory of new public management, the theory of privatization of public services, and finds out the existing problems on the basis of the current situation of purchasing public services.Combined with some advanced experiences at home and abroad, this paper puts forward some countermeasures and suggestions on how to better carry out the purchase of public services by the street offices. The main suggestions are: further exploring the social management functions of the streets,Establish a perfect standardized process for purchasing public services by street offices, foster the development of social organizations, improve the competitiveness of street offices in purchasing public services, and expand the areas of purchasing services according to public demand.Establish a positive interaction between the neighborhood office and the community, establish and improve the performance evaluation mechanism of purchasing public services.The hope is that the subdistrict offices will be able to speed up the transformation of their functions, provide better public services and, in turn, let the dividends of reform benefit more people.
