船舶污染專業(yè)清污隊(duì)伍社會(huì)化管理研究

【摘要】:本文結(jié)合我國(guó)防治船舶污染工作的現(xiàn)狀和船舶污染專業(yè)清污隊(duì)伍建設(shè)實(shí)踐,分析研究我國(guó)船舶污染專業(yè)清污隊(duì)伍建設(shè)和管理上存在的問題及產(chǎn)生問題的原因。針對(duì)存在的問題,以公共管理理論為指導(dǎo),借鑒國(guó)際上先進(jìn)國(guó)家管理經(jīng)驗(yàn),按照防治船舶污染有關(guān)的國(guó)際公約和我國(guó)法律法規(guī)規(guī)定,研究我國(guó)由國(guó)家專業(yè)清污隊(duì)伍、地方政府專業(yè)清污隊(duì)伍和社會(huì)專業(yè)清污隊(duì)伍三個(gè)層次所構(gòu)成的船舶污染專業(yè)清污隊(duì)伍體系的建設(shè)和社會(huì)化管理的對(duì)策措施。按照將我國(guó)三個(gè)層次船舶污染專業(yè)清污隊(duì)伍由政府相關(guān)部門管理和社會(huì)市場(chǎng)自主調(diào)節(jié)管理相結(jié)合的思路,提出由國(guó)家和地方政府負(fù)責(zé)應(yīng)急隊(duì)伍的規(guī)劃和主要應(yīng)急設(shè)備庫(kù)的建設(shè),社會(huì)組織進(jìn)行管理和市場(chǎng)化運(yùn)作的各種管理模式,并分別分析研究了各種管理模式的優(yōu)缺點(diǎn)。旨在為建設(shè)我國(guó)機(jī)制國(guó)際化、應(yīng)急統(tǒng)一化、效能最大化、力量社會(huì)化、配備標(biāo)準(zhǔn)化、資源共享化的船舶污染專業(yè)清污隊(duì)伍體系,提升船舶污染事故應(yīng)急效率,提高污染事故處置效果提供有益的借鑒。
[Abstract]:Based on the current situation of ship pollution prevention and control in China and the construction practice of ship pollution professional decontamination team, this paper analyzes the problems existing in the construction and management of ship pollution professional decontamination team in China and the reasons for the problems.In view of the existing problems, under the guidance of the theory of public administration and drawing lessons from the management experience of the advanced countries in the world, and in accordance with the international conventions related to the prevention and control of ship pollution and the provisions of the laws and regulations of our country, it is studied that our country shall be specialized in decontamination by the stateThe construction and socialized management of the system of ship pollution professional decontamination team composed of three levels of local government professional decontamination team and social professional decontamination team are discussed.In accordance with the idea of combining the management of the three levels of ship pollution professional decontamination teams by the relevant government departments and the independent regulation and management of the social market, it is put forward that the national and local governments are responsible for the planning of the emergency response teams and the construction of the main emergency equipment storehouses.This paper analyzes and studies the advantages and disadvantages of various management models of social organization.The purpose of this paper is to improve the efficiency of marine pollution accidents by building a system of ship pollution professional decontamination team with standardization, resource sharing, efficiency maximization, socialization of power, standardization and sharing of resources for the construction of our country's mechanism internationalization, emergency unification, efficiency maximization, and socialization of power.To improve the effect of pollution accident treatment provides useful reference.
