中國(guó)公務(wù)員對(duì)政府購(gòu)買公共服務(wù)的態(tài)度研究

【摘要】:為增強(qiáng)我國(guó)政府的公共服務(wù)提供能力,提高公共服務(wù)供應(yīng)質(zhì)量,我國(guó)已將發(fā)展政府購(gòu)買公共服務(wù)設(shè)置為公共管理領(lǐng)域改革的重要方向。這一改革方向的設(shè)置也是為了適應(yīng)我國(guó)公共服務(wù)領(lǐng)域出現(xiàn)的重大格局變化:公民對(duì)公共服務(wù)的需求水平日益提高,多樣化的公共服務(wù)需求亟待滿足。2013年9月30日,國(guó)務(wù)院發(fā)布了《國(guó)務(wù)院辦公廳關(guān)于政府向社會(huì)力量購(gòu)買服務(wù)的指導(dǎo)意見(jiàn)》,提出了政府購(gòu)買公共服務(wù)的2020年發(fā)展目標(biāo)。這意味著,政府購(gòu)買公共服務(wù)事業(yè)將在未來(lái)進(jìn)入一個(gè)高速發(fā)展的時(shí)期。在這樣的大背景下,政府公務(wù)員(尤其是承擔(dān)公共服務(wù)具體工作的業(yè)務(wù)部門公務(wù)員)作為公共服務(wù)提供的直接責(zé)任承擔(dān)者,其對(duì)政府購(gòu)買公共服務(wù)的態(tài)度和認(rèn)知至關(guān)重要。公務(wù)員對(duì)政府購(gòu)買服務(wù)的態(tài)度將影響公務(wù)員在政府購(gòu)買服務(wù)事務(wù)上的決策和執(zhí)行,進(jìn)而影響到政府購(gòu)買服務(wù)的最終績(jī)效表現(xiàn)。因此,本文將對(duì)中國(guó)公務(wù)員對(duì)政府購(gòu)買公共服務(wù)的態(tài)度進(jìn)行實(shí)證研究。通過(guò)使用來(lái)自二十二個(gè)省、自治區(qū)、直轄市的七百余份有效問(wèn)卷所構(gòu)成的數(shù)據(jù),本文嘗試觀察中國(guó)公務(wù)員對(duì)政府購(gòu)買公共服務(wù)的真實(shí)態(tài)度,并運(yùn)用描述統(tǒng)計(jì)分析、交叉列聯(lián)表分析與因子分析的方法,揭示公務(wù)員態(tài)度的核心特征以及形成這種態(tài)度的深層影響因素。研究發(fā)現(xiàn),公務(wù)員群體對(duì)政府購(gòu)買公共服務(wù)普遍持支持態(tài)度。交叉列聯(lián)表分析發(fā)現(xiàn),性別、行政級(jí)別以及公務(wù)員所在地的人均GDP與公務(wù)員的態(tài)度之間存在關(guān)聯(lián)。因子分析發(fā)現(xiàn),“對(duì)政府購(gòu)買服務(wù)風(fēng)險(xiǎn)的判斷”、“對(duì)政府購(gòu)買服務(wù)收益的判斷”、“對(duì)政府管理能力的判斷”是三個(gè)影響公務(wù)員形成對(duì)政府購(gòu)買公共服務(wù)態(tài)度的深層次因素。綜合分析結(jié)果,本研究認(rèn)為,中國(guó)公務(wù)員對(duì)政府購(gòu)買公共服務(wù)持一種實(shí)用主義的支持態(tài)度。
[Abstract]:In order to enhance our government's ability to provide public services and improve the quality of public service supply, our country has set the development of government purchase of public services as an important direction of public management reform.This reform direction is also set to adapt to the major changes in the field of public service in our country: the level of citizens' demand for public services is increasing, and the diversified demand for public services urgently needs to be met. September 30, 2013,The State Council issued the guidance of the General Office of the State Council on the purchase of services from social forces, and put forward the 2020 development target of government purchasing public services.This means that government procurement of public services in the future will enter a period of rapid development.In this context, government civil servants (especially those who undertake the specific work of public service), as the direct duty bearers of public service, are very important to the attitude and cognition of the government to purchase public services.The attitude of civil servants towards government service purchase will affect the decision and execution of government service purchase, and then affect the final performance of government service purchase.Therefore, this paper will make an empirical study on the attitude of Chinese civil servants to government purchase of public services.By using data from more than 700 valid questionnaires from 22 provinces, autonomous regions and municipalities directly under the Central Government, this paper attempts to observe the true attitude of Chinese civil servants towards the purchase of public services by the government, and use descriptive statistical analysis.The methods of cross-list analysis and factor analysis reveal the core characteristics of the attitude of civil servants and the deep influence factors of their formation.The study found that civil servants generally support the government to buy public services.Cross-linked table analysis found that there was a correlation between gender, administrative level and GDP per capita in the location of civil servants and attitudes of civil servants.Factor analysis shows that "judging the risk of government purchasing services", "judging the revenue of government purchase services" and "judging the ability of government management" are the three deep-seated factors that affect the attitude of civil servants to the purchase of public services.The results show that Chinese civil servants hold a pragmatic attitude towards government purchase of public services.
