【摘要】：21世紀(jì)的競(jìng)爭(zhēng),歸根結(jié)底是人才的競(jìng)爭(zhēng),高素質(zhì)的人力資源是實(shí)現(xiàn)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)的關(guān)鍵要素。當(dāng)前和今后一段時(shí)期,是安慶全面建設(shè)小康社會(huì)的關(guān)鍵期、加快追趕跨越的攻堅(jiān)期、經(jīng)濟(jì)社會(huì)發(fā)展的轉(zhuǎn)型期。安慶歷來重視文化教育,具有悠久的崇文重教傳統(tǒng)�？梢恢币詠�,由于諸多原因,基礎(chǔ)教育強(qiáng)勢(shì)、職業(yè)教育薄弱成為教育發(fā)展中面臨的窘境和困惑。因此,在新形勢(shì)下,加快推進(jìn)職業(yè)教育的發(fā)展,對(duì)安慶真正實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)的全面轉(zhuǎn)型、加快崛起的步伐具有十分重要的意義。 本文主要采用了文獻(xiàn)研究法梳理了國(guó)內(nèi)外關(guān)于職業(yè)教育發(fā)展的相關(guān)文獻(xiàn),特別是涉及政府在其中發(fā)揮作用的研究成果,集中在職業(yè)教育管理體制、公共政策,以及關(guān)于經(jīng)費(fèi)投入和師資建設(shè)、地方性或區(qū)域性職業(yè)教育發(fā)展的理論和研究狀況,為文章尋求理論支持與依據(jù)。通過調(diào)查法、訪談法、統(tǒng)計(jì)法等,對(duì)安慶的職業(yè)教育發(fā)展進(jìn)行分析,包括高等職業(yè)教育與中等職業(yè)教育的發(fā)展演變,取得的成就,以及對(duì)本地社會(huì)經(jīng)濟(jì)發(fā)展的貢獻(xiàn)等。結(jié)合國(guó)家的方針政策與安慶實(shí)際,重點(diǎn)分析論證了安慶職業(yè)教育發(fā)展面臨的新形勢(shì),包括全面建設(shè)小康社會(huì)、新型工業(yè)化戰(zhàn)略的實(shí)施、新型城鎮(zhèn)化與“美好鄉(xiāng)村”建設(shè)、承接產(chǎn)業(yè)轉(zhuǎn)移、國(guó)家各級(jí)政府的高度重視與關(guān)注等。在此基礎(chǔ)上,主要分析了當(dāng)前安慶職業(yè)教育在發(fā)展中存在的不足與問題,并深入剖析了其背后存在的原因。運(yùn)用文獻(xiàn)研究法、比較分析法,從公共管理的角度出發(fā),重點(diǎn)是政府及其政策措施在其中發(fā)揮的作用,從在深化體制改革中不斷完善職業(yè)教育體制、在深化教育改革中努力提高職業(yè)教育的整體素質(zhì)、創(chuàng)新投資融資模式、完善社會(huì)環(huán)境等方面,就如何推進(jìn)安慶職業(yè)教育發(fā)展提出了具體的對(duì)策思考。
[Abstract]:The competition in the 21st century, in the final analysis, is the competition of talents. High quality human resource is the key factor to realize the goal of economic and social development in our country.At present and in the coming period, it is the key period for Anqing to build a well-off society in an all-round way, to speed up the period of catching up and leapfrogging, and the transition period of economic and social development.Anqing has always attached importance to cultural education, with a long tradition of worshiping culture and teaching.However, for many reasons, basic education is strong and vocational education is weak.Therefore, under the new situation, speeding up the development of vocational education is of great significance for Anqing to realize the overall economic and social transformation and speed up the pace of rising.This article mainly uses the literature research method to comb the related literature about the vocational education development at home and abroad, especially concerning the research results which the government plays a role in, focuses on the vocational education management system, the public policy,And the theory and research status of local or regional vocational education development, seeking theoretical support and basis for the article, about the investment of funds and the construction of teachers, and the development of local or regional vocational education.By means of investigation, interview and statistics, this paper analyzes the development of vocational education in Anqing, including the development and evolution of higher vocational education and secondary vocational education, the achievements made, and the contribution to local social and economic development.Combined with the national policy and the practice of Anqing, this paper analyzes and demonstrates the new situation of the development of vocational education in Anqing, including the construction of a well-off society in an all-round way, the implementation of a new industrialization strategy, the new type of urbanization and the construction of a "beautiful village".Undertake industrial transfer, national governments at all levels of attention and attention.On this basis, this paper mainly analyzes the shortcomings and problems existing in the development of vocational education in Anqing at present, and deeply analyzes the reasons behind it.By using the method of literature research and comparative analysis, from the perspective of public management, the emphasis is on the role of the government and its policies and measures to improve the vocational education system in the process of deepening the reform of the system.In the aspects of deepening education reform, improving the overall quality of vocational education, innovating the mode of investment and financing, and perfecting the social environment, this paper puts forward some concrete countermeasures on how to promote the development of vocational education in Anqing.
