【摘要】：共享發(fā)展理念要求全民共享改革發(fā)展成果,但當(dāng)某些利于社會整體發(fā)展的項目設(shè)施建設(shè)將可能損害周邊小部分群眾個人利益時,政府管理部門如何合理協(xié)調(diào)處理好整體利益與個人利益的關(guān)系顯得尤為重要,如果能提前做好相關(guān)調(diào)查應(yīng)急預(yù)防工作,環(huán)境群體性事件的發(fā)生是完全可以避免的。本文從鄰避沖突視角從微觀上分析了環(huán)境群體性事件的發(fā)生過程、特點和內(nèi)在機(jī)理,論述了鄰避沖突引發(fā)的環(huán)境群體性事件的處理機(jī)制和政策措施。結(jié)果表明,輿情醞釀是引發(fā)環(huán)境群體性事件的關(guān)鍵,而解決輿情醞釀的關(guān)鍵則是參與人群邊界的確定和恰當(dāng)?shù)男畔⒐_。因此,建立有效的環(huán)境信息公開機(jī)制,對解決鄰避沖突式的環(huán)境群體性事件具有重要的戰(zhàn)略意義。同時,圍繞鄰避類項目的事前評價,提前做好損失預(yù)補方案和輿論疏導(dǎo)工作,有助于降低環(huán)境群體性事件發(fā)生的概率。具體說來主要可以通過建立環(huán)境類信息公開機(jī)制來了解民眾的訴求,確保溝通渠道暢通;在信息公開的基礎(chǔ)上,積極拓展并完善輿情監(jiān)測與輿論引導(dǎo)機(jī)制,避免輿論因缺乏引導(dǎo)而持續(xù)發(fā)酵,引導(dǎo)輿論走向正面;建立環(huán)境類項目損害評估機(jī)制,本著公平、公正、公開、平等、自愿的原則進(jìn)行不偏不倚的客觀評估,制定科學(xué)合理的補償方案;建立包括直接經(jīng)濟(jì)補償和社會公益補償?shù)刃问蕉鄻拥沫h(huán)境類損失補償機(jī)制;最后還要建立環(huán)境類事件過程監(jiān)控機(jī)制,實行全過程、全方位管控,確保政府管理部門始終處于事件主導(dǎo)地位。在信息化不斷發(fā)展、公民民主意識不斷提升的背景下,努力提升政府治理能力顯得尤為重要。在面對可能發(fā)生的矛盾焦點突出的環(huán)境群體性事件時,政府應(yīng)當(dāng)科學(xué)分析其產(chǎn)生發(fā)展的原因脈絡(luò),針對性地提出有效的解決方案。
[Abstract]:The concept of shared development requires all people to share in the fruits of reform and development, but when certain projects and facilities that are conducive to the overall development of society may harm the personal interests of a small proportion of the surrounding people,It is very important for the government administration to deal with the relationship between the whole interest and the individual interest reasonably. If the relevant investigation and emergency prevention work can be done well in advance, the occurrence of environmental group events can be completely avoided.In this paper, the process, characteristics and internal mechanism of environmental group events are analyzed from the point of view of adjacent conflict avoidance, and the handling mechanism and policy measures of environmental group events caused by adjacent conflict avoidance are discussed.The results show that the brewing of public opinion is the key to cause environmental mass events, and the key to solve the brewing of public opinion is the determination of the boundary of the people and the proper disclosure of information.Therefore, it is of great strategic significance to establish an effective mechanism of environmental information disclosure for solving the environmental group events.At the same time, it is helpful to reduce the probability of environmental group events by the prior evaluation of adjacent avoidance projects and the work of precompensation of losses and public opinion in advance.Specifically, we can mainly establish an environmental information disclosure mechanism to understand people's demands and ensure that communication channels are open; on the basis of information disclosure, we can actively expand and improve the mechanism of public opinion monitoring and public opinion guidance.To avoid the continuous fermentation of public opinion due to the lack of guidance, and to guide public opinion to the positive; to establish an environmental project damage assessment mechanism, and to conduct impartial and objective assessments based on the principles of fairness, justice, openness, equality and voluntary participation,To establish a scientific and reasonable compensation scheme; to establish various kinds of compensation mechanisms for environmental losses, including direct economic compensation and social public welfare compensation; and finally, to establish a monitoring mechanism for the process of environmental events, so that the whole process can be controlled and controlled in all directions.Ensure that government administration is always in a dominant position.Under the background of the continuous development of information and citizen's democratic consciousness, it is very important to improve the government's governance ability.In the face of the possible contradiction focus of the environmental mass events, the government should scientifically analyze the causes of its development, and put forward effective solutions.
