【摘要】:隨著國(guó)際競(jìng)爭(zhēng)的日益加劇,新公共管理運(yùn)動(dòng)的浪潮席卷了西方乃至整個(gè)世界,對(duì)各國(guó)的政府改革造成了不同程度的影響,各國(guó)政府為了提高政府運(yùn)作效率,提升公眾滿意度相繼掀起了政府改革的浪潮,我國(guó)也包括在內(nèi),隨著我國(guó)行政體制改革步伐的不斷加快,政治體制改革的不斷深化,重新規(guī)范和審視公民與政府之間的關(guān)系問題得到了各級(jí)政府越來越多的重視與關(guān)注,以公眾需求為導(dǎo)向,將政府的各項(xiàng)工作真正置于公民的監(jiān)督與制約之下,更好地為公民服務(wù),建設(shè)服務(wù)型政府型政府的需求也就應(yīng)運(yùn)而生,然而長(zhǎng)期以來,政府作為社會(huì)中握有最高權(quán)力的組織壟斷所有公共服務(wù)職能似乎成為了各個(gè)國(guó)家的共性及不變法則,幾乎包攬了社會(huì)所有的公共服務(wù),這一特點(diǎn)在歐美福利國(guó)家時(shí)期和我國(guó)的計(jì)劃經(jīng)濟(jì)時(shí)期顯得尤為突出。然而在公共服務(wù)的提供過程中政府就像市場(chǎng)存在缺陷一樣,政府也會(huì)有失效的狀況發(fā)生。隨著全球第三部門的蓬勃興起,公共服務(wù)的提供主體逐漸增加,社會(huì)服務(wù)的來源多了一種可供選擇的途徑。同時(shí)由于中國(guó)的第三部門剛剛開始發(fā)育,無論是從數(shù)量,還是質(zhì)量上看,與前政府和企業(yè)相比,還不成比例,無法形成獨(dú)立地、規(guī)范地行使職能的機(jī)構(gòu)。所以,立足于服務(wù)型政府建設(shè)這樣一個(gè)需求背景之下研究第三部門和服務(wù)型政府的內(nèi)在關(guān)聯(lián)以及當(dāng)前我國(guó)第三部門發(fā)展的現(xiàn)狀、困境和發(fā)展策略對(duì)培育新型社會(huì)治理主體,構(gòu)建社會(huì)主義和諧社會(huì)以及服務(wù)型政府,深化政府機(jī)構(gòu)改革都具有十分重要及深遠(yuǎn)的意義。 本文在介紹選題背景和國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,首先闡述了第三部門與服務(wù)型政府的提出緣由以及概念及特點(diǎn),為后文闡述二者邏輯關(guān)系奠定理論基礎(chǔ)。而后本文從三個(gè)方面詳細(xì)闡述了服務(wù)型政府建設(shè)與發(fā)展第三部門兩者的邏輯關(guān)聯(lián)。首先論述了服務(wù)型政府建設(shè)為第三部門發(fā)展提供有利條件,具體包括:構(gòu)建服務(wù)型政府目標(biāo)對(duì)第三部門的發(fā)展開辟了廣闊的道路,提供了法律支持,提供民主參與平臺(tái),提供良好的行政生態(tài)支持等四個(gè)方面。其次闡述了第三部門的發(fā)展有助于推進(jìn)服務(wù)型政府建設(shè),具體包括:第三部門的發(fā)展有助于促進(jìn)服務(wù)型政府的執(zhí)政理念、執(zhí)政方式、執(zhí)政界限的轉(zhuǎn)變等。最后論述了服務(wù)型政府與第三部門需要充分互動(dòng),互為補(bǔ)充,主要包括第三部門在服務(wù)型政府建設(shè)環(huán)境下起到的補(bǔ)充性功能,第三部門在服務(wù)型政府與社會(huì)之間起到協(xié)調(diào)的功能以及第三部門具有推動(dòng)服務(wù)型政府環(huán)境下社會(huì)有序化的功能等。最后介紹了我國(guó)第三部門的發(fā)展現(xiàn)狀和發(fā)展困境,并提出了在服務(wù)型政府建設(shè)下第三部門的發(fā)展策略。
[Abstract]:As the international competition intensifies day by day, the new public management movement wave has swept the west and even the whole world, has caused the varying degree influence to the each country government reform, each country government in order to improve the government operation efficiency, Raising public satisfaction has set off a wave of government reform one after another, which is included in our country. With the continuous acceleration of the pace of the reform of our administrative system, the reform of the political system continues to deepen. The issue of re-regulating and examining the relationship between citizens and government has been paid more and more attention to by governments at all levels. It is guided by the public demand and puts the work of the government under the supervision and restriction of citizens. The need to better serve the citizens and build a service-oriented government came into being. However, for a long time, As an organization with the highest power in society, the government monopolizes all public service functions, which seems to have become the commonality and invariable rule of every country, almost taking over all the public services of the society. This feature is particularly prominent in the period of welfare state in Europe and America and in the planned economy of our country. However, in the process of providing public services, the government is like the market with defects. Government will also fail. As the third sector of the world thrives, the number of providers of public services is increasing. There is an alternative to the sources of social services. At the same time, because China's third sector is just beginning to develop, in terms of quantity and quality, compared with the former government and enterprises, it is not in a position to become independent. Therefore, based on the needs of the construction of service-oriented government, the internal relationship between the third sector and the service-oriented government and the current situation of the development of the third sector in China are studied. Difficulties and development strategies are of great importance and far-reaching significance in cultivating new social governance subjects, building socialist harmonious society and service-oriented government, and deepening the reform of government institutions. On the basis of introducing the background of the selected topic and the current research situation at home and abroad, this paper first expounds the reasons, concepts and characteristics of the third sector and the service-oriented government. Then this paper elaborates the logical relationship between the construction of service-oriented government and the development of the third sector from three aspects. First, it discusses the construction of service-oriented government as the third part. Door development provides favourable conditions, These include: the goal of building a service-oriented government has opened up a broad road for the development of the third sector, provided legal support, and provided a platform for democratic participation. Secondly, it expounds that the development of the third sector helps to promote the construction of service-oriented government, including: the development of the third sector helps to promote the governing concept of service-oriented government, governance mode, Finally, it discusses the need for the service-oriented government and the third sector to fully interact and complement each other, mainly including the supplementary functions of the third sector in the construction environment of service-oriented government. The third sector has the function of coordination between the service-oriented government and the society, and the third sector has the function of promoting the social ordering under the service-oriented government environment. Finally, the paper introduces the current situation and difficulties of the development of the third sector in China. And put forward the development strategy of the third sector under the construction of the service-oriented government.
