【摘要】：隨著我國政府轉(zhuǎn)型的不斷推進,“公共服務(wù)”作為政府轉(zhuǎn)型過程中的核心概念日益成為人們關(guān)注和研究的熱點。廣播電視事業(yè),本應(yīng)是公共服務(wù)中的重要一環(huán),卻因為市場競爭的加劇,呈現(xiàn)日益弱化的態(tài)勢。本文希冀通過對廣播電視公共服務(wù)這一概念的理論闡釋,國內(nèi)外廣播電視公共服務(wù)實踐的經(jīng)驗總結(jié),為當(dāng)代中國廣播電視公共服務(wù)體系的建立提供理論依據(jù)和操作建議。 論文圍繞廣播電視公共服務(wù)這一論題,從理論和實踐層面展開了系統(tǒng)的研究。研究內(nèi)容涉及公共服務(wù)的理論源流,公共服務(wù)廣播電視的歐美模式,廣播電視公共服務(wù)的理論架構(gòu)與闡釋,以及中國特色的廣播電視公共服務(wù)體系的構(gòu)建,并對廣播電視公共服務(wù)的變革與發(fā)展做了前瞻性研究。 論文首先對公共服務(wù)理論的發(fā)展過程與流派進行了梳理,從創(chuàng)立時期的新歷史學(xué)派、社會改良主義、法國公法學(xué)派,到發(fā)展與成熟期的福利經(jīng)濟學(xué)、凱恩斯主義、公共產(chǎn)品理論,以至反思和變革期的新自由主義、新公共管理理論和新公共服務(wù)理論,延伸到公共服務(wù)理論在中國的發(fā)展——全心全意為人民服務(wù)理論、建設(shè)服務(wù)型政府理論等,對每個階段的代表性觀點及其與公共服務(wù)理論的演化和發(fā)展之間的關(guān)系進行了評述,為后文廣播電視公共服務(wù)理論的闡釋奠定了基礎(chǔ)。 公共服務(wù)廣播電視從歐洲起源,發(fā)展到美國、日本等國家,產(chǎn)生了各具特色的公共服務(wù)廣播電視的運作模式。本文從體制、資金來源、內(nèi)容及管理四個方面對各國的公共服務(wù)廣播電視實踐進行了歸納總結(jié),為中國特色廣播電視公共服務(wù)體系的構(gòu)建提供了可供參照和借鑒的樣本。 廣播電視公共服務(wù)和公共服務(wù)廣播電視絕非同一概念,前者是一種職能,后者是一種體制,本文對公共服務(wù)理論和公共服務(wù)廣播電視的實踐模式進行詳盡分析,并非意味著要照搬西方公共服務(wù)廣播電視體制,而是要在這些理論和實踐的基礎(chǔ)上,結(jié)合中國的國情,使現(xiàn)有的廣播電視事業(yè)能夠更好地履行公共服務(wù)的職能。論文對廣播電視公共服務(wù)的本質(zhì)屬性、基本涵義和類型都進行了界定,并從廣播電視公共服務(wù)的基本原則和實現(xiàn)模式方面對其展開了理論闡釋。不僅厘清了這兩個極易混淆的概念,也是目前國內(nèi)的相關(guān)研究中,首次將這一理論作了較為清晰和完整的呈現(xiàn)。 在對廣播電視公共服務(wù)理論闡釋的基礎(chǔ)上,對中國廣播電視公共服務(wù)的實踐進行了較為深入的研究,試圖構(gòu)建出中國特色廣播電視公共服務(wù)體系的實現(xiàn)模式,包括其體制機制體系、內(nèi)容服務(wù)體系和管理評估體系等。隨著廣播電視事業(yè)社會語境的不斷變化,廣播電視公共服務(wù)也逐漸呈現(xiàn)出新的態(tài)勢,對于如何順應(yīng)形勢的發(fā)展,積極推進廣播電視公共服務(wù)的轉(zhuǎn)型升級,本文也提出了自己的觀點。
[Abstract]:With the transformation of China's government continues to promote the "public service" as the core concept of the government in the process of transformation has become a focus of concern and research. Radio and television broadcasting, this should be an important part of the public service, but because of the aggravation of the market competition, increasingly showing a weakening trend. This article hopes to explain the theory the concept of public service broadcasting, television broadcast the domestic practice of public service experience, to provide a theoretical basis and operational suggestions for the establishment of contemporary Chinese radio and TV public service system.
In this thesis the radio and television public service, launched a systematic study from the aspects of theory and practice. The research involves the theoretical origin of the public service, public service broadcasting and models, theoretical framework and interpretation of radio and television public service, as well as the construction of radio and TV public service system China characteristics, and reform and development on the radio and television public service do a prospective study.
The thesis firstly combs the development process of the theory of public service and schools, from the new historical period of the founding of the school, the social reformism, French law school, to welfare economics, development and maturity of the Keynes doctrine, the theory of public goods, as well as the reflection and change of the new liberalism, the new public management theory and new public the theory of service, extending to the development of public service theory in China: serving the people wholeheartedly theory, building a service-oriented government theory, the representative view of each stage and the relationship between evolution and development and public service theory are reviewed, which lays the foundation for the radio and television public service theory.
Public service broadcasting from the European origin, development to the United States, Japan and other countries, the mode of operation of public service broadcasting produced its own characteristics. This paper from the system, the source of funds, the four aspects of content and management of public service broadcasting practices of different countries are summarized, providing reference and reference samples for the construction of public service broadcasting system Chinese characteristics.
Radio and television public service and public service broadcasting is not the same concept, the former is a kind of function, the latter is a kind of system, the practice mode of public service theory and public service broadcasting is analyzed in detail, does not mean to copy the western public service broadcasting system, but based on the theory and Practice on the combination of China conditions, so that the existing broadcasting can better fulfill the functions of public service. The essence of public service broadcasting, the basic meaning and types are defined, and the basic principles of public service broadcasting and implementation mode started to explain the theory. Not only clarify the two easily confused concepts, is the current domestic research, for the first time this theory gives a clear and complete presentation.
Based on the radio and television public service theory on the practice of China radio and television public service for a more in-depth research, tries to construct the realization mode of radio and television public service system China characteristics, including the system mechanism, content service system and management evaluation system. With the changing social context of radio and television broadcasting the radio and television public service is gradually showing a new trend, how to adapt to the situation of development, and actively promote the transformation and upgrading of radio and television public service, this paper also put forward their own views.
