中國公眾參與地方政府績效考核問題研究

【摘要】:改革開放以來,中國就開始重視政府行政效率問題。在行政改革的實(shí)踐中,績效考核作為先進(jìn)的管理工具,是提高中國政府工作效能的有效途徑。政府績效考核強(qiáng)調(diào)以滿足公眾需求為評(píng)價(jià)的標(biāo)準(zhǔn)。隨著中國政府政治體制改革,政府職能轉(zhuǎn)型的轉(zhuǎn)型期,公眾的參與意識(shí)也得到了激發(fā),并逐漸意識(shí)到了其參與公共管理中的主體地位。地方政府績效評(píng)價(jià)中的公眾參與是確?茖W(xué)、有效的績效評(píng)價(jià)是建設(shè)服務(wù)型政府的內(nèi)在要求。多年來,一大批學(xué)者和地方政府在理論和實(shí)踐中,不斷探索公眾參與地方政府績效考核的方法和途徑,并取得了一定的成績。但由于中國績效考核的理論研究起步較晚,公眾參與地方政府績效考核的相關(guān)理論研究和開展實(shí)踐活動(dòng)還處于初級(jí)的探索階段,公眾參與考核的過程缺乏規(guī)范制度保障、公眾參與意識(shí)淡漠能力不足,參與途徑還不夠完善等問題,諸多的問題弱化了績效考核的有效性和科學(xué)性。由此可見,構(gòu)建一道暢通而有效的參與渠道、建立一套合理的適用于當(dāng)前形勢(shì)的評(píng)估反饋和責(zé)任機(jī)制并在大眾中樹立其良好的群眾參與意識(shí)是當(dāng)下改進(jìn)地方政府績效考核中公眾參與機(jī)制的必然要求。 本研究分為以下幾個(gè)部分:第一部是緒論,通過對(duì)公眾參與地方政府績效考核的背景的闡述,提出公眾參與的重要性。并對(duì)研究的意義,思路和研究方法進(jìn)行說明。第二部分是相關(guān)理論的研究,對(duì)績效、績效考核,地方政府績效考核、公眾、公眾參與以及公眾參與地方政府績效考核等理論進(jìn)行論述,對(duì)比分析了國內(nèi)外學(xué)者的研究成果。第三部分突出強(qiáng)調(diào)了地方政府績效考核公眾參與的必要性;第四部分對(duì)地方政府績效考核的歷史沿革和公眾參與地方政府績效考核現(xiàn)狀的分析,通過對(duì)實(shí)例的研究,對(duì)目前公眾參與地方政府績效考核中存在的問題進(jìn)行研究。第五部分是對(duì)地方政府績效考核中公眾參與出現(xiàn)問題的原因進(jìn)行分析。第六部分對(duì)如何實(shí)現(xiàn)地方政府績效考核的公眾參與加以討論,提出相關(guān)對(duì)策以對(duì)前述問題的研究提出改革的方法和建議。最后對(duì)全文加以總結(jié)。
[Abstract]:Since the reform and opening up, China has begun to attach importance to the issue of government administrative efficiency. In the practice of administrative reform, performance appraisal is regarded as an advanced management tool. It is an effective way to improve the efficiency of Chinese government work. Government performance appraisal emphasizes the criterion of meeting the needs of the public. With the reform of the Chinese government's political system and the transformation of government functions, the public's consciousness of participation has also been stimulated. And gradually realized its participation in the public management of the main position. Local government performance evaluation of public participation is to ensure science, effective performance evaluation is the internal requirements of building service-oriented government. In theory and practice, a large number of scholars and local governments have continuously explored the ways and means of public participation in the performance appraisal of local governments, and have made certain achievements. However, the theoretical research on performance appraisal in China has started relatively late. Public participation in the local government performance appraisal related theoretical research and practical activities are still in the primary stage of exploration, the process of public participation in the assessment of the lack of standardized system protection, lack of awareness of public participation, lack of capacity, Many problems weaken the effectiveness and scientific nature of performance appraisal. Thus, we can see that we should build a smooth and effective participation channel. It is necessary to establish a set of reasonable evaluation feedback and responsibility mechanism suitable for the current situation and to establish its good sense of mass participation in the present improvement of the mechanism of public participation in the performance appraisal of local government. This study is divided into the following parts: the first part is an introduction, through the background of public participation in local government performance evaluation, the importance of public participation. The second part is the theory of performance, performance appraisal, local government performance appraisal, public, public participation and public participation in the performance appraisal of local government. The third part highlights the necessity of public participation in local government performance appraisal; The fourth part analyzes the history of local government performance appraisal and the current situation of public participation in local government performance appraisal. The fifth part is to analyze the causes of the problems in public participation in the performance appraisal of local government. The sixth part is how to realize the local government. Public participation in performance appraisal is discussed, Put forward the relevant countermeasures to the study of the above-mentioned problems and put forward the reform methods and suggestions. Finally, the full text is summarized.
