【摘要】：溪洛渡水電站是國家“西電東送”的骨干工程,涉及工程移民6萬余人,其中安置到峨山縣的有近3000人,漢族如此大規(guī)模遷入一個縣級的民族自治地方,在中國工程移民史上尚屬首次。我國水電工程移民的研究經(jīng)歷了幾十年,取得了很大的理論和實踐經(jīng)驗,但是專門針對民族自治地方作為安置區(qū)的研究幾乎沒有。本文選取峨山彝族自治縣溪洛渡水電站外遷移民安置進行個案研究,介紹了峨山縣外遷移民安置工作中對作為安置區(qū)的峨山縣帶來的影響,將“以人為本”作為核心內(nèi)容,利用民族區(qū)域自治理論、公共管理理論、公共危機理論等對這些問題進行分析研究,主要從峨山縣公共危機隱患作為問題的焦點。在公共危機防范的建議上,從轉(zhuǎn)變政府職能、全心全意為人民服務為出發(fā)點,在移民安置過程中建立長效機制,真正實現(xiàn)峨山縣溪洛渡外遷移民搬得出,穩(wěn)得住,同時保障安置區(qū)居民的合法權(quán)益,保證民族自治地方的和諧穩(wěn)定,為堅持和完善民族區(qū)域自治制度,進一步鞏固和發(fā)展平等、團結(jié)、互助、和諧的社會主義民族關(guān)系作發(fā)揮積極的作用。
[Abstract]:The Xiluodu Hydropower Station is the backbone project of the state's "power transmission from the west to the east", involving more than 60,000 project migrants, of whom nearly 3000 have been resettled to Eshan County. The Han nationality has moved into a national autonomous area at the county level on such a large scale. This is the first time in the history of Chinese engineering emigration. The research of hydropower project migration in China has experienced decades, and has gained great theoretical and practical experience. However, there is almost no research on ethnic autonomous areas as resettlement areas. This paper chooses Xiluodu Hydropower Station, Eshan Yi Autonomous County, as a case study. This paper introduces the influence of resettlement and resettlement work in Eshan County on the resettlement area of Eshan County, taking "people-oriented" as the core content, making use of the theory of regional national autonomy and the theory of public administration. The public crisis theory and so on analyze these questions, mainly from the Eshan county public crisis hidden danger as the focal point of the problem, in the public crisis prevention suggestion, from changes the government function, serves the people wholeheartedly as the starting point, In order to establish a long-term mechanism in the process of resettlement, we can really realize the relocation of Xiluodu immigrants from Eshan County and get a stable settlement, at the same time, we can guarantee the legal rights and interests of the residents in the resettlement areas, and ensure the harmony and stability of the autonomous areas. It will play a positive role in upholding and perfecting the system of regional national autonomy and in further consolidating and developing the socialist ethnic relations of equality, unity, mutual assistance and harmony.
