【摘要】：新世紀(jì)新階段,我軍建設(shè)面臨著世界新軍事變革等嚴(yán)峻挑戰(zhàn),經(jīng)濟(jì)全球化的快速發(fā)展和世界格局環(huán)境的變化,給部隊(duì)的管理帶來了許多新的情況、新的特點(diǎn)、新的問題。認(rèn)真總結(jié)和探索新形勢下部隊(duì)管理的方法與藝術(shù),創(chuàng)新管理模式,加強(qiáng)基層管理軟環(huán)境建設(shè),對(duì)提高我軍正規(guī)化標(biāo)準(zhǔn)、科學(xué)化管理水平,高質(zhì)量的做好軍事斗爭準(zhǔn)備,更好的履行我軍的使命任務(wù)具有十分重要的意義。本文應(yīng)用公共管理學(xué)、定量分析技術(shù)、部隊(duì)管理原理與方法,對(duì)部隊(duì)基層管理軟環(huán)境建設(shè)問題進(jìn)行了深入研究,研究過程中,按照提出問題、分析問題、解決問題的思路展開。首先,對(duì)國內(nèi)外軟環(huán)境建設(shè)研究情況進(jìn)行了綜述,對(duì)部隊(duì)基層軟環(huán)境建設(shè)的一些概念及相關(guān)原理進(jìn)行了分析;其次,針對(duì)當(dāng)前基層部隊(duì)軟環(huán)境建設(shè)的現(xiàn)狀和存在的一些問題進(jìn)行了系統(tǒng)深入的分析;第三、提出了解決當(dāng)前基層軟環(huán)境建設(shè)中存在問題的對(duì)策與建議;最后以某部基層軟環(huán)境建設(shè)為例,對(duì)其軟環(huán)境建設(shè)過程中的典型問題進(jìn)行了剖析,并歸納了該部解決問題的主要經(jīng)驗(yàn)措施和啟示,以驗(yàn)證本文所提出的解決問題的對(duì)策和建議的可行性和有效性。通過研究為基層部隊(duì)軟件環(huán)境建設(shè)提供了理論指導(dǎo)和決策依據(jù),為提高基層部隊(duì)的戰(zhàn)斗力提供了重要支持。
[Abstract]:In the new century and in the new stage, our army is facing severe challenges such as new military changes in the world. The rapid development of economic globalization and the changes in the world pattern and environment have brought many new situations and new characteristics to the management of our troops. New problems. Conscientiously summarizing and exploring the methods and art of army management under the new situation, innovating management models, strengthening the construction of soft environment for grass-roots management, improving the standard of regularization and scientific management of our army, It is of great significance to prepare for military struggle with high quality and to better fulfill the mission of our army. This paper applies public management, quantitative analysis technology, principles and methods of military management. In the course of the research, the problems of soft environment construction in the basic level management of the army are deeply studied. In the course of the research, according to the ideas of raising, analyzing and solving the problems, the paper summarizes the research situation of the soft environment construction at home and abroad. This paper analyzes some concepts and related principles of the construction of soft environment at the grass-roots level of the army. Secondly, it makes a systematic and in-depth analysis of the current situation and problems in the construction of the soft environment at the grass-roots level. Third, The countermeasures and suggestions to solve the problems existing in the construction of soft environment at the grass-roots level are put forward, and the typical problems in the process of the construction of soft environment at the grass-roots level are analyzed, taking the construction of the soft environment at the grass-roots level as an example. In order to verify the feasibility and effectiveness of the countermeasures and suggestions put forward in this paper, this paper provides theoretical guidance and decision basis for the construction of software environment in the basic units. It has provided important support for improving the combat effectiveness of the basic units.
