【摘要】：改革開放以后，我國社會進入了全面轉(zhuǎn)型的發(fā)展時期。市場經(jīng)濟在我國的確立和發(fā)展，激活了社會民眾的利益、權(quán)利觀念，形成了具有不同利益訴求的多元社會主體；民主政治的發(fā)展以及社會開放程度的提高，喚醒了社會民眾的政治參與意識，提高了社會民眾的政治參與能力。社會環(huán)境的變化在客觀上要求公共政策必須能夠反映民眾需求，并實現(xiàn)社會利益的有效整合。并且，隨著公共管理環(huán)境的日益復(fù)雜化，以及公共管理活動的綜合化、專業(yè)化、戰(zhàn)略化，任何一個決策系統(tǒng)都難以勝任復(fù)雜決策的發(fā)展形勢，必須充分利用社會中各種專家、學(xué)者和咨詢機構(gòu)等外部智力，提高公共政策制定的質(zhì)量與水平。 民間思想庫以公眾利益為價值取向，以影響和改進公共政策為目標，是政府外部智力的重要組成部分之一�，F(xiàn)階段民間思想庫在地方政府公共政策制定中并沒有發(fā)揮其應(yīng)有的作用，有必要對民間思想庫參與地方政府公共政策制定加強研究，分析民間思想庫參與地方政府公共政策制定存在的障礙，，探尋推進民間思想庫參與地方政府公共政策制定的路徑選擇，以期充分發(fā)揮民間思想庫的積極作用，促進地方政府實現(xiàn)公共政策制定的科學(xué)化、民主化。本文首先從民間思想庫參與地方政府公共政策制定的相關(guān)概念界定和理論基礎(chǔ)入手，其次論述了民間思想庫參與地方政府公共政策制定的作用及方式，再次分析了民間思想庫參與地方政府公共政策制定存在的問題，最后針對問題提出了推進民間思想庫參與地方政府公共政策制定的對策建議。
[Abstract]:After the reform and opening up, our society has entered the development period of comprehensive transformation. The establishment and development of the market economy in our country has activated the interests of the social masses, the concept of rights, and formed a pluralistic social subject with different interests. The development of democratic politics and the improvement of social openness have awakened the public's consciousness of political participation and enhanced their ability to participate in politics. The change of social environment requires that public policies must reflect the needs of the public. And realize the effective integration of social interests. Moreover, with the increasing complexity of the public management environment and the integration, specialization and strategy of public management activities, any decision-making system is unable to cope with the development situation of complex decision-making. It is necessary to make full use of the external intelligence of various experts, scholars and consulting institutions in society to improve the quality and level of public policy making. Folk think tanks take the public interest as their value orientation and aim at influencing and improving public policies. At the present stage, folk think tanks do not play their due role in the formulation of local government public policies. It is necessary to strengthen the research on the participation of folk think tanks in the formulation of local government public policies. This paper analyzes on the obstacles existing in the participation of folk think tanks in the formulation of local government public policies, and explores the path options for promoting folk think tanks to participate in the formulation of local government public policies, in order to give full play to the positive role of folk think tanks. To promote the local government to realize the scientific and democratic public policy formulation. Firstly, this paper starts with the definition of concepts and theoretical basis of the participation of folk think tanks in the formulation of public policies of local governments. Secondly, it discusses the functions and methods of the folk think tanks participating in the local government public policy making, and then analyzes the problems existing in the folk think tanks participating in the local government public policy making. Finally, the paper puts forward countermeasures and suggestions to promote the participation of folk think tanks in the formulation of local government public policies.
