【摘要】：改革開(kāi)放以來(lái),我們黨帶領(lǐng)人民艱苦奮斗,使得國(guó)民經(jīng)濟(jì)快速發(fā)展起來(lái),同時(shí),我們國(guó)家是一個(gè)統(tǒng)一的多民族的社會(huì)主義國(guó)家,民族問(wèn)題是建設(shè)中國(guó)特色社會(huì)主義必須處理好的一個(gè)重大問(wèn)題。促進(jìn)民族地區(qū)的經(jīng)濟(jì)發(fā)展是民族平等的重要保證,我國(guó)采取了一系列對(duì)少數(shù)民族地區(qū)的幫扶政策幫助民族地區(qū)發(fā)展經(jīng)濟(jì),取得了顯著的效果。從2008年起,我國(guó)在西藏、四川、青海、甘肅、云南、新疆、內(nèi)蒙古等7個(gè)省、自治區(qū)實(shí)施了“游牧民定居工程”,使得少數(shù)游牧民聚居到自然、經(jīng)濟(jì)、社會(huì)條件較好的地區(qū)。四川省從2009年開(kāi)始在阿壩州,甘孜州和涼山州的游牧區(qū)實(shí)施了定居工程及其配套的“9+3”教育計(jì)劃和衛(wèi)生事業(yè)發(fā)展計(jì)劃等民生工程。政府發(fā)揮了公共管理職能,改善定居點(diǎn)生活,醫(yī)療衛(wèi)生,教育,社會(huì)保障等,致力于為定居點(diǎn)建設(shè)出良好的生活,生產(chǎn)和持續(xù)發(fā)展的環(huán)境：定居點(diǎn)的建設(shè)是一項(xiàng)復(fù)雜的系統(tǒng)工程,需要跟蹤定居的建設(shè)情況,存在的問(wèn)題等,通過(guò)調(diào)查研究獲取牧民最直接的心聲,才能保證國(guó)家和政府的公共管理職能更加有效率地發(fā)揮。本文在研究了定居的背景,意義,國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,給出了本研究的理論基礎(chǔ),主要包括公共產(chǎn)品,公共服務(wù)和社會(huì)適應(yīng)定理論；然后介紹了四川省實(shí)施游牧民定居工程的主要工程建設(shè),包括“帳篷新生活行動(dòng)工程”,“9+3免費(fèi)教育計(jì)劃”和“衛(wèi)生事業(yè)發(fā)展計(jì)劃”等；基于廣泛的文獻(xiàn)和資料查閱,提出了HY縣游牧民定居工程調(diào)查研究的思路。然后提出了問(wèn)卷調(diào)查的思路和實(shí)施過(guò)程及結(jié)果,這是對(duì)調(diào)查結(jié)果進(jìn)行分析的基礎(chǔ)和前提。依據(jù)調(diào)查問(wèn)卷,重點(diǎn)訪(fǎng)談方法,給出定居對(duì)HY縣牧民的影響,游牧民定居存在的問(wèn)題,并在第六章給出相應(yīng)的分析和建議。本文結(jié)合HY縣的實(shí)際,通過(guò)對(duì)定居問(wèn)題進(jìn)行調(diào)查研究,提出了改進(jìn)的措施和建議,希望能夠?yàn)镠Y縣的定居工程的深入發(fā)展提供一定的幫助,并且對(duì)其他牧民定居工程的實(shí)施也可以起到一定的借鑒作用。
[Abstract]:Since the reform and opening up, our party has led the people to work hard and made the national economy develop rapidly. At the same time, our country is a unified, multi-ethnic socialist country. The national issue is a major issue that must be dealt with well in building socialism with Chinese characteristics. Promoting economic development in ethnic areas is an important guarantee of national equality. Since 2008, China has adopted a series of policies to help ethnic minority areas develop their economies. Since 2008, China has been in seven provinces, including Tibet, Sichuan, Qinghai, Gansu, Yunnan, Xinjiang, Inner Mongolia, etc. The "nomadic settlement project" was implemented in the autonomous region, making a small number of nomads live in areas with better natural, economic and social conditions. Sichuan Province has been in Aba Prefecture since 2009. In the tourist and pastoral areas of Ganzi and Liangshan prefectures, settlement projects and other livelihood projects such as the "9 / 3" education plan and the public health development plan have been implemented. The government has played a public management role in improving settlement life, medical and health care, and education. Social security, etc., dedicated to building an environment of good living, production and sustainable development for settlements: settlement construction is a complex systematic project that needs to be followed up on settlement construction, problems, etc. The most direct voice of herdsmen can be obtained through investigation and research, so as to ensure that the public management functions of the state and government can be brought into play more efficiently. This paper studies the background and significance of settlement, and the current research situation at home and abroad. The theoretical basis of this study is given, including the theory of public goods, public service and social adaptation, and then the main project construction of the nomadic settlement project in Sichuan Province is introduced. These include the "Tent New Life Action Project", the "9 / 3 Free Education Scheme" and the "Health Development Plan"; based on extensive literature and information, This paper puts forward the idea of investigation and research on the settlement project of nomadic herdsmen in HY County, and then puts forward the train of thought, the implementation process and the results of the questionnaire, which is the basis and premise for the analysis of the survey results. The influence of settlement on herdsmen in HY County and the problems existing in settlement of nomadic herdsmen are given, and the corresponding analysis and suggestions are given in Chapter 6th. Based on the practice of HY County, this paper puts forward some measures and suggestions for improvement through the investigation and study of settlement problems. It is hoped that it can provide some help for the further development of settlement project in HY county and can also be used for reference for the implementation of settlement project of other herdsmen.
