我國(guó)跨域公共危機(jī)治理的碎片化困境及其突破

【摘要】:跨域公共危機(jī)常態(tài)化是我國(guó)當(dāng)前無法回避的公共危機(jī)態(tài)勢(shì),有效治理跨域公共危機(jī)是我國(guó)公共事務(wù)治理的主要議題,但在近年來的實(shí)踐中,我國(guó)跨域公共危機(jī)治理卻存在碎片化的問題,制約著跨域公共危機(jī)的有效治理。本文立足我國(guó)跨域公共危機(jī)形勢(shì)及其治理的實(shí)踐,結(jié)合風(fēng)險(xiǎn)社會(huì)理論、碎片化理論、整體性治理理論,運(yùn)用文獻(xiàn)研究法、歸納法、案例分析法等研究方法,分析我國(guó)跨域公共危機(jī)治理存在的碎片化困境,剖析其生成機(jī)理,并探尋其破解之道。 跨域公共危機(jī)治理需要不同區(qū)域或領(lǐng)域的政府及其部門、社會(huì)、市場(chǎng)等多方力量共同聯(lián)合開展,而我國(guó)跨域公共危機(jī)治理過程中卻暴露出碎片化的問題。在價(jià)值有效整合上,相關(guān)的主體對(duì)跨域公共危機(jī)缺乏統(tǒng)一、一致的認(rèn)知,所依據(jù)的法律法規(guī)部門化傾向明顯,并在不同程度上彰顯地方或者部門利益;在職權(quán)與資源配置上,我國(guó)跨域公共危機(jī)治理主體成條塊狀分布,隸屬各異,職權(quán)分散,各種資源也分散于不同的主體,資源共享不足,協(xié)調(diào)聯(lián)動(dòng)比較困難,政府與社會(huì)、市場(chǎng)的力量對(duì)接顯得生澀,缺乏有效整合;在跨域公共危機(jī)治理的政策制定和執(zhí)行上也缺乏協(xié)調(diào)性、連貫性,存在“山頭主義”傾向。我國(guó)跨域公共危機(jī)治理所存在的碎片化困境,制約了有效地化解、消弭跨域公共危機(jī),不利于社會(huì)的和諧穩(wěn)定,也對(duì)政府的形象造成消極影響。 我國(guó)跨域公共危機(jī)治理陷于碎片化困境的生成機(jī)理涉及諸多因素,有關(guān)治理主體囿于非公利益是根本的原因,傳統(tǒng)過分追求經(jīng)濟(jì)發(fā)展的觀念和封閉、排外的行政文化在理念上掣肘著協(xié)作的開展,我國(guó)跨域公共危機(jī)治理體制部門分割、條塊分治的局限性和溝通協(xié)調(diào)、資源共享、問責(zé)等相關(guān)機(jī)制保障不足對(duì)跨域公共危機(jī)治理碎片化困境的形成具有直接的影響。 整體性治理理論作為當(dāng)前公共管理領(lǐng)域的新型理論,與我國(guó)跨域危機(jī)治理有著內(nèi)在的契合性。依據(jù)整體性治理理論,我們應(yīng)當(dāng)著力培育為公、為民的跨域公共危機(jī)治理理念,建構(gòu)整體性的機(jī)制保障和規(guī)范體系,建立常態(tài)化的治理機(jī)構(gòu),型構(gòu)三元互動(dòng)的協(xié)作治理模式,以促進(jìn)我國(guó)跨域公共危機(jī)治理突破碎片化困境,走向整體性治理,實(shí)現(xiàn)跨域公共危機(jī)的善治。
[Abstract]:The normalization of cross-domain public crisis is an unavoidable public crisis situation in our country at present. Effective governance of cross-domain public crisis is the main topic of public affairs governance in China, but in recent years, in practice, However, there are fragmentation problems in the management of cross-domain public crisis in China, which restrict the effective management of cross-domain public crisis. This paper bases on the situation of cross-domain public crisis and its management practice, combines the theory of risk society, fragmentation theory, By using the methods of literature research, induction and case analysis, the theory of holistic governance is used to analyze the fragmentation dilemma of cross-domain public crisis management in China, to analyze its formation mechanism, and to explore the ways to solve it. Cross-domain public crisis management needs the joint development of the government and its departments, society, market and other forces in different regions or fields. However, in the process of cross-domain public crisis management in China, the problems of fragmentation are exposed. The relevant subjects lack a unified and consistent understanding of the cross-domain public crisis, and the laws and regulations on which they are based tend to be divisional obviously, and to some extent show the local or departmental interests; in terms of authority and resource allocation, In our country, the main bodies of cross-domain public crisis management are distributed in blocks, with different subordination, different powers, various resources scattered in different subjects, insufficient resource sharing, relatively difficult coordination and linkage, and the connection between the government and the society and market forces appears astringent and astringent. Lack of effective integration, lack of coordination in the policy formulation and implementation of cross-regional public crisis management, coherence, and the tendency of "mountainism". The fragmentation dilemma of cross-regional public crisis management in China has restricted its effective solution. Eliminating the cross-regional public crisis is not conducive to social harmony and stability, but also has a negative impact on the image of the government. There are many factors involved in the forming mechanism of our country's cross-region public crisis management falling into fragmentation dilemma. The basic reason is that the governing subject is confined to the non-public interests, and the traditional over-pursuit of the idea of economic development is closed. The administrative culture of exclusion hinders the development of cooperation in concept, the division of departments of cross-domain public crisis management system, the limitation and coordination of communication and coordination, the sharing of resources, Accountability and other related mechanisms have a direct impact on the formation of cross-regional public crisis management fragmentation dilemma. As a new theory in the field of public management at present, the theory of holistic governance has an inherent agreement with our country's cross-domain crisis management. According to the theory of holistic governance, we should focus on cultivating the concept of cross-domain public crisis management for the public and the people. In order to promote the management of cross-domain public crisis in China, we can break through the fragmentation dilemma and move towards holistic governance by constructing a comprehensive mechanism guarantee and normative system, establishing a regular governance organization and a ternary interactive cooperative governance model. To realize the good governance of cross-domain public crisis.
