【摘要】：從政治文化的角度看,政治行為者并非"純理性人",而是"情況中的主體"(situated agency)。在立法聽證會(huì)上,代表們從自身政治身份的合法性、論點(diǎn)論據(jù)的合理性、話語(yǔ)方式的合情性等方面來(lái)構(gòu)建自己的政治話語(yǔ)�；诖�,筆者通過(guò)對(duì)兩個(gè)立法聽證會(huì)上41個(gè)代表發(fā)言中的545個(gè)論證點(diǎn)進(jìn)行文本分析,以考察當(dāng)前中國(guó)公共政治討論中精英與民眾代表的話語(yǔ)特征,探討這些特征的中國(guó)政治文化根源。在聽證過(guò)程中,聽證代表對(duì)政府以及自身政治身份的認(rèn)知、論證的"實(shí)用理性"特質(zhì)、政治文化中"言路"對(duì)代表論證的"塑形"作用、聽證代表們對(duì)"民生"這一價(jià)值觀的運(yùn)用是本文的四項(xiàng)基本假設(shè)。分析顯示,聽證會(huì)代表們緊密圍繞聽證事項(xiàng)進(jìn)行論證,積極運(yùn)用職業(yè)經(jīng)驗(yàn)和相關(guān)事實(shí)與知識(shí),主動(dòng)調(diào)動(dòng)民生、平等等核心價(jià)值觀,以維護(hù)自身合法性、鞏固觀點(diǎn)、增強(qiáng)論證的理性程度。精英和民眾代表與政府對(duì)話的話語(yǔ)形態(tài)明顯不同,體現(xiàn)出"理性輔政"和"理性傾訴"兩種中國(guó)公共政治討論的雛型。
[Abstract]:From the point of view of political culture, the political actors are not "pure rational people", but "the subject of the situation" in situ. At the legislative hearing, the representatives considered the legitimacy of their own political identity and the reasonableness of their arguments. Based on this, the author makes a textual analysis of 545 argumentation points of 41 delegates' speeches in two legislative hearings. In order to investigate the discourse characteristics of the elite and the representatives of the people in the current Chinese public political discussion, and to explore the root of these characteristics, the hearing representatives' cognition of the government and their own political identity during the hearing process, The characteristics of "practical rationality", the role of "speech" in political culture, and the application of the values of "people's livelihood" by hearing representatives are four basic hypotheses of this paper. The hearing representatives closely demonstrated the hearing matters, actively applied their professional experience and relevant facts and knowledge, and actively mobilized the core values of people's livelihood and equality in order to safeguard their own legitimacy and consolidate their views. The discourse form of the dialogue between the elite and the public and the government is obviously different, which embodies the two kinds of rudiments of "rational auxiliary politics" and "rational talk" in Chinese public political discussion.
