【摘要】：甘肅省民勤縣作為典型的生態(tài)脆弱地區(qū),其生態(tài)惡化問(wèn)題一直是政府和公眾關(guān)注的焦點(diǎn)。由于水資源的缺乏和近年來(lái)土地荒漠化的快速加劇,民勤縣發(fā)生了自發(fā)性的大規(guī)模持續(xù)性人口外流。本文主要基于公共管理理論、人口學(xué)理論和社會(huì)學(xué)理論,采用問(wèn)卷調(diào)查、半結(jié)構(gòu)訪談和深入訪談等研究方法對(duì)民勤縣人口外流的特征、原因和影響機(jī)制進(jìn)行分析,并從公共管理的視角提出一些啟示和結(jié)論。論文分為六章。第一章為本文的背景介紹及文獻(xiàn)綜述部分；第二章通過(guò)兩次實(shí)地調(diào)研數(shù)據(jù)分析與對(duì)比,描述民勤縣人口外流現(xiàn)象的特征；第三章利用第五次和第六次全國(guó)人口普查數(shù)據(jù)分析了民勤縣人口外流現(xiàn)象產(chǎn)生的原因；第四章對(duì)民勤縣農(nóng)村社區(qū)產(chǎn)生的影響機(jī)制進(jìn)行了分析,這也是本文的重點(diǎn)部分；作為本文難點(diǎn)部分的第五章,本章著重對(duì)民勤縣發(fā)展因人口外流面臨何種問(wèn)題；政府在面臨這些問(wèn)題時(shí)應(yīng)采取何種措施保證民勤縣人口、資源環(huán)境和經(jīng)濟(jì)發(fā)展的持續(xù)性和可協(xié)調(diào)性等進(jìn)行了解答和總結(jié),希冀為民勤縣農(nóng)村社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展和現(xiàn)代化轉(zhuǎn)型提供可供參考的政策建議。本文的基本結(jié)論有以下幾個(gè)方面：1.民勤縣存在著長(zhǎng)期的自發(fā)性的具有一定規(guī)模的人口外流活動(dòng),并且這種人口外流的趨勢(shì)在逐漸加強(qiáng)；2.人口外流雖然在一定程度上緩解了民勤縣內(nèi)的人地矛盾,但是由于其無(wú)組織和局限性,導(dǎo)致出現(xiàn)了各種社會(huì)問(wèn)題需待解決；3.人口外流的原因分為主觀原因和客觀原因,其中獨(dú)特的人口外流文化與人口的遷移行為有著正相關(guān)性；4.從公共管理角度來(lái)說(shuō),政府對(duì)待人口外流的重視程度不高,生態(tài)移民等相關(guān)政策實(shí)施不夠成功,作為服務(wù)型政府,需要做出更多努力與反思。
[Abstract]:As a typical ecological fragile area, the ecological deterioration of Minqin County in Gansu Province has always been the focus of attention of the government and the public. Due to the lack of water resources and the rapid increase of land desertification in recent years, The spontaneous and sustained population outflow occurred in Minqin County. Based on the theories of public administration, demography and sociology, this paper adopts questionnaire survey. Semi-structured interviews and in-depth interviews are used to analyze the characteristics, causes and influencing mechanisms of population outflow in Minqin County. The paper is divided into six chapters. The first chapter is the background of this paper and literature review part; the second chapter through two field research data analysis and comparison, The third chapter analyzes the causes of the phenomenon of population outflow in Minqin County by using the data of 5th and 6th national censuses. Chapter 4th analyzes the influence mechanism of rural communities in Minqin County. This is also the key part of this paper; as the 5th chapter of the difficult part of this article, this chapter focuses on the development of Minqin County because of the population outflow, what measures should the government take to ensure the population of Minqin County, The sustainability and coordination of the resources, environment and economic development have been answered and summarized. It is hoped to provide policy advice for the sustainable development of rural social economy and modernization transformation in Minqin County. The basic conclusions of this paper are as follows: 1. Minqin County has a long-term spontaneity with a certain scale. Of the population outflow activities, And this trend of population outflow is gradually strengthening. Although to some extent, the population outflow alleviates the contradiction between people and land in Minqin County, but because of its lack of organization and limitations, 3. The causes of population outflow are divided into subjective and objective causes, in which the unique culture of population outflow is positively related to the migration behavior of the population. 4. From the perspective of public management, The government does not attach great importance to the outflow of population, and the implementation of related policies such as ecological migration is not successful enough. As a service-oriented government, more efforts and introspection should be made.
