【摘要】：問責(zé)制是民主政治的基本要求,是改善政府管理的一種有效制度。在國內(nèi),自2003年“非典”以后,問責(zé)開始逐步推行。2008年,隨著云南省提出并實(shí)施“責(zé)任政府四項(xiàng)制度”,作為其中之一的行政問責(zé)制開始在云南建立推行,昆明市作為云南的省會(huì)城市,全省綜合性改革試點(diǎn)城市,依托軟環(huán)境建設(shè)活動(dòng),開始了問責(zé)工作的探索和實(shí)踐,走出了一條具有自身特色的發(fā)展之路。 本文共分五各部分,第一部分主要介紹了選題的背景、意義,國內(nèi)外研究的基本情況和本文的研究思路、方法、創(chuàng)新點(diǎn)。第二部分對行政問責(zé)制進(jìn)行了一個(gè)全面的概述,在綜合分析國內(nèi)一些學(xué)者對政問責(zé)制的論述后,對行政問責(zé)的涵義、構(gòu)成要素、基本功能和遵循原則進(jìn)行了闡述,并介紹了美國、英國、香港的工作情況和對昆明市的經(jīng)驗(yàn)啟示。第三部分對昆明市的行政問責(zé)制進(jìn)行了一個(gè)全面系統(tǒng)的分析,論述了昆明市行政問責(zé)制的三個(gè)發(fā)展階段、總結(jié)了七個(gè)方面的工作特點(diǎn)和取得的工作成效。第四部分重點(diǎn)分析了當(dāng)前昆明市行政問責(zé)制推進(jìn)實(shí)施過程中存在的四個(gè)方面的問題和原因。第五部分針對前面四部分的介紹,圍繞如何解決存在問題,提出了四個(gè)方面完善工作的思路對策。 本文的寫作數(shù)據(jù)資料詳實(shí)、內(nèi)容豐富、針對性較強(qiáng),不僅有效分析和回答了昆明市行政問責(zé)制發(fā)展過程中存在的問題,而且提出了完善提高昆明市行政問責(zé)制的思路對策,對提高昆明市行政問責(zé)制的科學(xué)化合規(guī)范化水平具有較大的幫助,也對云南省乃至國內(nèi)地方政府行政問責(zé)制的建設(shè)發(fā)展具有借鑒和指導(dǎo)意義。
[Abstract]:Accountability is a basic requirement of democratic politics and an effective system for improving government management. In China, accountability has been implemented gradually since SARS in 2003. On 2008, With the introduction and implementation of the "four responsible government systems" in Yunnan Province, the administrative accountability system as one of them began to be established and implemented in Yunnan. Kunming, as the capital city of Yunnan, and the pilot city of comprehensive reform in the whole province, relied on the soft environment construction activities. Began the work of accountability and practice, out of its own characteristics of the development of the road. This paper is divided into five parts. The first part mainly introduces the background, significance, basic situation of domestic and foreign research and the research ideas, methods and innovations of this paper. The second part gives a comprehensive overview of the administrative accountability system. After synthetically analyzing some domestic scholars' exposition on political accountability system, this paper expounds the meaning, components, basic functions and principles of administrative accountability, and introduces the United States, Britain, and the United States of America, the United Kingdom, the United States, the United Kingdom, the United States and the United Kingdom. The third part makes a comprehensive and systematic analysis of the administrative accountability system in Kunming, and discusses the three stages of development of the administrative accountability system in Kunming. This paper summarizes the characteristics and achievements of seven aspects of the work. Part 4th focuses on the analysis of the four problems and reasons existing in the implementation of the administrative accountability system in Kunming. Part 5th focuses on the introduction of the first four parts. Around how to solve the existing problems, this paper puts forward four ways to perfect the work. The writing data in this paper are full of data, rich in content and strong in pertinence. It not only effectively analyzes and answers the problems existing in the development of administrative accountability system in Kunming, but also puts forward some countermeasures to improve the administrative accountability system in Kunming. It is of great help to improve the scientific and standardized level of administrative accountability system in Kunming, and also has reference and guidance significance to the construction and development of administrative accountability system in Yunnan Province and even in China.
