成都市市級(jí)黨政部門領(lǐng)導(dǎo)干部分類量化考評(píng)的案例研究

【摘要】:充分發(fā)揮好干部考評(píng)的導(dǎo)向、激勵(lì)和監(jiān)督作用,樹(shù)立良好的工作導(dǎo)向和用人導(dǎo)向,是中央對(duì)各地干部選拔任用工作的一貫要求。成都市在認(rèn)真總結(jié)吸收各地成功經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合本地實(shí)際,把干部考評(píng)作為選準(zhǔn)用好干部的重要前提,服務(wù)和推動(dòng)科學(xué)發(fā)展的有效手段,探索建立和完善了與成都加快推進(jìn)現(xiàn)代化和國(guó)際化進(jìn)程相適應(yīng)的干部考評(píng)機(jī)制。2010年,成都市委組織部制發(fā)了《成都市市級(jí)部門領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部分類量化考核暫行辦法》,該《辦法》在綜合運(yùn)用各種日常考核辦法的基礎(chǔ)上,創(chuàng)造性地提出了“量化考核、分類比較、定性評(píng)價(jià)”的綜合考核評(píng)價(jià)方式,提升了組織部門對(duì)干部考評(píng)的準(zhǔn)確性、可靠度,,增強(qiáng)了考評(píng)工作的統(tǒng)籌性、實(shí)效性、針對(duì)性,為成都市在新時(shí)期選拔任用、獎(jiǎng)懲監(jiān)督干部提供了客觀有效的評(píng)價(jià)工具。 本文在深化干部人事制度改革的大背景下,以探索建立體現(xiàn)科學(xué)發(fā)展觀要求的地方黨政部門領(lǐng)導(dǎo)干部綜合考評(píng)體系為主線,綜合運(yùn)用績(jī)效管理、績(jī)效考核的公共管理理論,結(jié)合學(xué)習(xí)借鑒國(guó)內(nèi)外相關(guān)研究成果,通過(guò)引入案例分析的方法,從實(shí)施背景、工作實(shí)踐、理論研究等多個(gè)層面,對(duì)成都市正在實(shí)施的分類量化考評(píng)辦法進(jìn)行了系統(tǒng)研究、個(gè)案分析,分別從實(shí)施主體、部門分類、量化評(píng)價(jià)等三個(gè)方面進(jìn)行全面剖析,并在此基礎(chǔ)上得出相應(yīng)的普遍性結(jié)論,為其他地區(qū)的干部考核工作提供了一定程度的借鑒和啟示。 本文緊緊抓住當(dāng)干部考評(píng)失真的普遍性問(wèn)題,堅(jiān)持一切從實(shí)際出發(fā),以成都市市級(jí)黨政部門為例,通過(guò)案例分析對(duì)地方黨政部門領(lǐng)導(dǎo)干部考評(píng)的基本框架進(jìn)行了整體構(gòu)架,對(duì)成都市實(shí)施領(lǐng)導(dǎo)干部分類量化考評(píng)的具體作法進(jìn)行了系統(tǒng)的剖析和闡述,務(wù)求找準(zhǔn)、找實(shí)、厘清地方黨政部門領(lǐng)導(dǎo)干部考評(píng)的特點(diǎn)、機(jī)制和內(nèi)在規(guī)律。本文通過(guò)對(duì)成都分類量化考評(píng)辦法的案例分析,對(duì)黨政領(lǐng)導(dǎo)干部考評(píng)體系進(jìn)行了重新定義,特別是對(duì)分類量化考評(píng)的關(guān)鍵要素實(shí)施主體、部門分類、量化評(píng)價(jià)等進(jìn)行了深入分析和研究。這些關(guān)鍵要素作為干部考評(píng)體系的核心構(gòu)成部分具有較強(qiáng)的研究意義和參考價(jià)值,與以往學(xué)者對(duì)干部考評(píng)體系單一要素的研究相比,本文的研究對(duì)其他地方的干部考評(píng)體系建設(shè)更具有參考和借鑒意義。
[Abstract]:Giving full play to the guidance, encouragement and supervision of cadres' appraisal and evaluation, and establishing good work orientation and personnel orientation, are the consistent requirements of the central authorities for the selection and appointment of cadres in various localities. Chengdu, on the basis of conscientiously summing up and absorbing the successful experiences of various localities, In light of local realities, we should take cadre appraisal as an important prerequisite for the proper selection and use of cadres, and serve and promote the effective means of scientific development. To explore the establishment and improvement of a cadre appraisal mechanism suited to the accelerated modernization and internationalization of Chengdu. In 2010, The Organization Department of the Chengdu Municipal Party Committee has issued the interim measures for the Classification and quantitative Assessment of leading bodies and leading cadres of the Municipal departments of Chengdu, which creatively put forward the "quantitative examination" on the basis of the comprehensive application of various daily examination methods. Classified and compared, the comprehensive assessment and evaluation method of qualitative evaluation has improved the accuracy and reliability of the evaluation of cadres by the organizational departments, enhanced the overall planning, effectiveness, and pertinence of the appraisal work, and provided for the selection and appointment of Chengdu in the new period. Rewards and punishment supervision cadres provide an objective and effective evaluation tool. Under the background of deepening the reform of cadre and personnel system, this paper explores the establishment of a comprehensive evaluation system for leading cadres of local party and government departments, which embodies the requirements of the scientific development view, and comprehensively applies the public management theory of performance management and performance appraisal. Combined with the study of relevant research results at home and abroad, through the introduction of case analysis method, from the implementation background, work practice, theoretical research and other levels, the implementation of the Chengdu is a systematic study of the classification and quantification evaluation method. Case analysis, respectively from the implementation of the main body, department classification, quantitative evaluation of the three aspects of the overall analysis, and on the basis of the corresponding universal conclusions, for other regions to provide a certain degree of reference and inspiration for the work of cadre assessment. This paper firmly grasps the universal problem of the distortion of the appraisal of cadres, insists that all proceed from the reality, takes the Chengdu municipal party and government department as an example, through the case analysis has carried on the overall framework to the local party and government department leading cadre appraisal basic frame. This paper has systematically analyzed and expounded the concrete methods of carrying out the classified and quantitative evaluation of leading cadres in Chengdu, in order to find out the correct, practical and clear characteristics of the appraisal of leading cadres in the local party and government departments. This paper redefines the evaluation system of party and government leading cadres through the case analysis of Chengdu's classified quantitative evaluation method, especially the main body of implementing the key elements of classified quantitative evaluation, and the department classification. These key elements, as the core components of the cadre appraisal system, are of great significance and reference value, compared with the previous researches on the single elements of the cadre appraisal system. The research of this paper has more reference and significance for the construction of cadre appraisal system in other places.
