【摘要】：使用邏輯歸納法和文獻(xiàn)分析法等研究方法,從新公共管理和新公共服務(wù)理論視角出發(fā),對(duì)中國(guó)體育發(fā)展方式由國(guó)家體育轉(zhuǎn)向公共體育這一基本問題進(jìn)行了深入討論。在回顧國(guó)家與公共關(guān)系理論的基礎(chǔ)上,闡述了中國(guó)公共體育轉(zhuǎn)向的基本內(nèi)涵,構(gòu)建了公共體育發(fā)展方式下群眾體育和競(jìng)技體育協(xié)調(diào)發(fā)展的關(guān)系模型,論證了公共體育的價(jià)值基礎(chǔ);在分析國(guó)際公共社會(huì)發(fā)展趨勢(shì)和中國(guó)組織理性成熟、公民理性不足的前提下,構(gòu)建了基于較為成熟的組織理性暫時(shí)替代尚未成熟的公民理性的中國(guó)公共體育發(fā)展方式模型,明確提出了公共體育的價(jià)值基礎(chǔ)、發(fā)展目標(biāo)、實(shí)現(xiàn)路徑和保障措施等基本要求,旨在為中國(guó)實(shí)現(xiàn)體育發(fā)展方式的順利轉(zhuǎn)向提供理論支持。
[Abstract]:From the perspective of new public management and new public service theory, we use the methods of logical induction and literature analysis. This paper makes a deep discussion on the basic issue of the development of Chinese sports from national sports to public sports. On the basis of reviewing the theory of state and public relations, this paper expounds the basic connotation of the development of Chinese public sports. This paper constructs the relationship model between mass sports and competitive sports under the mode of public sports development, demonstrates the value basis of public sports, and analyzes the development trend of international public society and the maturity of Chinese organizational rationality. Based on the lack of citizen rationality, this paper constructs a model of Chinese public sports development mode, which is based on the relatively mature organizational rationality to replace the immature citizen rationality, and puts forward the value foundation and development goal of public sports. The purpose of this paper is to provide theoretical support for the smooth turning of sports development mode in China.
