【摘要】：近幾年,我國對教育事業(yè)的重視和對高校建設(shè)投入逐年增大,特別是自1999年我國政府出臺普通高校擴(kuò)大招生規(guī)模的政策以來,各地高校均快速發(fā)展、加速基礎(chǔ)設(shè)施建設(shè)、改善教學(xué)條件,綿延數(shù)里、規(guī)模宏大的“新校區(qū)"、“大學(xué)城”如雨后春筍般快速發(fā)展了起來,成為許多地區(qū)一道靚麗的風(fēng)景。高�；A(chǔ)建設(shè)不僅擴(kuò)大了招生規(guī)模、吸引了生源,更是支持著學(xué)校教育工作更好的開展,這本是一件利國利民的好事,但令人痛心的是腐敗隨著高校基建工程的開展也慢慢在高校滋生開來,“象牙塔”在公眾心目中清水衙門的形象轟然坍塌,昔日的“象牙塔”逐漸成為了“蛀蟲塔”。近年來,我國高�；I(lǐng)域腐敗案件呈持續(xù)高發(fā)態(tài)勢,收賄、受賄甚至索賄的事件被頻頻曝光,高�；ǖ母瘮〔粌H嚴(yán)重影響了工程的質(zhì)量,對學(xué)校的廣大師生造成了一定影響,更是敗壞了社會風(fēng)氣。 本文以研究報告的形式,通過調(diào)查問卷、訪談等方法對得出的相關(guān)數(shù)據(jù)進(jìn)行統(tǒng)計分析,對高校腐敗及其防治問題進(jìn)行深入研究。文章第一章先說明了調(diào)研的背景、調(diào)研的目、意義,隨后對調(diào)研選題做了現(xiàn)狀分析,最后對如何調(diào)研做出規(guī)劃。文章第二章通過調(diào)查問卷、訪談的形式找出調(diào)研所研究工作的成績及問題。文章第三章運(yùn)用相關(guān)政策、法規(guī)和公共管理相關(guān)理論工具對調(diào)研中發(fā)現(xiàn)的現(xiàn)象、問題(或經(jīng)驗)進(jìn)行綜合的成因分析。文章第四章根據(jù)分析,對調(diào)研主題提出相關(guān)的政策或建議。文章第五章對提出論文研究的主要觀點(diǎn)、研究的創(chuàng)新之處、不足和該選課題需要進(jìn)一步研究的新問題,并對新問題做簡要的分析和論證。
[Abstract]:In recent years, our country has paid more attention to the education cause and invested more and more in the construction of colleges and universities. Especially since 1999, the government of our country has introduced the policy of expanding the enrollment scale of ordinary colleges and universities, the colleges and universities in various places have developed rapidly and accelerated the construction of infrastructure. Improving the teaching conditions, extending for several miles, the large-scale "new campus" and the "university town" have sprung up quickly, becoming a beautiful scenery in many areas. The infrastructure construction of colleges and universities has not only expanded the enrollment scale, but also attracted students. It also supports the better development of school education, which is a good thing that benefits the country and the people. However, it is distressing that corruption is slowly growing in colleges and universities with the development of university infrastructure projects. The image of the "ivory tower" in the public mind has collapsed in the eyes of the Shimizu Yamen, and the old "ivory tower" has gradually become a "borer tower." in recent years, Corruption cases in the field of university infrastructure in our country continue to show a high rate of occurrence. The incidents of taking bribes, accepting bribes or even asking for bribes are frequently exposed. Corruption in the construction of colleges and universities not only seriously affects the quality of the project, but also has a certain impact on the vast number of teachers and students in the schools. It is even worse for the social atmosphere. In the form of a research report, through questionnaire, interviews and other methods of statistical analysis of the obtained data, corruption and its prevention and control problems in colleges and universities are deeply studied. The first chapter of the article describes the background of the investigation, the purpose of the investigation. The second chapter finds out the achievements and problems of the research work through questionnaires and interviews. Chapter three applies relevant policies. A comprehensive analysis of the causes of the phenomena, problems (or experiences) found in the survey is carried out by regulations and relevant theoretical tools of public administration. Chapter 4th, based on the analysis, In Chapter 5th, the author puts forward the main points of view, the innovation of the research, the shortcomings and the new problems which need to be further studied, and makes a brief analysis and demonstration of the new problems.
