民盟X省省委機(jī)關(guān)績效管理現(xiàn)狀及對(duì)策研究

【摘要】:在近幾十年的西方各國行政改革過程中,績效管理作為成功經(jīng)驗(yàn)得到政府的普遍吸收與借鑒,并已演變成當(dāng)今西方各國實(shí)施政府再造、政府改革、落實(shí)政府責(zé)任及改進(jìn)與評(píng)價(jià)政府管理的行之有效的工具。從目前的情況看,以英美為首的西方國家在政府績效管理的實(shí)踐方面積累了較為豐富的經(jīng)驗(yàn),取得了一定的成就,而且也形成了一套較為成熟的理論和方法。當(dāng)前,隨著我國經(jīng)濟(jì)的高速發(fā)展和社會(huì)的深度變革,政治民主化程度不斷提高,人民民主訴求日益增強(qiáng),與之相適應(yīng)的行政體制改革勢在必行。我國政府正在努力提高工作效率和工作效果,致力于建設(shè)服務(wù)型、責(zé)任型的高效政府。作為我國協(xié)商制民主重要組成部分的民主黨派,黨派機(jī)關(guān)的績效管理改革也成為我國行政體制改革的重要組成部分。自2006年《公務(wù)員法》實(shí)施以來,民主黨派機(jī)關(guān)工作人員被列入國家公務(wù)員序列,按照各地制定的績效考核細(xì)則進(jìn)行考核,各地黨派機(jī)關(guān)也相繼出臺(tái)了一系列措施和要求對(duì)機(jī)關(guān)部門進(jìn)行績效管理,以改變機(jī)關(guān)工作作風(fēng)及提高工作效率。然而民主黨派機(jī)關(guān)績效管理依然存在嚴(yán)重不足,在實(shí)踐的管理創(chuàng)新以及理論研究上都較為匱乏,如何對(duì)實(shí)踐現(xiàn)狀予以理性審視并構(gòu)建契合我國民主黨派機(jī)關(guān)實(shí)際的績效管理體系是亟待解決的重要研究課題。本文依據(jù)公共管理與績效管理的基本理論及原理,在全面回顧政府績效管理的理論研究及實(shí)踐基礎(chǔ)上,綜合運(yùn)用文獻(xiàn)調(diào)查、實(shí)地訪談等方法,以中國民主同盟X省省委機(jī)關(guān)為研究個(gè)案,全面系統(tǒng)地對(duì)其績效管理進(jìn)行深度剖析,在客觀描述民盟X省省委機(jī)關(guān)績效管理的現(xiàn)實(shí)狀況以及對(duì)機(jī)關(guān)干部進(jìn)行深度訪談基礎(chǔ)上,診斷該機(jī)關(guān)績效管理中存在的問題并分析其產(chǎn)生的原因,最后提出民盟X省省委機(jī)關(guān)績效管理的發(fā)展對(duì)策。
[Abstract]:In the process of administrative reform in western countries in recent decades, performance management, as a successful experience, has been widely absorbed and used for reference by the government, and has evolved into the implementation of government restructuring and government reform in western countries today. From the current situation, western countries, led by the United States and Britain, have accumulated rich experience in the practice of government performance management. At present, with the rapid development of China's economy and the depth of social change, the degree of political democratization has been improved. With the increasing demand for democracy, it is imperative to reform the administrative system. Our government is striving to improve the efficiency and effectiveness of the work, committed to the construction of service-oriented. Responsible and efficient government. As an important part of China's consultative democracy, democratic parties. Party performance management reform has also become an important part of the reform of the administrative system in China. Since the implementation of the Civil servant Law in 2006, the functionaries of democratic party organs have been listed in the national civil service sequence. In accordance with the performance appraisal rules formulated by various localities, local party and government departments have also issued a series of measures and requirements for performance management. In order to change the work style and improve the work efficiency, however, there are still serious deficiencies in the performance management of democratic party organs, and the practice of management innovation and theoretical research are relatively scarce. How to rationally examine the current situation of practice and build a performance management system that accords with the actual situation of democratic parties in China is an important research topic to be solved urgently. This paper is based on the basic theory and principle of public management and performance management. On the basis of a comprehensive review of the theory and practice of government performance management, a comprehensive use of literature investigation, field interviews and other methods, with the China Democratic League X provincial party committee as a case study. In a comprehensive and systematic in-depth analysis of its performance management, on the basis of objectively describing the actual situation of performance management of the provincial party committee of NLD X province and conducting in-depth interviews with government cadres. The problems existing in the performance management of this organization are diagnosed and the causes are analyzed. Finally, the development countermeasures of the performance management of the provincial party committee of the NLD X province are put forward.
