【摘要】：實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略是黨的十八大作出的重大戰(zhàn)略部署。通過建設(shè)科學(xué)城或高新技術(shù)開發(fā)區(qū),促進(jìn)科技與經(jīng)濟(jì)緊密融合,以科技創(chuàng)新推動(dòng)傳統(tǒng)產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)和戰(zhàn)略性新興產(chǎn)業(yè)的培育,已成為國內(nèi)各省市謀求創(chuàng)新驅(qū)動(dòng)發(fā)展的重要形式。 2013年7月,舟山市委、市政府作出了建設(shè)中國(舟山)海洋科學(xué)城的決定,將舉全市之力、引全球之智,集聚海洋科技創(chuàng)新資源,打造產(chǎn)學(xué)研有機(jī)融合的海洋科技創(chuàng)新體系,培育創(chuàng)新型海洋高科技產(chǎn)業(yè)集群,為新區(qū)轉(zhuǎn)型升級(jí)發(fā)展提供科技驅(qū)動(dòng)力,為浙江建設(shè)“海洋強(qiáng)省”和“創(chuàng)新型省份”提供重要支撐。 本文以中國(舟山)海洋科學(xué)城建設(shè)為研究對象,通過理論分析和比較分析等研究方法,對海洋科學(xué)城、海洋科技創(chuàng)新、產(chǎn)城融合等相關(guān)概念進(jìn)行分析,運(yùn)用新公共管理、產(chǎn)業(yè)集群、多元驅(qū)動(dòng)、區(qū)域創(chuàng)新等相關(guān)理論,對國內(nèi)外典型科學(xué)城案例進(jìn)行剖析,為舟山海洋科學(xué)建設(shè)提供了必要的理論依據(jù)和可供借鑒的創(chuàng)新經(jīng)驗(yàn)。論文對舟山海洋科學(xué)城的現(xiàn)狀進(jìn)行了詳細(xì)的分析,闡述了舟山海洋科學(xué)城建設(shè)的三大優(yōu)勢和五大制約因素。 最后,論文對舟山海洋科學(xué)城建設(shè)提出了四方面的對策建議,即：一要?jiǎng)?chuàng)新海洋科學(xué)城組織和管理機(jī)制。合理確立海洋科學(xué)城管理體制,加強(qiáng)對外交流合作平臺(tái)建設(shè),推進(jìn)產(chǎn)業(yè)組織創(chuàng)新；二要實(shí)施產(chǎn)業(yè)聚焦政策、建設(shè)海洋科技特色園區(qū)。圍繞海洋與科技兩個(gè)主題進(jìn)行產(chǎn)業(yè)規(guī)劃與引導(dǎo),推動(dòng)海洋特色產(chǎn)業(yè)集群發(fā)展；三要構(gòu)建服務(wù)支撐體系、建設(shè)智慧品質(zhì)園區(qū)。產(chǎn)城融合、打造多功能的復(fù)合城市社區(qū),服務(wù)集成、構(gòu)建產(chǎn)業(yè)平臺(tái)服務(wù)體系,政策聚焦、形成推進(jìn)科學(xué)城發(fā)展合力;四要?jiǎng)?chuàng)新融資模式、助推科學(xué)城快速發(fā)展。做大做強(qiáng)融資平臺(tái),推動(dòng)科技金融發(fā)
[Abstract]:The implementation of the strategy of innovation-driven development is an important strategic deployment made by the 18 National Congress of the Communist Party of China, which promotes the close integration of science and technology with the economy through the construction of a science city or a high-tech development zone. To promote the transformation and upgrading of traditional industries and the cultivation of strategic emerging industries with scientific and technological innovation has become an important form of innovation driven development in various provinces and cities in China. In July 2013, the Zhoushan Municipal Party Committee and the Municipal Government made the decision to build China (Zhoushan) Marine Science City, which will draw the strength of the whole city, attract the wisdom of the whole world, and gather marine science and technology innovation resources. Create an organic integration of industry, education and research marine science and technology innovation system, cultivate innovative marine high-tech industrial cluster, for the new area transformation and upgrading to provide a scientific and technological driving force. Zhejiang to build a "strong ocean province" and "innovative provinces" to provide important support. In this paper, the construction of China (Zhoushan) marine science city as the research object, through theoretical analysis and comparative analysis and other research methods, the marine science city, marine science and technology innovation, industrial integration and other related concepts are analyzed. Using the new public management, industrial cluster, multi-drive, regional innovation and other related theories, this paper analyzes the typical science city cases at home and abroad. It provides the necessary theoretical basis and innovative experience for the construction of marine science in Zhoushan. This paper makes a detailed analysis of the current situation of the marine science city in Zhoushan. This paper expounds three advantages and five restrictive factors of the construction of Zhoushan Marine Science City. Finally, the paper puts forward four countermeasures to the construction of the marine science city in Zhoushan: first, we should innovate the organization and management mechanism of the marine science city and establish the management system of the marine science city reasonably. Strengthening the construction of foreign exchange and cooperation platform and promoting innovation of industrial organization; Secondly, it is necessary to implement the policy of focusing on industry, to build marine science and technology characteristic park, to plan and guide the industry around the two themes of ocean and science and technology, and to promote the development of marine characteristic industry cluster. Thirdly, it is necessary to construct service support system, build intelligent quality park, produce and city integration, create multi-function complex urban community, service integration, build industry platform service system, policy focus. Forming and pushing forward the development of Science City; Fourth, it is necessary to innovate the financing model and boost the rapid development of the Science City. To make the financing platform bigger and stronger, to promote the development of science and technology finance.
