【摘要】：養(yǎng)老服務(wù)是專門面向老齡群體提供服務(wù)的一個(gè)行業(yè),它根據(jù)老人的實(shí)際需求,提供各種各樣的服務(wù)項(xiàng)目。發(fā)展養(yǎng)老服務(wù),具有深遠(yuǎn)的社會(huì)意義,這樣不僅可以滿足老年人群各方面的養(yǎng)老需求,實(shí)現(xiàn)老齡化社會(huì)的健康發(fā)展,而且有助于產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整升級(jí),同時(shí),在一定程度上有效緩解了社會(huì)中的就業(yè)壓力。本論文由五個(gè)部分構(gòu)成：第一部分緒論,對(duì)問(wèn)題提出的原因進(jìn)行闡述,分析課題研究的現(xiàn)實(shí)意義；同時(shí)簡(jiǎn)單描述了目前國(guó)內(nèi)外與課題相關(guān)的研究成果,并對(duì)論文研究的理論基礎(chǔ)、研究方法和技術(shù)路線進(jìn)行介紹。第二部分,從經(jīng)濟(jì)發(fā)展水平、人口結(jié)構(gòu)、老齡化現(xiàn)狀三個(gè)方面對(duì)江蘇省張家港市的概況進(jìn)行簡(jiǎn)單闡述,然后,透過(guò)張家港的養(yǎng)老模式分析養(yǎng)老服務(wù)的發(fā)展現(xiàn)狀,針對(duì)居家養(yǎng)老、社區(qū)養(yǎng)老、機(jī)構(gòu)養(yǎng)老三種模式中的典型案例進(jìn)行詳細(xì)描述,并對(duì)比分析各種模式的適用人群。第三部分,采用SWOT分析方法,對(duì)張家港市發(fā)展養(yǎng)老服務(wù)的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)、威脅進(jìn)行深入分析。第四部分,對(duì)美國(guó)、日本的養(yǎng)老服務(wù)發(fā)展現(xiàn)狀進(jìn)行研究,美國(guó)的“倒按揭”、居家養(yǎng)老服務(wù)、養(yǎng)老社區(qū),以及日本的老年住宅、養(yǎng)老護(hù)理等養(yǎng)老服務(wù)均已發(fā)展成熟。同時(shí),分析美國(guó)、日本在發(fā)展養(yǎng)老服務(wù)方面可供我們借鑒的成功經(jīng)驗(yàn)。第五部分,針對(duì)張家港市養(yǎng)老服務(wù)的未來(lái)發(fā)展提出自己的建議和想法。本文的創(chuàng)新點(diǎn)為通過(guò)對(duì)張家港市的老齡化社會(huì)現(xiàn)狀及養(yǎng)老模式進(jìn)行深入研究,分析發(fā)展養(yǎng)老服務(wù)的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)、威脅,同時(shí),借鑒美國(guó)、日本這些早已步入老齡化社會(huì)的發(fā)達(dá)國(guó)家在解決養(yǎng)老問(wèn)題方面的成功經(jīng)驗(yàn),并融合新公共管理理論及公共選擇理論的重要思想,提出發(fā)展養(yǎng)老服務(wù)的具體對(duì)策與建議。論文最終得出在公共養(yǎng)老資源有限,社會(huì)養(yǎng)老保障體系尚不完善的今天,若想妥善解決養(yǎng)老這一社會(huì)問(wèn)題,需要群策群力,全面發(fā)動(dòng)社會(huì)力量,廣泛引進(jìn)民間資本進(jìn)行投資,所以,我認(rèn)為將社會(huì)化、市場(chǎng)化的運(yùn)營(yíng)模式應(yīng)用到養(yǎng)老服務(wù)的發(fā)展中,是攻克養(yǎng)老難題的重要途徑。
[Abstract]:Pension service is a special service for the elderly. It provides a variety of services according to the actual needs of the elderly. The development of pension services has far-reaching social significance. This can not only meet the needs of the elderly in all aspects of pension, achieve the healthy development of an aging society, but also contribute to the adjustment and upgrading of industrial structure, at the same time. This paper is composed of five parts: the first part is the introduction, the reason of the problem is expounded, and the practical significance of the research is analyzed. At the same time, it briefly describes the current domestic and foreign research results related to the subject, and introduces the theoretical basis, research methods and technical routes of the paper. The second part, from the level of economic development, population structure. Aging status in three aspects of Zhangjiagang City, Jiangsu Province, a brief description of the general situation, and then, through Zhangjiagang pension model analysis of the status quo of the development of pension services, for home pension, community pension. The typical cases of three models of institutional pension are described in detail, and the applicable population of various models are compared and analyzed. The third part, using SWOT analysis method, to Zhangjiagang City to develop the advantages and disadvantages of pension services. The opportunity, the threat carries on the thorough analysis. 4th part, carries on the research to the United States, Japan's endowment service development present situation, the United States "the reverse mortgage", the home endowment service, the pension community, and the Japanese old age housing. Pension care and other pension services have developed and matured. At the same time, the analysis of the United States and Japan in the development of pension services can be used for reference by us in the successful experience. 5th part. In view of the future development of Zhangjiagang City pension services put forward their own suggestions and ideas. The innovation of this paper is through the aging of Zhangjiagang City social situation and old-age model in-depth study. This paper analyzes the advantages, disadvantages, opportunities and threats of the development of pension services, and at the same time, draws lessons from the successful experiences of the developed countries, such as the United States and Japan, which have already stepped into an aging society. Combined with the important ideas of new public management theory and public choice theory, the paper puts forward specific countermeasures and suggestions for the development of pension services. Finally, the paper draws the conclusion that the public endowment resources are limited. The social pension security system is not perfect today, if we want to properly solve this social problem, we need to pool our efforts, mobilize social forces in an all-round way, and extensively introduce private capital to invest, so. I think it is an important way to solve the pension problem by applying the socialized and market-oriented operation mode to the development of the old-age service.
