【摘要】：新公共管理理論起源于西方發(fā)達(dá)資本主義國家的公共行政改革運(yùn)動(dòng)，發(fā)展于20世紀(jì)80年代，是近些年來西方行政改革的主導(dǎo)思想之一。該理論范式相對于傳統(tǒng)行政學(xué)富有創(chuàng)新，適應(yīng)了全球化、信息化、市場化的時(shí)代發(fā)展趨勢，在特定歷史發(fā)展階段，有效地指導(dǎo)了西方國家的改革實(shí)踐。但是，由于新公共管理理論本身存在的諸多缺陷和內(nèi)在矛盾，使得目前的改革過程中遇到了困難和阻力，因此，我們需要重新審視其意義和作用。而在我國，隨著市場經(jīng)濟(jì)體制的完善、城市化進(jìn)程的推進(jìn)，市政公用事業(yè)市場化和相關(guān)改革進(jìn)程亦在加速推進(jìn)。 本文通過對我國改革歷程的梳理，以及對改革過程中的弊端及原因進(jìn)行相關(guān)分析，系統(tǒng)探討了目前我國市政公用事業(yè)改革的實(shí)際情況，并在此基礎(chǔ)上，指出市政公用事業(yè)改革應(yīng)兼顧“公平與效率”，緊緊抓住經(jīng)營體制改革以提高效率，管理體制改革與監(jiān)管制度建設(shè)以維護(hù)社會公平兩條主線。一方面，在不違背市政公用事業(yè)公益性、外部性等基本屬性的基礎(chǔ)上，發(fā)揮市場作用以優(yōu)化資源配置，另一方面當(dāng)“市場失靈”的時(shí)候，強(qiáng)化政府部門的行政指導(dǎo)和行政干預(yù)，，對市場進(jìn)行有效調(diào)控。要只有這樣，社會大眾的“公共利益”才能得到維護(hù)，并有利于營造市政公用事業(yè)的發(fā)展環(huán)境，提高經(jīng)營效率，有利于保護(hù)社會大眾的公用利益，最終更好地服務(wù)城市經(jīng)濟(jì)、惠及全體社會公民。
[Abstract]:The theory of new public management originated from the reform of public administration in western developed capitalist countries and developed in 1980s. It is one of the leading ideas of western administrative reform in recent years. Compared with traditional administration, the theoretical paradigm is full of innovation and adapts to the trend of globalization, information and marketization, and it is in a specific historical development stage. It has effectively guided the reform practice in western countries. However, due to many defects and inherent contradictions in the new public management theory itself, the current reform process has encountered difficulties and resistance. We need to re-examine its significance and function, and in China, with the improvement of market economy system and the advancement of urbanization, the marketization of municipal public utilities and the related reform process are also accelerating. Through combing the course of our country's reform and analyzing the malpractice and reason in the process of reform, this paper systematically discusses the actual situation of our country's municipal public utilities reform at present, and on this basis. It is pointed out that the reform of municipal public utilities should pay attention to "fairness and efficiency", grasp the reform of management system to improve efficiency, and reform of management system and construction of supervision system to safeguard social fairness. On the basis of not violating the basic attributes such as public welfare and externality of municipal public utilities, we should give play to the role of market in order to optimize the allocation of resources, on the other hand, when the market fails. Only in this way can the "public interest" of the public be safeguarded and the development environment of municipal public utilities be created. Improving the management efficiency will help to protect the public interests of the public and eventually serve the urban economy better and benefit all social citizens.
