南昌市初中生精神衛(wèi)生監(jiān)控管理研究

【摘要】:自二十一世紀(jì)以來,全球經(jīng)濟(jì)迅猛發(fā)展,世界人口數(shù)目激增、家庭結(jié)構(gòu)顯著變化,社會競爭日益加劇。無論是發(fā)達(dá)國家還是發(fā)展中國家,初中生精神衛(wèi)生狀況都不容樂觀,導(dǎo)致青少年精神衛(wèi)生問題成為嚴(yán)重的公共衛(wèi)生問題和社會問題。據(jù)世界衛(wèi)生組織(WHO)預(yù)測,到2020年,世界范圍內(nèi)發(fā)生的心理問題的兒童和青少年將增加50%以上,這些人的心理問題將成為導(dǎo)致各類疾病、嚴(yán)重殘疾及死亡的前五位原因之一,調(diào)查顯示有超過30%的初中生存在不同程度的心理問題。 結(jié)合當(dāng)前國際公共衛(wèi)生形勢、我國精神衛(wèi)生政策、社會環(huán)境現(xiàn)實(shí)問題、體制機(jī)制建設(shè)函待加強(qiáng)等現(xiàn)狀,查閱相關(guān)部門數(shù)據(jù)資料,以南昌市初中生為研究對象,對初中生心理健康水平進(jìn)行測試,了解本市初中生心理健康現(xiàn)狀,探討以建立最優(yōu)干預(yù)方式---心理咨詢提升初中生精神衛(wèi)生;谀喜屑部刂行膶(shí)證研究數(shù)據(jù)分析顯示:南昌市初中生精神衛(wèi)生和監(jiān)控管理現(xiàn)狀形勢嚴(yán)峻。由于江西經(jīng)濟(jì)落后現(xiàn)狀、缺乏相關(guān)法律保護(hù),政府職能缺失缺位、專職隊伍人員缺乏等原因?qū)е履喜谐踔猩裥l(wèi)生監(jiān)控管理存在著許多問題,例如:精神衛(wèi)生防治體系不全、精神衛(wèi)生法律執(zhí)行不嚴(yán)、精神文明建設(shè)基礎(chǔ)不足、疾控部門督導(dǎo)暫時缺位、機(jī)構(gòu)人員資源配置不足、精神衛(wèi)生網(wǎng)絡(luò)管理空白等。 從公共管理和公共政策角度出發(fā),提出解決我市初中生精神衛(wèi)生監(jiān)控管理對策與建議。首先要盡快建立政府領(lǐng)導(dǎo)機(jī)制:制定執(zhí)行政策制度、完善管理體系、加強(qiáng)聯(lián)動機(jī)制、保障資金?顚S茫坏诙訌(qiáng)疾控機(jī)構(gòu)督導(dǎo)機(jī)制:加強(qiáng)學(xué)校衛(wèi)生工作、啟動心理健康促進(jìn)機(jī)制、每年心理健康體檢制度、實(shí)行心理危機(jī)干預(yù)機(jī)制、創(chuàng)建網(wǎng)絡(luò)信息監(jiān)測管理;第三要加強(qiáng)教育機(jī)構(gòu)指導(dǎo)機(jī)制:啟動心理健康促進(jìn)機(jī)制、建設(shè)學(xué)校心理咨詢師隊伍、完善學(xué)校心理咨詢室設(shè)備、創(chuàng)建心理健康檔案管理等。積極做好政府領(lǐng)導(dǎo)、疾控督導(dǎo)、學(xué)校指導(dǎo)等具體實(shí)施工作,促進(jìn)各項(xiàng)工作全面發(fā)展,整體提升南昌市初中生精神衛(wèi)生監(jiān)控管理工作
[Abstract]:Since 21th century, the global economy has developed rapidly, the world population has increased dramatically, the family structure has changed dramatically, and social competition has been intensifying, both in developed and developing countries. Mental health status of junior high school students is not optimistic, leading to adolescent mental health problems become a serious public health problem and social problems. According to the World Health Organization (WHO) forecast, by 2020. The number of children and adolescents with psychological problems worldwide will increase by more than 50%, and their psychological problems will become one of the top five causes of illness, severe disability and death. The survey shows that more than 30% junior high school students have different degree of psychological problems. Combined with the current international public health situation, China's mental health policy, social environmental problems, system and mechanism to be strengthened and other current situation, consulting relevant data, Nanchang junior high school students as the research object. The level of mental health of junior high school students was tested to understand the status of mental health of junior high school students in this city. To explore how to establish the optimal intervention mode---psychological counseling to improve mental health of junior high school students. Nanchang junior high school students mental health and monitoring management situation is grim. Due to Jiangxi's economic backwardness. Lack of relevant legal protection, the absence of government functions, lack of full-time staff and other reasons leading to mental health monitoring and management of junior high school students in Nanchang City, there are many problems, such as: mental health prevention and control system is incomplete. The enforcement of mental health law is not strict, the foundation of spiritual civilization construction is insufficient, the supervision of disease control department is temporarily absent, the allocation of personnel resources is insufficient, and the management of mental health network is blank. From the angle of public management and public policy, this paper puts forward the countermeasures and suggestions to solve the mental health monitoring and management of junior high school students in our city. Firstly, it is necessary to establish the government leadership mechanism as soon as possible: to formulate the implementation policy system and to perfect the management system. Strengthen the linkage mechanism to ensure the special use of funds; The second is to strengthen the supervision mechanism of disease prevention and control institutions: to strengthen the school health work, to start the mental health promotion mechanism, to carry out the psychological crisis intervention mechanism, to establish the network information monitoring management; The third is to strengthen the guiding mechanism of educational institutions: to start the mental health promotion mechanism, to build up the team of school psychological counselors, to perfect the equipment of the school psychological consultation room, to create the mental health archives management, and to be a good leader of the government. The supervision of disease control and supervision, the guidance of schools, etc., to promote the overall development of all kinds of work, and to promote the mental health monitoring and management work of junior high school students in Nanchang City as a whole.
