【摘要】：微博是一種以網(wǎng)絡(luò)為技術(shù)支撐的新型媒體形式,基于它的傳播影響力,公眾有了更多表達自我意見的機會,隨之而來的就是虛擬化公共領(lǐng)域的建立。目前針對微博領(lǐng)域的研究方向主要集中在探討微博如何實現(xiàn)公共領(lǐng)域轉(zhuǎn)型,著重提升公眾的話語權(quán)力,體現(xiàn)其在政治、經(jīng)濟與生活中產(chǎn)生的巨大影響力和作用。這些文章往往強調(diào)微博的在公共領(lǐng)域的優(yōu)越性,卻忽略了其本身存在的問題。本文則在在肯定微博參與社會公共管理與政務(wù)運作的同時,深入探討政務(wù)微博在這些領(lǐng)域存在的現(xiàn)實問題,注重討論社會公共管理與新興政務(wù)運作特點,由此來揭示微博參與公共管理與政務(wù)運作的重要性,同時也客觀的對其現(xiàn)實存在的問題進行了思考。文章認為,在當前環(huán)境下,政務(wù)微博參與公共管理有著獨特的優(yōu)勢并具備合理性。政務(wù)微博作為一種全新途徑,可以成為公共管理的有效工具,所以政務(wù)微博參與公共管理十分有必要。但當前政務(wù)微博參與公共管理的一些制約因素直接阻礙了其在公共管理中的使用和效能的發(fā)揮。這其中,發(fā)布信息的真實性是政務(wù)微博的先決條件,本文以解決政務(wù)微博存在的真實性問題為基礎(chǔ),提出對微博視角下的社會公共管理與政務(wù)運作的新思考和建議。
[Abstract]:Weibo is a new form of media supported by network technology. Based on its influence, the public have more opportunities to express their opinions. The following is the establishment of virtual public domain. At present, the research direction of Weibo mainly focuses on how to realize the transformation of the public domain, focusing on the promotion of public discourse power, reflected in politics. Great influence and role in economy and life. These articles often emphasize Weibo's superiority in the public sphere. While affirming Weibo's participation in social public management and the operation of government affairs, this paper probes deeply into the practical problems existing in these fields of government affairs Weibo. Focus on the discussion of social public management and the characteristics of emerging government operation, which reveals the importance of Weibo's participation in public management and government operation, but also objectively ponders over the existing problems in reality. Under the current environment, the government affairs Weibo has the unique superiority and the rationality to participate in the public management. As a new way, the government affairs Weibo can become the effective tool of the public management. So it is very necessary for Weibo to participate in the public management. However, the current government affairs Weibo participate in the public management of some constraints directly hindered its use in the public administration and the effectiveness of the play. The authenticity of the information is the precondition of the government affairs Weibo. Based on solving the authenticity problem of the government affairs Weibo, this paper puts forward some new thoughts and suggestions on the social public management and the government affairs operation in the perspective of Weibo.
